Executive and Legislature
The constitution guarantees free democratic elections. The president is the Head of State and is elected for a six-year term. There is a bicameral National Assembly - upper house with 56 senators elected for six years and a lower house with 79 deputies elected for five years.
Justice
The legal system is based on Islamic jurisprudence. There are courts of first instance, an Appeal Court and a Supreme Court. The death penalty is in force for murder.

    History
    It's difficult to imagine now, but Mauritania once had large lakes, rivers and enough vegetation to support an abundance of elephants, rhinos and hippos. There is also evidence of human habitation in the form of arrow heads and rock drawings linked to the ancient Bafour people. This all came to a grinding halt when the Sahara began spreading about 10,000 years ago. Around the 3rd century the camel was introduced to the Berbers in Morocco. For Mauritania, this significant event meant the arrival of the nomads, who were able to cover longer distances with camels as they traded salt - and later gold and slaves - throughout the Western Sahara. In the 9th and 10th centuries the first empire in West Africa emerged. Known as the Empire of Ghana, it had its capital in south-west Mauritania. The Berbers who had settled in the region were reduced to vassals by their nomadic rulers. Islam began spreading throughout the region at this time also. One group, the Almoravids, gained control over the Berbers and established a capital in Marrakesh from where they ruled all of north-west Africa as well as southern Spain. In 1076 they pushed southwards and, with the assistance of Mauritanian Berbers, destroyed the Empire of Ghana. Islam then spread more quickly and freely than before. So vast was the new empire that it effectively split in two with one centre in Morocco and the other ruled by the Berbers of Mauritania. This southern Empire was defeated by the Arabs in 1674; the mix of cultures gave rise to the Moors, and to their stratified caste system.

    History and Government
    History: Mauritania lies across one of the great trans-Saharan trade routes. For over 500 years up to 1674 when the Arabs defeated them, the Almoravid Dynasty controlled the trade in gold, slaves and salt. Various European navigators made fitful contact with the region, but French domination of the region was only established in the late 19th and early 20th centuries. Mauritania achieved full independence from France in 1960. Since the mid-1970s the country has been locked in conflict with its two northern neighbours, Algeria and Morocco, concerning the future of Western Sahara (formerly Spanish Sahara) which was ceded jointly to Morocco and Mauritania by Spain in 1975. The main opposition to the 1975 settlement came from the Polisario Front, which demanded self-determination for Western Sahara (and achieved recognition by the UN as the Sahrawi Arab Democratic Republic).
    Government: The latest constitution, which allows for a multi-party political system, was introduced in July 1991 after approval in a national referendum. Executive power rests with the President, elected by universal suffrage, for a six-year term. The bicameral legislature, also popularly elected, comprises a 79-seat National Assembly (elected for five years) and a 56-member Senate with a six-year mandate. The President appoints a Prime Minister who is Head of Government.

    Mauritania's opposition leader Chbih Ould Cheikh and ex-president Mokhtar Ould Daddah called for the overthrow of the Nouakchott government over its new links with Israel and a recent spat with France. In a statement, Chbih Ould Cheikh and Ould Daddah said they "urge democratic opposition parties, citizens, armed and security forces and all patriots to urgently prepare for change." "We are calling for the overthrow of the government," Ould Cheikh, who holds the rotating presidency of the Front of Opposition Parties coalition, told Reuters by telephone on November 23. The statement was issued in Nice where Ould Daddah, who ruled the West African desert country from independence to his overthrow in 1978, lives in exile. It accused the Mauritanian government of plunging the country into poverty and of committing "serious diplomatic blunders." Mauritania last month established diplomatic relations with Israel. It broke off military cooperation with Paris recently after a Mauritanian military officer was detained in France on charges of human rights violations in his country. In other news, 11 German tourists were attacked and robbed in northern Mauritania in mid-November, the German embassy recently announced.

    Released by the Bureau of Democracy, Human Rights, and Labor
    The Constitution establishes Mauritania as an Islamic republic and decrees that Islam is the religion of its citizens and the State; the Government limits freedom of religion. There was no change in the status of the respect for religious freedom during the period covered by this report. While the Constitution decrees that Islam is the religion of its citizens and the state, Christians in the foreign community and the few Christian citizens practice their religion openly and freely. However, proselytizing is prohibited, and distribution of religious materials is prohibited. Relations between the Muslim community and the small Christian community generally are amicable. The U.S. Government discusses religious freedom issues with the Government in the context of its overall dialog and policy of promoting human rights. Section I. Religious Demography The country has a total land area of 397,840 square miles, and its population is approximately 2.5 million. Virtually 100 percent of the population are practicing Sunni Muslims. There is a small number of Christians, and Christian churches have been established in Nouakchott, Atar, Zouerate, Nouadhibou, and Rosso. There are several foreign Christian nongovernmental organizations (NGO's) active in humanitarian and developmental work in the country.
