Plan: US general to run Iraq
In Ankara and Washington, the US outlined its plans for a post-Hussein Iraq. Some Iraqi opposition leaders object. By Cameron W. Barr SULAYMANIYAH, IRAQ - The head of the US military's Central Command, Gen. Tommy Franks, will rule Iraq in the initial aftermath of a US invasion to overthrow President Saddam Hussein. Administration officials briefed senators Tuesday on postwar planning, stressing that the US goal is "to liberate Iraq, not to occupy it," and last week a US envoy told leaders of Iraqi groups opposed to Hussein about American intentions. The senators were told that even under good circumstances, it would take two years before the military could fully transfer control to an Iraqi government. As presented, the plan recalls postwar Germany and Japan, where American military occupations paved the way for transfers of power to democratic and constitutionally backed governments. Some Iraqi opposition leaders are already attacking the plan, saying it amounts to a US military rule of Iraq that will favor the existing power structure in the country. Instead of turning Iraq into a beacon of democracy in the Middle East, an ambition articulated by some US policymakers, the opposition leaders say the US plan seems designed to ease the fears of Arabs and Turks unhappy with the prospect of a democratic, federal Iraq.

    Deputy Press Secretary Joji Hisaeda: Good afternoon, ladies and gentlemen. I have two announcements to make today.
    The Government of Japan will dispatch a governmental mission to develop demining technology to Afghanistan from 13 to 18 July.
    The members of the mission will include officials of the Ministry of Foreign Affairs, the Ministry of Education, Culture, Sports, Science and Technology, the Ministry of Economy, Trade and Industry, and representatives of nonprofit organizations (NPOs).
    In light of Japan's past support for Afghanistan related to the problems of landmines, the missions will exchange opinions on the modality of future cooperation associated with the United Nations, the Government of Afghanistan, nongovernmental organizations (NGOs), and others working on the ground. The mission also aims to obtain information necessary for developing technology to detect and remove landmines, something that Japan is pursuing. In addition, the mission will investigate whether the funds that Japan offers to international organizations to support demining measures in Afghanistan are being used appropriately and effectively.

    back to the top MIDDLE EAST and NORTH AFRICA - Highlights of Amnesty International Report 2000 Covering events from January to December 1999 During 1999 widespread and serious human rights violations - including large-scale executions, routine use of torture and unfair trials, often before special courts, took place throughout much of the Middle East and North Africa. In common with the previous year, the climate of impunity remained, with few steps taken to bring to justice those responsible for past human rights violations. Torture and cruel, inhuman or degrading treatment continued in Saudi Arabia Amnesty International recorded 103 executions in 1999, though the actual total may well have been higher. Criminal judicial procedures fell far short of international standards, with detainees denied the right of access to a lawyer, the right to defence and the right to appeal. Safeguards against the use of confessions gained under torture were lacking. Political and religious freedom continued to be severely curtailed in Saudi Arabia, and a number of people were arrested during the year on political or religious grounds. Some were held without charge or trial and without access to their families or lawyers for prolonged periods. In Israel most members of the security forces enjoyed impunity for human rights violations. Torture continued to be officially permitted and systematically used until September when the High Court of Justice ruled that such methods of interrogation were unlawful. However, reports of Palestinians being beaten and otherwise ill-treated at checkpoints continued to be received. Eight Palestinian civilians were extrajudicially killed or killed from excessive use of force. About 1,500 Palestinians and 29 Lebanese, including 16 held as hostages, continued to be detained. In Israeli-occupied South Lebanon, more than 150 Lebanese were held without charge or trial in Khiam Detention Centre.

    JORDAN
    King Abdullah II, who promised politial reform when he began his reign in February 1999, has repeatedly affirmed that "the sky is the limit" for press freedom in Jordan. The reality is very different. Harsh new legal restrictions, along with familiar hardships such as threats and detentions, led to a deterioration in press freedom conditions during 2001. On October 8, the government of Prime Minister Ali Abu al-Ragheb introduced "temporary" amendments to an already harsh Penal Code in response to the U.S.-led international "war on terror." However, the legislation went beyond anti-terrorism provisions to impose tough general restrictions on freedom of expression. Approved by King Abdullah, the new amendments stipulate that publications can be temporarily or permanently banned by the courts for publishing "false information or rumors," harming "national unity," "aggravat[ing] basic social norms," "sow[ing] the seeds of hatred," or harming "the honor or reputation of individuals." Offending editors and owners face prison sentences of between three and six months, fines of 5,000 Jordanian dinars (about US$7,000), or both. The new amendments also expanded a Penal Code article that criminalizes "insulting the dignity of the king" by making it an offense to publish any rumors or falsehoods regarding the king, whether in print, in cartoons, or online. The law also criminalizes those who "incite" others to commit similar offenses. Violators face between one and three years in prison. Charges brought under the new amendments are to be tried primarily in state security courts, rather than civil courts.

  • Massive Campaign of Arab Home Demolitions
  • 'During recent weeks the Israeli government has initiated a massive campaign of home-demolitions in Arab villages and towns throughout Israel. Houses have been demolished in Lod, Ramle, Jaffa, and the Negev (south), and there are demolition orders for houses throughout the country, which could be executed in the nearest future. As result of a long-range government policy of land confiscations and of preventing the approval of master plans for Arab towns in Israel, whole neighborhoods in these towns are defined by the authorities as "illegal" - a policy whose aim is to strangle the development of the Palestinian community in Israel. A struggle is going on at these very moments against the demolition of 4 houses in the village of A'ara. These houses were built on land belonging to people of A'ara, but which was declared "military zone" during the 1950's. Following a hard struggle in 1998-9, when the government intended to confiscate these lands, an agreement was reached in 2000 between the government and the local authorities, according to which some of these lands, including the land on which the houses in danger of demolitions are located, would be returned to the local authrities in A'ara and other nearby towns.
