Posted to the web February 19, 2001 Port Louis, Maurice Mauritian social security and national solidarity minister Samioullah Lauthan announced the construction of three new prisons in the island to alleviate overcrowding in existing jails. Lauthan told reporters Friday that the new prisons would be built at rose-belle and la chartreuse in the south of the island and at Forbach in the north. He described the situation in Mauritian prisons, currently holding 1723 inmates, as "very bad". He expressed shock at conditions in which young people were detained at the youth rehabilitation centre, saying, "this place is more a prison than a rehabilitation centre." Lauthan said the government obtained the help of amnesty international to review the prison situation, and an expert from the London-based agency is expected in the country on 23 February. Allegations: Prosecution of trade union leaders and physical violence against trade unionists during a march of protest
The complaint in this case appears in a communication from the Mauritius Labour Congress (MLC) of 7 October 1997. The Government sent its observations in a communication dated 29 January 1998. Mauritius has not ratified the Freedom of Association and Protection of the Right to Organise Convention, 1948 (No. 87), but has ratified the Right to Organise and Collective Bargaining Convention, 1949 (No. 98).
A. The complainant's allegations
In its communication of 7 October 1997, the Mauritius Labour Congress (MLC) denounced the decision of the Mauritius Police Authorities to go ahead with prosecution against 11 trade union leaders following advice received from the State Law Office. These actions were allegedly taken in response to the protest march organized on 26 June 1996 in Port Louis by the trade union movement. The MLC then claims that 14 months after these incidents, the police came to the MLC office to inform its General Secretary that he as well as ten other trade union leaders would be prosecuted with regard to the events of 26 June 1996 and to seize their passports. According to the MLC, following the visit of the police to the MLC office, the Government promised an inquiry into the matter but to this date, nothing has been heard about the inquiry and its mandate.

History and Government
History: The island group was uninhabited until the 16th century when it was occupied by a small Dutch force that named it after Prince Maurice of Nassau. It was abandoned in 1710 and then re-occupied five years later by the French who imported African slaves to work on the sugar plantations. Mauritius and its neighbouring islands were captured by the British in 1810 and formally ceded by the 1814 Treaty of Paris. After the abolition of slavery in the 1830s, Indian labourers were imported and their descendants now comprise more than two-thirds of the population. Incorporated into the British Empire, Mauritius remained a colony until 1957, when it was granted internal self-government with an electoral system based on the Westminster model.
Post-independence Mauritian politics have been dominated by Ramgoolam, and then by the two principal figures of the Mauritian Left, Paul Bérenger and (later Sir) Anerood Jugnauth. The charismatic Bérenger made a dramatic contrast to the cautious, pragmatic Jugnauth, and the focus of the Mauritian political scene has often been the personal and political clash between the two.

Land, People, and Government
Mauritius is surrounded by coral reefs. A central plateau is ringed by mountains of volcanic origin, which rise to c.2,700 ft (820 m) in the southwest. The island has a tropical, rainy climate. Mauritius is divided into nine districts. Over two thirds of the population are of Indian descent, and over 25% are creole (of mixed French and African background). There are also small Chinese and French communities. More than half the people are Hindu, about 30% are Christian (mainly Roman Catholic), and most of the remainder are Muslim. English is the official language, and a creole language is widely spoken; other languages include French, Hindi, Urdu, Hakka, and Bojpoori. Mauritius is a parliamentary democracy governed under the constitution of 1968, as amended in 1992. The president, who is the chief of state, is elected by the national assemby for a five-year term. The prime minister, who is the head of government, is appointed by the president, as is the council of ministers. The unicameral legislature consists of a 66-seat national assembly.

The State Trading Corp. ensures the supply of some essential foodstuffs and commodities and plays an important role in stabilizing prices. Mauritius relies heavily on tourism
Mauritius has raised its value added tax (VAT) rate from 12% to 15%. The rise was its second since last summer when the rate was 10%. Mauritius raised its VAT rate in part to fund past spending which has pushed its budget deficit to 6% of its gross domestic product. The rise should help "reducing the budget deficit to around 3% by the year 2005/06 while, at the same time, investing massively in priority sectors", Finance Minister Paul Berenger said. Extra earnings A three percentage points rise in VAT should help the Mauritius government rack up an additional $66m in revenue, analysts have calculated. Beyond covering past spending, the extra cash is set to be spent on education, information technology, the environment and infrastructure, as well as housing. Mauritius' economy, which is based on sugar and textiles, as well as tourism, grew by about 5.6% during the year to April.
