MICHIGAN SCHOOLS FOR THE DEAF AND BLIND INTRODUCTION

This report, issued in September 2000, contains the results of our performance audit of the Michigan Schools for the Deaf and Blind (MSDB), Department of Education. AUDIT PURPOSE

This performance audit was conducted as part of the constitutional responsibility of the Office of the Auditor General. Performance audits are conducted on a priority basis related to the potential for improving effectiveness and efficiency. BACKGROUND
Article 8, Section 3 of the State Constitution vests in the State Board of Education the leadership and general supervision over all public education.
The Michigan School for the Deaf (MSD) was established by the Legislature in 1848 and operates under the authority of Sections 393.51 - 393.69 of the Michigan Compiled Laws . The Michigan School for the Blind (MSB) was established by the Legislature in 1893 and operates under the authority of Sections 393.101 - 393.111 of the Michigan Compiled Laws . MSDB is under the jurisdiction of the Department of Education. Since October 1, 1995, both schools have been located together on an 85-acre campus in Flint. Prior to that date, MSB was located in Lansing. Each school provides its own distinct programs and services. Funding for MSD and MSB is provided by the State General Fund, student tuition paid by local school districts, and federal grants.

SES General Overview
The SES uses data provided by CEPI and the Michigan Department of Education and data from The College Board, ACT, Inc., the National Center for Education Statistics, and the U.S. Department of Commerce. The analysis of the data is presented in 12-to-15-page summary reports called SES Observations. Each Observation includes information about a school district’s:
  • Graduation and dropout rates, and student performance on standardized tests (MEAP, PSAT and SAT). Class and school sizes, staffing levels, technology, safety conditions. Teacher salaries, per pupil state appropriations, how much and where districts are spending money, revenue sources, reserve levels, tax and debt burdens. Demographic and community characteristics (i.e., urban, mid-size city, small town, rural; populations, number of adults with college degrees, etc.).

  • The state of Michigan has a constitutional mandate to fund special education and other state mandated costs in addition to - not as part of - general education funding.
    This funding requirement is mandated in the Headlee Amendment.
    The requirement is also clearly stated in Proposal A as passed by voters in 1994.
    The per-pupil general education allowance is proposed to be $6,700 for 2002-2003. Under the law, the state must pay special education costs in addition to the per-pupil general education allowance.
    The state's obligation to pay special education costs in addition to per-pupil general education funding has been upheld by Michigan courts, including the Supreme Court, two times in the past five years. Under the constitution, the state must reimburse school districts 28.6 percent of special education costs and 70.4 percent of transportation costs for special education students.
    The constitution specifically prohibits the Legislature from using the per-pupil funding guaranteed by Proposal A to satisfy the state's obligation to special education students under the Headlee Amendment.

In the K-12 arena, a proactive approach is planned involving faculty visits to the schools; curriculum development using SOAR telescope data; field trip opportunities to the campus observatory; and teacher training and education workshops, both at the schools during the year and on campus during the summer. Faculty are also working with Abrams Planetarium on campus and Impression 5 Science Center in Lansing to develop SOAR exhibits and programs that fit into their overall missions. Michigan State's anticipated new science building will house the SOAR remote observing facility, which will allow school classes and the general public to observe astronomers in action as they operate the SOAR telescope remotely to obtain actual astronomical data. A stronomy provides a natural avenue for science education since most people are already touched by the natural wonder of the sky and the Universe. Members of the Astronomy Group at Michigan State University will tap into this existing enthusiasm using the SOAR telescope as a vehicle for bringing astronomy to Michigan schools and the public.
