    1. World Trade Organisation
    Its objectives
    The World Trade Organisation (WTO) is an international body dealing with international trade rules. At its heart are the WTO agreements, negotiated and signed by the bulk of the world's trading nations. The organisation aims to facilitate trade among countries by creating conditions of competition that are fait and equitable. Towards this end, it encourages countries to enter into negotiations for the reduction of tariffs and for removal of other barriers to trade, and requires them to apply a common set of rules to trade in goods and service. These rules are contained in the following legal instruments: - General Agreement on Tariffs and Trade (GATT): whose rules apply to trade in goods;
    - Other Agreements on goods
    - General Agreement on Trade in Services (GATS); whose rules apply to trade in services; and

    STUDENTS WINNERS IN REGIONAL MODEL UN CONFERENCE
    Undergraduates majoring in political science participated in the Southern Regional Model United Nations conference, held in Atlanta on November 21-24. Twenty-one students, comprising three separate national delegations, participated. This year's delegation was the largest in MSU's history. Professor Hannah Britton, MSU's Model UN Director, advised the MSU delegations, and attended the conference with the students. More information about this regional conference, which our students participate in each year, is available on their website MSU students did quite well as the conference, which was attended by well over 500 students from universities across the region, constituting the largest conference in the organization's history. Our Kuwait team won honorable mention (which is the equivalent of third place), so congratulations to team members Jennifer Phillips, Alexander Kupyna, Kyle Frazier, Matthew Aycock, Josh Smith, Emily Sanford, and Lindsay Buffum. Our Mauritius team had two members elected as officers! Nathan Alday was elected President of the General Assembly 1st (the largest group at SRMUN), and Tonya Thornton was elected rapporteur for the African Union! We also had four members apply for Staff positions next year, and one of our delegates was even INVITED to apply for a staff position. Finally, numerous MSU folks served as Pages during the sessions.     If ever there was a place on earth that deserved to be the venue historic conference against Xenophobia and Related
    that place is South Africa. By its symbolism, successful struggle against and victory over the institutionalised racism which apartheid was but also, and more importantly, by its capacity to confront, overcome the hate and anger associated with apartheid and to embark on a process of reconciliation, South Africa is unparalleled and deserves to be adopted as a for this extremely important and Racism, Racial Discrimination, Intolerance, model for the Programme of Action that we expect to have at the end of the Durban conference.     oday (Tues - 30/3), politicians from 86 ACP-EU nations debated reforming EU aid programmes and creating regional funding blocs. As a major review of Europe's whole development policy by the European Commission in Brussels nears completion, British Conservative development spokesman John Corrie MEP (West Midlands) urged: "EU aid programmes need simplifying and overhauling. We need to target development funds to specific areas via the regions."
    O utlining his report on regional co-operation to the 28th ACP-EU Joint Assembly in Strasbourg, Corrie said: "Future relations between developing nations and the EU must be based on better regional structures and integration across Africa, the Caribbean and Pacific (ACP). Regional integration brings two major advantages: economic growth and strengthens conflict prevention. History shows that countries locked in trade are less likely to lock swords."
    R egional co-operation and integration provide a powerful counterbalance to the forces of globalisation. By working together, the world's poorest states will be stronger. Each region is different, but neighbouring countries often share similar social, economic and environmental challenges. The fifty-four African nations have already made great advances in setting up regional groupings under the umbrella of the Organisation for African Unity", continued Corrie.
    S ince 1975, Europe has spent over £40 billion on development, but some ACP countries are now poorer than they were then. Without regional structures and mutual support, nations are unable to harness EU help. Europe should encourage groupings like East African Co-operation (EAC) between Kenya, Tanzania and Uganda, and the Caribbean islands CARIFORUM, to move forward", explained Corrie.

    BRITISH WEEK IN MAURITIUS IN MAY The last week in May 2001 was British Week in Mauritius. ACE Event Management organised a week of trade, sporting and cultural events in Port Louis, Mauritius during 28-31 May 2001. Trade Fair
    The main focus of the British Week was a prestigious Trade Fair at the Tradeport Exhibition Centre, Mer Rouge, Port Louis. The Prime Minister, Sir Anerood Jugnauth, officially opened the British Week at 17h00 on Monday 28 May, the first day of the exhibition. Companies from the United Kingdom and Mauritius displayed goods and services in many fields. In addition, the UK government had its own stand exhibiting the work of the British Council and a display of food and drink from Britain with free samples for visitors. Stands exhibited everything from modern sanitary ware (Armitage Shanks) to medical technology (Olympus Keymed). On the British Airways stand you could try out the new seat that turns into a bed. Financial services seminar The Chief Counsel to the UK Financial Services Authority, Stuart Willey, conducted a seminar on the regulatory integration of financial services and investment business at the Labourdonnais Waterfront Hotel on 31 May.

