A CENTURY OF U.S. MILITARY INTERVENTIONS:
From Wounded Knee to Afghanistan
Compiled by Zoltan Grossman
(revised 09/20/01) Grossman: Killing Civilians
The List
(Printing) U.S. military spending ($343 billion in the year 2000) is 69 percent greater than that of the next five highest nations combined. Russia, which has the second largest military budget, spends less than one-sixth what the United States does. Iraq, Libya, North Korea, Cuba, Sudan, Iran, and Syria spend $14.4 billion combined; Iran accounts for 52 percent of this total.
The following is a partial list of U.S. military interventions from 1890 to 1999. This guide does NOT include demonstration duty by military police, mobilizations of the National Guard, offshore shows of naval strength, reinforcements of embassy personnel, the use of non-Defense Department personnel (such as the Drug Enforcement Agency), military exercises, non-combat mobilizations (such as replacing postal strikers), the permanent stationing of armed forces, covert actions where the U.S. did not play a command and control role, the use of small hostage rescue units, most uses of proxy troops, U.S. piloting of foreign warplanes, foreign disaster assistance, military training and advisory programs not involving direct combat, civic action programs, and many other military activities.
Among sources used, besides news reports, are the Congressional Record (23 June 1969), 180 Landings by the U.S. Marine Corps History Division, Ege & Makhijani in Counterspy (July-Aug. 1982), and Daniel Ellsberg in Protest & Survive. "Instances of Use of United States Forces Abroad, 1798-1993" by Ellen C. Collier of the Library of Congress Congressional Research Service.

Iraq: The important issue
Amid scenes of vandalism and looting, sporadic acts of jubilation are carefully filmed by the camera crews. The important issue, however, needs to be addressed

It is never difficult to find people who will rejoice when the rule of law breaks down: they can run riot and go unpunished. It would not be surprising to find substantial numbers of people in certain areas of Iraq who will take the opportunity to join the side of the victors.

Foreign embassies' officials inspect Russian border guards' work
Leaders of the military and police missions of the four North European embassies in Moscow have arrived in Murmansk, northern Russia, to inspect the activities of the Arctic regional department of the Russian federal frontier service /FFS/.
Representatives of Norway, Sweden, Finland and Denmark will visit border stations and checkpoints on the Russo-Norwegian border. The guests are interested in the experience of Russian border guards, regarding the prevention of illegal migration, poaching and drug trafficking.
This will not be the first trip of the foreign diplomats organised by Russia's federal frontier service. Earlier, they visited the Tajik-Afghan border and the North Caucasus. According to spokesmen for the Russian border guard department, such trips contribute to international cooperation in the fight against terrorism, smuggling and illegal migration.

FOREIGN MP BRASSARDS
The brassard is often the most distinctive dress item of a Military Policeman on duty.
Usually worn on the upper arm, the origin of the brassard is supposedly to have been linked to military units used as police during the Indian Mutiny. It was during the Mutiny that certain units tied red cloth around their upper right arms in order to distinguish themselves from the mutineers.
In general, countries that drive on the left hand side of the road wear the brassard on the right arm, whilst those that use the right hand side of the road use the left arm. For example, the Royal Military Police wear the brassard on the right arm, and the US Army Military Police Corps use the left arm.
Australia
The Royal Australian Corps of Military Police wear three different types of brassard, all worn on the right sleeve. The first brassard is similar in size and colour to the British RMP brasssard, and is fastened by velcro. This is called the winter armband as it is only used when wearing pullovers or dress jackets in Southern Australia during the colder months. The second is called a Polyester Armband. This is made of two parts. The lower part is red reinforced cotton/polyester which is sewn onto the upper support which is light khaki coloured cotton/polyester. The lower section has the black letters MP while the upper, until recently, was where the wearers rank was sewn. The extension has a slit in it to slip the shoulder strap through, securing it to the uniform. It has a velcro closure to secure it to the arm.

"Our Soldiers, Their Cities" INTRODUCTION
The U.S. military experience during the 1992 Los Angeles Riots and the 1995 experience of the Brazilian Armed Forces in countering criminals in Rio de Janeiro offer insights for civilian and military leaders. These kinds of domestic support operations have made the military-law enforcement nexus an important dimension of today's national security environment. They underscore the importance of up-to-date procedures for interagency coordination, and renewed military doctrine and training.
Lawlessness and organized crime are increasingly necessary components of national security analysis and military planning.

Trading in terror: military, police and security transfers
Amnesty International leaflet: Trading in terror - military, police and security transfers
Amnesty International's campaigning focuses on some of the gravest human rights abuses such as torture, "disappearance" and political killings. There is clear evidence that some transfers of military, security and police (MSP) goods or services to countries where human rights are abused can aid or exacerbate such abuses. This is why strict controls and vigilant monitoring are needed to ensure that such transfers do not occur.
Amnesty International recognizes that there can be legitimate arms sales or other military or security assistance. It calls on governments to abide by their international human rights obligations and humanitarian law. These include ensuring that they do not authorize any transfer of arms or equipment to a state where there is a clear risk that they will fall into the hands of those likely to commit serious human rights abuses.
The global trade in weapons, equipment and know-how can involve a complex chain of clandestine and circuitous routes by which money and equipment flow across borders, sometimes involving false companies, offshore accounts and evasions of those export restrictions that do exist.
