Parent Loans A wide variety of parent and student loans are available if financial aid plus a family's personal resources are not sufficient to satisfy the cost of education. Interest rates on these loans vary as do the lengths of repayment. Information on these loans, which are offered by banks or private lenders, is available directly from the lender or from the Office of Student Financial Services. Information on a few of these programs is given below. Massachusetts Educational Finance Authority (MEFA) Loan The loan borrower must be a creditworthy parent, legal guardian, relative or working spouse of a student who is currently enrolled at least half time (six credits per semester) and maintaining Satisfactory Academic Progress (SAP). The student is the co-borrower. There is a fixed or variable interest rate option, which is determined annually on April 1st. For the 2003-2004 academic year the fixed rate is 6.25%. The variable rate for 2003-2004 is 3.55% and is capped at 12%. There is a 3.75% origination fee which is added to the principal. The maximum loan amount the borrower may be eligible for is the cost of attendance minus any financial aid. The repayment period begins 45 days after the loan is completely disbursed. The repayment period is up to fifteen years.

Malden, MA 02148-5023 Dear Department of Education Members This is a story of two young children in Brookline, Massachusetts. One is rich, the other poor. Both were born with a severe developmental disability. Despite that, each had within him the potential for normal development. Both had parents who were willing to dedicate their lives to getting them the special education services they needed to achieve that potential. Both needed that dedication, because the local educational authorities went to great effort to deny access to those services. The rich child was the first to enter the system. Before age three he was seen by the school’s "Early Childhood Specialist." It took the school over half a year to begin any service delivery—time, precious time, in which he could have made substantial progress, but instead was allowed to fall further into disability. He started group speech therapy, twice a week, even though that provided less than 2% of the accepted standard of services for a child with his disability. Then a part-time preschool program. He did not learn to talk or to play. He did learn to attack other children, so that his disability became a prison for his entire family. So the parents of the rich child took some of the money they got back from the school and used it to pay for an independent evaluation of the poor child. They hired the same expensive lawyer. And, after the expected delays, the poor child got the same program as the rich child.

The Massachusetts Education Reform Act of 1993 is aimed at a common goal: an educational system that fully addresses the abilities and needs of students and improves outcomes for everyone, including students with disabilities. The state Department of Education, in partnership with child-serving agencies, local school districts, parents, individuals with disabilities and their families, teachers, Institutes of Higher Education, and service organizations, developed Project FOCUS to guide statewide efforts toward systems improvement for the benefit of all students. Project FOCUS is designed to provide pre-service and professional development activities for educators, parents, students, and other stakeholders. The major themes of parent collaboration, research to practice, interagency coordination, innovation, capacity building, and linkages to existing activities to maximize community, state, and federal resources are addressed across activities in six focus areas:
  • Early Intervention and Preschool (birth to 5 years).

CTF funds over a hundred family support and parenting education services through six initiatives: Healthy Families Massachusetts home visiting offers information and support to all first-time parents age 20 and under on a voluntary basis. Healthy Families has served over 6,000 families this year alone. Research shows the benefits of home visiting: reduced child abuse, improved educational and economic outcomes for parents, improved health outcomes of children, and reduced subsequent pregnancies among teen moms.

CTF-funded Family Centers are open to all parents of young children, offering a wide range of resources and activities. Programs vary from parent-child activities and parenting education programs to counseling referrals and special events. Last year, over 26,500 families benefited from special family events, phone or face-to-face consultations, direct services, and referrals to other community resources.

Individuals with Disabilities Education Act (IDEA) , also known as Public Law 94-142.
This is one of the powerful laws affecting visually impaired children. It states that they are entitled to a free and appropriate education in the least restrictive environment. Individualized Education Plans (IEPs) spell out a student's particular education needs under this law and form a contract with the parent/guardian and the school system.
The Rehabilitation Act Amendments of 1992 (Public Law 102-569)
This law establishes guidelines for Federal agencies for electronic and information technology accessibility designed to ensure, regardless of the type of medium, that individuals with disabilities can produce information and data, and have access to information and data, comparable to the information and data, and access, respectively, of individuals who are not individuals with disabilities.