    Prestigious event for historic occasion and the European Union (EU) , to run along side the Extraordinary Summit Meeting which launched the COMESA Free Trade Area, a truly historic event. Thirteen COMESA countries sent national groups or stands and altogether over 170 companies from COMESA and EU countries displayed their goods and services at the exhibition. Five thousand visitors passed through the Lusaka showgrounds where the event was held. The Egyptian pavilion, which housed an extremely large selection of products and services, was awarded first prize for the best COMESA pavilion. Best manufacturer's stand went to Zambian furniture manufacturer Setrec.
    Track Record ACE Event Management has a long history of organising similar events throughout Africa, including a series of co-operation weeks in Mauritius, Mozambique and Zimbabwe.     Introduction
    The transfer of regional responsibilities to the Pretoria-based ICRC delegation on 1 January 1995 reflected the new-found political stability in southern Africa. In February the South African government and the ICRC signed a new Status Agreement, defining the ICRC's position as a regional delegation for southern Africa and the Indian Ocean. Despite the generally peaceful climate, however, insecurity still reigned in some areas.
    The South African province of KwaZulu/Natal and certain townships of Gauteng province were still plagued by politicized violence. Political unrest in Lesotho and Swaziland demonstrated that there too stability was not to be taken for granted. In the strife-ridden areas of South Africa the ICRC ran relief operations in conjunction with the National Society, distributing food parcels, kitchen sets, jerricans, plastic sheeting and blankets to thousands of victims.
    Beyond this, the main activities developed by the ICRC in the region involved promoting the role of the Red Cross, teaching international humanitarian law to defence forces and providing protection for detainees. Delegates made unannounced visits to police stations in KwaZulu/Natal to check the conditions of detention of people arrested in connection with political violence.

    Violence in KwaZulu/Natal
    In May, former President Frederik de Klerk's National Party left the government of national unity, formed immediately after South Africa's first free and democratic elections in 1994, to join the ranks of the opposition. At the end of the year, the country adopted a new constitution. On the whole, the problems experienced in 1995 persisted: crime and insecurity grew, mostly in the cities, and KwaZulu/Natal in particular was affected by political violence.
    Visits to detainees
    Against this background, the ICRC continued its activities in aid of detainees, both by visiting them in police stations or prisons and by taking part as an observer or expert in working groups on prison reform or health in prisons. On 16 August, it also signed an agreement with the authorities giving it access to all categories of detainees, which replaced the previous one signed in 1992 with the former government, and on 31 October it gave the government a working paper covering the main problems encountered during the ICRC visits.
    Together with the South African Red Cross Society, the ICRC carried out relief operations for the victims of political violence, primarily in KwaZulu/Natal where the number of displaced people was very high. During the elections the National Society also set up first-aid posts, with supplies provided by the ICRC. So as to withdraw progressively from the assistance programme it had organized in the shantytowns around Durban, where the situation was no longer critical, the ICRC increased its support for the National Society to enable it to set up development projects there.

    The year under review was generally a peaceful one for the countries covered by the Pretoria regional delegation, except for the Comoros and Lesotho, which were once again beset by political disturbances. The ICRC monitored developments in these countries throughout the year and took action as needed, through the National Societies concerned wherever possible, to assist the victims. The regional delegation continued to promote the development of the region's National Societies and their programmes by providing institutional, logistic, material and financial support. Additionally, as part of its ongoing activities, the ICRC pursued its efforts to improve respect for and spread knowledge of humanitarian law in political, military and academic circles in this part of Africa.
    Raising awareness of the problem of violence
    In South Africa, the main events in the political sphere were the publication on 29 October of the final report of the Truth and Reconciliation Commission, which shed light on crimes committed during the apartheid regime, and the preparations for the general elections scheduled for May 1999. The country was once again plagued by all forms of violence.

    BACKGROUND
    The history of the Regional Integration Facilitation Forum (RIFF) programme is the history of its predecessor, the Initiative to Facilitate Cross-Border Trade, Investment and Payments in Eastern and Southern Africa and the Indian Ocean (for short: Cross-Border Initiative or CBI), which has been in existence since 1992. In fact, it was in May 2000 that the CBI Steering Committee decided that, as it was entering its second phase, the CBI should be renamed the Regional Integration Facilitation Forum. The origins of the CBI go back to the Maastricht Conference on African Development in July 1990 where a request for more effective regional integration was formulated and a reflection on the regional dimension of structural adjustment took place. This request was made at the launching of the Global Coalition for Africa (GCA) by African Heads of State. The CBI therefore has arisen from a consensus by Eastern and Southern African countries and their co-operating partners (EU, World Bank, IMF and ADB) on the need for closer regional co-operation and integration in Africa. These countries and their co-operating partners recognised the disappointing results achieved by previous attempts to create closer regional ties in sub-Saharan Africa, but shared the view that, despite these disappointments, effective co-operation and integration would assist African countries to develop their economies, within the framework of the global economy, and so improve the living conditions of the people of the continent.
