States may pass disability statutes so long as they are consistent with the ADA. Other statutes prohibiting discrimination against individuals with disabilities include the Fair Housing Act, Rehabilitation Act, Air Carrier Access Act, and the Individuals with Disabilities Education Act. Under the Fair Housing Act, it is unlawful to discriminate in any aspect of selling, renting, or denying housing because of an individual's disability. Owners are further required to make reasonable exceptions in their housing policies so as to afford equal housing opportunities to those with disabilities. The Rehabilitation Act prohibits discrimination on the basis of disability in programs conducted by Federal agencies, in programs recieving Federal financia assistance, in Federal employment, and in the employment practices of Federal contractors. Its standards mirror those of the ADA.
Under the Air Carrier Access Act, air carriers are prohibited from discrimination against qualified individuals with physical and/or mental impairments. Finally, the Individuals with Disabilities Education Act requires public schools to make available to alleligible children with disabilities a free appropriate public education in the least restricitve environment according to their needs.

    In 1994, the Commission on Mental and Physical Disability Law established the Subcommittee on Member Benefits for Lawyers with Disabilities to make ABA member benefits and programs more accessible by and useful to members with disabilities. The scope and substance of the Subcommittee's initial efforts are defined by guidelines developed by a predecessor task force and reviewed by the ABA's Board of Governors.     At the ABA's mid-year meeting in Baltimore, Subcommittee Chair Dave Adams testified on disability accommodation issues at the Standing Committee on Meetings and Travel's hearing concerning annual meetings. His testimony focused on three areas: 1) updating the Committee on the progress toward implementing the task force's annual and mid-year meeting guidelines and recommendations; 2) making specific recommendations toward greater compliance ; and 3) offering the Subcommittee's continued assistance and cooperation in implementing these guidelines and recommendations and refining them as needed.     Temporary Assistance to Needy Families
    In 1996, Congress passed the Temporary Assistance to Needy Families Act, overhauling the nation's welfare system. While the number of people on welfare has been reduced, some Americans have been left behind by welfare reform. Studies show that significant numbers of TANF recipients have mental impairments such as severe depression, general anxiety disorder, post-traumatic stress disorder, learning disabilities, low intelligence, and physical impairments. Such impairments can make it difficult for a parent to work or to understand and comply with state rules concerning TANF eligibility. Having a child with a disability can also make it hard for parents to meet the program's work requirements. They may have to miss work to deal with incidents arising from their child's disability or may have difficulty finding appropriate childcare for the hours that they are at work. Federal, state and local governments must ensure that people with disabilities have equal and meaningful access to the TANF program.
