In the United States, private management of state schools is already big business with Edison, the largest school management company, recently floated on the stock market. Edison now runs 79 state schools The Mid-Michigan Edison Academy, set in a socially mixed neighbourhood in sight of the dome of Michigan's state capital, Lansing, is one of a fast growing breed of new schools. These are schools which are free and open to all but run by private, for-profit companies. The analyses were the most current and comprehensive applications of MEAP results to the public school academy experiment in Michigan. Several questions were addressed in this analysis. HOW TO SELECT A PAINTING CONTRACTOR There are over 3,000 painting contractors in Michigan, and it seems like most of them reside in Mid Michigan! Seriously though, there are a lot of painters to ‘choose’ from. Ameritech’s Yellow Pages reveals over 60 contractors in Lansing alone. And those are the ones with business phones. The Lansing State Journal lists six in its Service Directory. And for all these listed, there are probably four times that many "painters" in the Greater Lansing area. But are they qualified? How do you select a legitimate contractor? First and foremost, the State of Michigan requires that painting contractors be licensed. A study by Lansing’s Channel 6 in 1989 disclosed that fewer than twelve contractors were licensed. Before you take a bid from a painting contractor, make sure he is properly licensed. Second, is he insured? Minimum insurance requirements for the painting contractor include liability insurance. This covers the contractor and you if anything should happen while he is on your property.

A reform idea for Detroit schools: Charter them Matthew J. Broulliette Michigan Chronicle August 9, 2000 Can Detroit's troubled public schools be genuinely reformed? After years of failed attempts to improve education for the district's students, it has become clear that the biggest obstacles to effective reform are the sheer size of the district and the massive bureaucracy that goes along with it. Decentralization in the form of charter schools may be the answer. Detroit Public Schools is a classic example. As one of only eight school districts in the United States with enrollments exceeding 150,000 students, Detroit employs 8,808 teachers. However, it also employs 13,269 non-teachers who, never set foot in a classroom. Some observers have noted that, with more than 60 percent of its employees being non-teachers, the Detroit Public Schools may be as much of a work program for adults as it is an education system for children. In large districts like Detroit school board members with superintendents are too preoccupied with the overwhelming administrative demands of employing and overseeing thousands of people and hundreds of school buildings. It is no wonder that key issues, like teaching children, often get lost in the shuffle.

Whistleblower Protections Charter Schools Charter schools are supposed to allow parents and teachers to develop publicly funded schools with the flexibility to be innovative and free of rules and regulations that stifle creativity. The charter school movement has grown from one school in Minnesota in 1992 to about 1,100 charter schools across the country today. Currently, 36 states and the District of Columbia have legislation authorizing the creation of charter schools. The notion of what constitutes a charter school continues to evolve. The original idea for charter schools envisioned a group of teachers, perhaps with the help of parents, developing a plan for a school and applying for a charter from the local school board. Charter schools might have a specific academic focus (e.g., math and science or the arts) or employ specific teaching techniques or target a specific group of students (e.g., at-risk). These charter schools would operate as part of the local public school district, supported by public education funds. However, many charter schools depart from this original vision. If the goal is improved student achievement, students in some charter schools are not faring very well. Studies of charter schools in Texas and Arizona show that there has been no evidence of improved student performance among charter school students. A 1998 UCLA study of California charter schools found that charter schools rarely had clearly defined goals or standards and none was "doing more with less" money. In addition, the charter schools exerted considerable control over the types of students they serve. Unlike other public schools, they’re not taking all comers. In Michigan, researchers found that because of weak monitoring efforts, poorly performing charter schools are not likely to be closed.

Advice SUMMARY The St. Clair County Intermediate School District (ISD) has sponsored the establishment of six charter schools (known in Michigan as public school academies). Four of the six academies have developed an innovative practice by which the schools purchase administrative and professional services from the ISD. Reasons for Practice Sponsorship of Academies The primary reasons for the St. Clair ISD's sponsorship of charter academies were to: (a) involve major local employers in an unprecedented and meaningful way as board members of the academies, and (b) utilize instructional staff who had worked in industry and who were knowledgeable about the skills needed for employment in major local businesses. Purchased Services Agreement The major reason for adopting the purchased services agreement was to ensure that the academies do not compete with the local educational agencies (LEAs) in St. Clair County for students and funding. Instead, having the ISD as the sponsoring agency for the academies results in a "planned partnership." Through this partnership, the ISD purchases instructional services from the academies, the Leas help to recruit students and provide transportation to the academies, and the academies provide the actual instruction.
