FREE PRESS STAFF WRITER The Oakland Schools Board of Education will need to do a careful analysis of its policies to determine how its former superintendent managed to carry out some district business without the board's OK. RELATED CONTENT
  • Reasons for firing The board also will have to contend with an expected $2-million breach-of-contract lawsuit planned by James Redmond, whom it fired from the district's top job Friday. Oakland Schools, which is based in Waterford, is the county's intermediate school district. The board, at a meeting Friday, detailed instances in which it says Redmond, who had been superintendent since 1995, acted without the authority of the board or failed to provide necessary information to the board. Most notably, it listed 15 instances since 1996 when Redmond without board knowledge or OK arranged the resignation or retirement of employees by giving them buyouts. The buyouts totaled more than $680,000. When asked how the board was unable to detect payments being made to exiting employees, Board President Helen Prutow said Friday, "We will be finding that out."

    School Boards and Privatization: A Tale of Two Associations
    Across America and Michigan public school districts are increasingly turning to privatizationcontracting with private, for-profit service providersto maximize the use of educational resources and improve the quality of support services, ranging from busing to building maintenance to food services. Because of its proven effectiveness and increasing popularity as a management tool, privatization is embraced by Michigan's two associations for school board members, but to different degrees. Michigan Association of School Boards The older and larger of the two associations, the MASB was founded in 1949 and currently has members representing almost every Michigan school district. Its mission is to promote public education, keep board members informed about education issues, and represent its members' interests in the political arena. According to Executive Director Justin King, MASB "above and beyond all else stands for local control" of schools. However, the MASB limits membership to school board members of public school districts and charter schools established by those districts only, excluding trustees from private schools and many charter schools. Its official position on privatization states that while the MASB "supports local school board investigation of the use of privatization," the association limits such investigation to "non-instructional areas within the public school setting." In other words, MASB opposes contract hiring of teachers outside the auspices of the school employees' union. It draws a line at the classroom door when it comes to privatization.

Each and every charter school is, by definition, a "school of choice," since no student is compelled to attend. Charter schools are public schools created when a state university, community college, intermediate school district, or local school district approves an application and grants a charter. A May 26, 1994, letter from a high-ranking MEA official to Saginaw Valley State University president Eric Gilbertson threatened to "discontinue accepting the placement of SVSU student teachers" in classrooms where MEA members teach if SVSU moved to charter a new school without MEA approval. President Gilbertson said that the university "cannot allow any organization to influence its policy by such tactics. If we do something they don’t like, they’ll punish our students. That’s unacceptable." He called the letter "foolish."

    Teacher Preparation Programs: Every education student at Michigan Technological University (MTU) is required to obtain an academic major and minor in his or her chosen field of study. In nearly every case, the rigor and major program are the same as that of the non-education majors. In addition, students at Michigan Technological University gain a wide range of real-world, practical classroom experiences that prepare them for the realities of the modern, technologically oriented classroom. This dedication to content and method means that our graduates have the knowledge to successfully begin a teaching career. The Department of Education program, in cooperation with the academic departments, provides professional course work in secondary teacher preparation for persons receiving either the Bachelor of Science degree in chemistry, physics, biology, geology, mathematics, computer science, social studies or engineering or a Bachelor of Arts in English.
    Admission Requirements Candidates desiring admission to secondary teacher certification programs must apply to the Department of Education and maintain a 2.5 G.P.A. Application is usually made during their junior year. For undergraduate students, the recommendation for admittance comes from the Dean of Students. Postgraduate students seeking admittance must submit 2 letters of recommendation. In addition, all applicants must complete the Conviction Statement form authorizing release of all records and information pertaining to any and all convictions.

    There's a disturbing trend in high schools across the country: Violence and unsportsmanlike conduct are on the rise. It's happening in cities, in suburbia, and in rural school districts, and it cuts across gender or type of sport. In Michigan, a girls' state basketball championship was marred when an angry female coach threw a chair across the court. During the state finals, a television producer had to silence the court-level mikes because of the trash talk by female players. The Michigan High School Athletic Association enacted new rules in May 1996 to safeguard officials and maintain order. Three ejections, and a player is not just out of postseason play for the year he or she won't even get to sit in the stands. And it's not just kids who need to tidy up their attitudes. Michigan will also publish the names of coaches who engage in unseemly behavior as well as those whose records are unblemished. Sportsmanship gets a grade The Iowa High School Athletic Association now rates all its schools on sportsmanship every year and newspapers in the state have published the lists. The Alaska School Activities Association placed interscholastic hockey on a one-year probation. Here, there's a push for administrators to become more involved in athletic events especially those that occur away from school grounds. Apparently, some youthful athletes are more inclined to be obnoxious on foreign turf.

    Dr. Henry J. Hastings Dr. Henry J. Hastings is currently the Acting Director of the Michigan Institute for Safe Schools and Communities, which is located in the College of Education at Michigan State University. The Institute, once fully established, will coordinate public and private efforts to create and maintain safe and drug-free learning environments that foster academic achievement, pursuant to the demands of the recently enacted No Child Left Behind Act.
