    INTRODUCTION
    Most states have implemented statewide testing programs for K-12 student achievement (48, according to the most recent survey by Education Week ) as the primary means of accountability to the public.
    State testing programs vary in terms of grades required to participate in the test administration, content, and format of the tests. Some states use well-known standardized tests that are purchased directly from test publishers; some state education agencies develop their tests internally in order to match the curriculum, whereas others may contract with outside vendors to do so.

The time for citizens to take action to help safeguard past environmental achievements and to continue improvements in natural resource protection has arrived. Mass Audubon is issuing this call to action to encourage you to join us in our campaign to defend the environmental budget at the Massachusetts State House. The Commonwealth is in the midst of its worst fiscal crisis in more than half a century. But within the parameters of necessary fiscal discipline, we can and must continue to make important progress in environmental protection. Less than one-percent of the state budget is devoted to environmental programs. Massachusetts ranks 45th among states in terms of the portion of the budget spent on natural resources. Further budget cuts will cause real harm to already impoverished programs, threatening to undermine the significant achievements the Commonwealth has made in protecting our quality of life for residents, businesses, and tourists. The passage of the Holland amendment, as well as the restriction on providing new revenue sources, requires conservation advocates to put up a strong defense against clear-cutting of funds for environmental programs. Mass Audubon needs your help to urge legislators to hold the line on the environmental budget for fiscal year 2004.

Worried about finding a quality preschool program for your toddler? In Massachusetts, public schools, Head Start, and child care programs are partnering with other community stakeholders to coordinate preschool services for 3- and 4-year olds. Through Community Partnerships for Children (CPC), the state Department of Education distributes flexible grant funds to communities to coordinate preschool services across programs and raise the quality of and accessibility to services so that all children enter school eager to learn. There are currently 313 cities and towns participating in CPC across the state, serving a total of 18,500 children. Over half of the children receiving services under CPC-funded programs are from families with earnings below 50 percent of the state median income.

Overview
Massachusetts enjoys a wealth of information resources, partly because of the contributions of the state's prominent higher education community. The state is still developing a comprehensive, inclusive structure, however. In 1994 the state's first Chief Information Officer was appointed by the governor to oversee the state's primary data center, network operations, and annual $300 million investment in information technology and telecommunications.
Legislation
1995 HB 5190 provides for a bond issue of approximately $53 million to fund the design, acquisition, and upgrading of major computer systems. The main purchase will be a state-of-the-art computer system for the Department of Social Services that will improve child support collection, matching of families with children waiting to be adopted, and case tracking within the Department. More than half the money spent on this system will be eligible for federal reimbursement. $1.4 million may be spent on integrating the state's various information systems, and $3 million on the Massachusetts Access to Government Network (MAGNET).
