At the front of the class, where the chalkboard used to be is a "mirrored wall," a large monitor that can link students to anywhere in the world and is equipped with a connection so that people on both sides can see and speak with each other. At every desk is a computer wired to the Internet and loaded with programs that can help you learn multiplication tables or guide you through some of the finer points of frog dissection. Your textbooks have been replaced by CD-ROMs, and you turn in your homework electronically or on disks. You and your classmates have your own web pages, with video, audio, 3-D images and even databases that can keep track of your progress over an entire school year. And at the center of it all is a teacher, who as conductor can orchestrate the latest teaching tools and some of the old-fashioned ones to help you learn in the Information Age.

Blue Cross Blue Shield of Michigan (BCBSM) is pleased to offer an Agent Continuing Education program with online registration! BCBSM is approved by the Michigan Office of Finance and Insurance Services to offer continuing education classes to help agents earn CE credits to meet license renewal requirements. BCBSM Agent Continuing Education classes are open to all Michigan licensed agents. The cost is $20 for a half-day session and $40 for a full day. Department of Labor Proposes New Union Financial Reporting Rules
Mackinac Center Proposes Stronger State Disclosure Laws
MIDLAND-The U.S. Department of Labor published its proposal for new union financial disclosure forms and rules today. The new rules, applying to unions with annual receipts of over $200,000, reflect growing concern over the use of union resources for political activity and other purposes outside of collective bargaining. "These new financial reporting rules are a positive step in holding unions accountable to their members," said Paul Kersey, Labor Research Associate at the Mackinac Center for Public Policy. "If workers are going to have any effective oversight over their unions, they simply must know how union officials use their resources." The union financial reports, referred to as form LM-2, are required under the Labor Management Reporting and Disclosure Act, (LMRDA) passed in 1959. The new forms call for a breakdown of union spending by categories, such as contract negotiation and administration, organization of new bargaining units, political activities, lobbying, and strike benefits. The proposal also includes disclosure provisions for trust funds controlled by unions. AFL-CIO President John Sweeney was critical of the changes, calling the new requirements "onerous" and "clearly punitive," alleging that they "are clearly designed to be so burdensome that they will weaken unions as a force for worker’s rights and economic fairness." The administration, however, argues that the new reporting rules are necessary because union operations have become more sophisticated. According to the Labor Department, many unions "resemble modern corporations in their structure, scope and complexity," operating benefit plans, maintaining close relationships with investment firms, and running revenue-producing subsidiaries.

Section 529 Plans in General
For families saving for college, IRC Section 529 allows qualified state college savings programs to offer a host of tax advantages that, in many cases, make them superior to the Education IRA, Roth IRA, taxable funds and other investment alternatives. In addition to the income tax advantages, there are some distinct estate and gift tax advantages. For middle- to high-income families who face many obstacles in the tax law, the qualified state tuition program can be a valuable tool. Low and middle income families will also find them valuable because of the low required minimum contributions. Tax Benefits of Section 529 Plans
The income tax benefits will always include deferral of earnings until distributions are made from the plan and taxation of the earnings to the student at usually the lowest tax bracket. The best plans provide for a state tax deduction for contributions and a state tax exemption for distributions. The estate and gift tax benefits include treatment of a contribution as a completed gift eligible for the $10,000 annual exclusion, despite the fact that the donor maintains full control and can later switch beneficiaries or have a portion or all of the account balance refunded. A donor can contribute $50,000 at once without gift tax consequences because of an election that is available to treat gifts to qualified state education savings plans as if made over a five-year period.

reduced their degree of participation in regular education. Important formative research has been conducted as a component of evaluations of efforts in local schools. However, research is needed regarding the present status, cost, and efficacy of inclusive education in Michigan. Inclusive education has been growing in schools throughout the world as an integral component of efforts to improve schooling for all students. With a goal to include all students with disabilities in general education with needed attendant classroom-based supports, inclusive education represents the first time education of students with disabilities, and other special needs, has substantially impacted on the structure of education as a whole. Not surprisingly, like other major school reform efforts, it is controversial, its tenets and appraoches hotly contested. During the last ten years, schools throughout the state of Michigan have begun to implement variations of inclusive education. These developments have been substantial in that a decade ago no school district in the state was implementing inclusive education. On the other hand, segregated programming for a large portion of students with disabilities is still the rule rather than the exception. What can be learned from experiences in Michigan regarding successes and limitations of this movement to date. This article is written to explore these questions.

The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.
