    Washington, DC 20515 Re: Broad-based Group Calls for Passage of HR 4600, the Health Act Dear Mr. Speaker: The undersigned groups are writing to express our deep and unified concern about the growing national medical liability crisis. In many states, medical liability insurance is either unaffordable or completely unavailable, making it difficult if not impossible for physicians, hospitals, and other health care providers to deliver key services to the patients who depend on them. That is why we are standing together to urge you to support H.R. 4600, the Help Efficient, Accessible, Low-cost, Timely Healthcare (HEALTH) Act of 2002. Across the nation, increasing numbers of physicians and other health care professionals are being forced to limit services to patients, relocate their practices, or retire earlier than planned. Some hospitals have ceased offering certain services such as trauma units or prenatal-care programs. As a result, patients, particularly pregnant women, are finding it increasingly difficult to access care in their communities.

    Washington, D.C. 20201 Dear Secretary Thompson; The medical organizations listed below are writing to register our concerns regarding the possible implementation of ICD-10-PCS to replace ICD-9-CM, Vol. 3 and to state our strong preference for the investigation of Current Procedural Terminology (CPTÃ’) as a viable candidate to meet the inpatient coding needs of hospitals and other facilities. Our preferences are a result of many years experience with the CPT code set and with the CPT editorial process. They are also based on the serious technical limitations, educational needs, system changes and overall costs that will be required to implement a new coding system as fundamentally different as ICD-10-PCS. We believe that the implementation of ICD-10-PCS will only add to the regulatory burden faced by hospitals, physicians and other health care providers. We find it ironic that the imposition of a more complex coding system is being contemplated as your own Advisory Committee on Regulatory Reform is urgently seeking solutions to remove or eliminate the regulatory burden already existing in federal programs. While we understand that ICD-10-PCS is only being considered to replace ICD-9-CM, Vol. 3 for inpatient coding and not for professional services, a change of such magnitude must be considered in the context of the health care system as a whole and not compartmentalized.

Coroner's Office/Medical Examiner When investigating a case involving a homicide, the coroner or medical examiner's office can be very useful in finding specific information. So check your county's coroner's office. The coroner's office has information regarding the age, race, cause of death, the time of death, results of autopsy and laboratory tests, including the presence of drugs or alcohol, and specifically, information about gun wounds (such as how many bullets entered the victim's body). So they may have information about the type of bullets used and possibly the type of gun. It might be best to speak to the medical examiner that handled the specific homicide case as well as any other assistants who examined the victim's body. In addition, you can request copies of the coroner's report, but remember they might charge a fee so it's best to ask what the costs would be. 2. Hospitals/Physicians Many hospitals, especially emergency rooms, treat gunshot victims. So checking your local hospital can be beneficial to acquire data on the number of patients that come in with gun-wound fatalities. Most local hospital emergency departments keep a record of fatal and nonfatal emergencies. This data is categorized based on E-Codes, which stands for the International Classification of Diseases External Codes. This data describes the external cause of an injury to a person as well as the nature of the injury, diagnosis, age and sex of the patient. In addition, emergency room physicians could be the best sources to speak to and they may be willing to provide information. Contact your local hospital's records department and obtain records or E-Codes as well as information on the emergency room physician and who was on duty at the time the victim was admitted to the hospital.

    June 7, 2001 United States Senate Washington, DC 20510 U.S. House Of Representatives Washington, DC 20515 Dear Representative/Senator: As national organizations representing health professionals dedicated to improving the health of adolescents, we write in strong opposition to an amendment offered by Representatives Tiahrt and Graham that was adopted during consideration of H.R. 1, the Elementary and Secondary Education Act reauthorization. The Tiahrt/Graham provision requires prior written, parental consent for medical or mental health examination, testing, treatment, or immunization, among other things. This provision jeopardizes adolescent health and should not be enacted into law. Adolescents are a relatively healthy subgroup of the U.S. population. Much of their behavior, however, puts them at substantial risk for poor health, including alcohol and substance abuse, sexually transmitted diseases (STDs), human immunodeficiency virus (HIV), pregnancy, depression, injury, violence, and suicide. Because these behaviors can jeopardize an adolescentÂ’s development, future opportunities, and even life, barriers to needed health care services should not stand in the way of delivery of health care to adolescent patients. A major obstacle to the delivery of health care to adolescents is concern about confidentiality. Health professionals have an ethical obligation to provide the best possible care and counseling to respond to the needs of adolescent patients. This obligation includes every reasonable effort to encourage parental involvement. However, the potential health risks to adolescents if they are unable to obtain certain health services are so compelling that lack of confidentiality can actually jeopardize adolescent health care. We encourage family involvement, but forced parental involvement deters teens from seeking timely medical advice and needed medical care.
