The report's four sections cover aggregation of customers under traditional franchise authority; a step-by-step approach for evaluating franchise powers; methods for soliciting alternative power suppliers; and the obstacles and benefits to using a community franchise to aggregate power customers. Overview During this two year project Western MassCOSH worked initially with the Cosmetology Department Roger L. Putnam Vocational School in Springfield to incorporate awareness and toxics use reduction training into the current curriculum for hair and nail care. Teachers and students were trained in identifying chemical hazards, choosing less toxic alternatives, and incorporating pollution prevention practices into daily practices. Building on the 1999-2000 Healthy Hair Campaign TURN project in Boston, this project continued to raise awareness about toxic chemicals in hair dyes, hair relaxers, permanents, hairsprays, bleaches, disinfectants, nail sculpting and manicuring products. End products consisted of a curriculum, reference materials, and a self-inspection checklist. The second year of this project focused refining and expanding the training program to three additional schools and train additional Western MassCOSH staff. The goal was to raise awareness among cosmetology teachers and students, vocational safety and health staff, cosmetology professionals, and the Coalition for Occupational Safety and Health's staff of the hazards associated with hair and nail care and to provide tools to reduce those hazards. Western MassCOSH conducted a "train-the-trainer" program at three Vocational Cosmetology Departments. The training materials were presented at four statewide trainings of Health Officers and at the annual Vocational School Conference. They will also be used in the future to raise awareness among the Board of Cosmetology.

She is the editor of NCREL's Policy Briefs and has been studying charter schools since 1991. Strong supporters of charter schools include parents who have been given the opportunity to choose schools that they hope will benefit their children in specific ways. Indeed, just the opportunity to choose and to be involved in the school in a meaningful way is very important to these parents (parent interviews, Spring 1997). But parent satisfaction does not necessarily mean that children are receiving a better education in charter schools.(A discussion of the impact or likely impact of charters on school reform is included later in this publication.) 2001 STATUS REPORT: BOSTON MIDDLE SCHOOL DROPOUT NUMBERS SHOW SCANT IMPROVEMENT IN 2000-01 A review of Massachusetts Dept. of Education dropout data for the 2000-01 school year finds the following: * In 2000-01, the number of students dropping out of Boston middle grades dropped by four students from 156 students in 1999-2000 to 152 students in 2000-01, still four times the number dropping out in 1995-96 and three times the number dropping out in 1996-97. * The majority of Boston's 2000-01 middle grades dropouts, all of whom must be 16 to leave school, left school in sixth grade. In 1999-00, most of Boston's middle grades dropouts left school in seventh grade. * African American students are overrepresented in the number of students droppping out of Boston's middle grades. * Students who drop out of Boston's middle grades make up an increasing proportion of all middle grades dropouts in Massachusetts. * Because these students are not included in dropout rates, official statistics are underreporting the district's dropouts.
