Coup fears raised over military tug-of-war Senator Rodolfo Biazon said Tuesday a military coup is possible following reports the Armed Forces of the Philippines continues to suffer from demoralization among its ranks. There is clear evidence that the international trade in arms and military training can aid or exacerbate some of the gravest human rights abuses Amnesty International works to stop. These include torture, "disappearances" and political killings. This is why Amnesty International is campaigning to establish strict controls and vigilant monitoring and to expose the role of governments in facilitating human rights abuses through these activities.
Red countries indicate where the US provided training in FY 2001, per the US government's 2001 report on foreign military training. This map is based on unclassified information only and does not include training of or with forces from NATO countries. The map illustrates in-country training only; it does not show which countries sent soldiers to study in the US.
US Training of Foreign Military Forces
The United States government trains approximately 100,000 foreign police and soldiers from more than 150,000 countries each year. One of the purported benefits of this training is that it instills respect for human rights and democratic institutions. Yet the vast majority of US training courses do not include specific instruction in the human rights or humanitarian law obligations that soldiers must obey. Unfortunately, many of the government forces the US has trained have poor human rights records.

TAKE ACTION Voice Your Concern over the Safety of Erika Loera and All of the Women in Juarez City, Mexico Esmeralda Juárez, who was reported missing on 8 January 2003, has been found dead in a deserted area of Ciudad Juárez, Chihuahua state. Her body was discovered in close proximity to the bodies of two other young women. There is no further information about the whereabouts of Erika Abigail Loera, who was reportedly last seen on 20 December 2002 and Amnesty International is seriously concerned for her safety. According to reports, over 200 women have been killed in Ciudad Juárez and Chihuahua, Chihuahua State since 1993 and many others "disappeared".

Lissa Rees reports on the growing annual protest outside the ‘School of the Americas’ in the United States. On 16 November 2002 around 12,000 people traveled to Fort Benning, Georgia, to participate in the 12th annual protest against the continuing existence of the School of the Americas and the repressive foreign policy of the US, which the school represents. The school's name was changed last year to the WHISC (Western Hemisphere Institute for Security Co-operation), but its business is still the same: training members of the Latin American military in methods of terrorizing civilians through their disappearance, torture and murder.

After years of pressure, in 1996 the Pentagon was finally forced to make public the training materials used at the School to teach soldiers methods of torture and execution. Dear Foreign Friends, 1. As you must already know, the trial of those officials who took part in the massacre of Carajás will take place starting April 8 th , 2002. The trial will be held in the auditorium of the Justice Tribunal of Pará state, in the city of Belém. Judge Eva Coelho will preside over the trial, which will be organized in three large sessions. The first session will begin on April 8, when the four main commanders of the operation will be tried. Each session will last four days. The second session will begin on April 15, to try 17 officials of lower rank. On April 22, the trial of the 129 soldiers who were involved in the operation will begin. Almost seven years have passed and until today, no one has been imprisoned or sentenced for the massacre. In general, an accusation of murder will go to trial the same year. Of the judges in the Tribunal with criminal jurisdiction in Belém, only Dr. Eva Coelho accepted the mission of overseeing the trial of the massacre. The other judges recused themselves from this task. Why? In 1999, the first trial of the massacre took place, but the manipulations of the coordinating judge were so extensive that the jury ended up finding the officials innocent. The MST lawyers withdrew from the trial in protest and the trial was suspended. The Judiciary Power later annulled that trial.

December 20, 2002 Editor : John Gershman, Interhemispheric Resource Center ( IRC 0212post-saddam.pdf [printer-friendly version] While U.S. military strategists are refining their plans for invading Iraq early next year, the configuration of a post-invasion Iraq remains a matter of hot debate within the administration of President George W. Bush. The debate breaks along lines that have become very familiar to those who have followed the administration's foreign policy since Bush first took office. On one side are the neoconservative and unilateralist hawks in and around the offices of Vice President Dick Cheney and Defense Secretary Donald Rumsfeld, but who also have key allies strategically placed in the National Security Council and the State Department. On the other side are the more internationalist realpolitikers led by Secretary of State Colin Powell and senior career officers in the foreign service, the Central Intelligence Agency (CIA), and the military itself. They are aided by former top officials in the George H.W. Bush administration (1989-1993).
New and Old Battles
The two groups have tangled repeatedlyfrom the Kyoto Protocol and North Korea to the Israeli-Palestinian conflict and, of course, Iraqover the past two years. They fought hard over whether to go the UN Security Council before launching an invasion, and even over how to invade Iraq.

Saudi Arabia - Stop arming the torturers Military, security and police relations "They made me take off my clothes and then threatened me with rape. They also used other forms of ill-treatment and torture, including falaqa [beating on the soles of the feet], beatings all over the body, and being jolted by an electrified rod." These are the words of an Iraqi refugee in Saudi Arabia, who was tortured in 1992. His experience is not unique. Gulam Mustapha, a Pakistani, was reportedly tortured while in detention in a centre for drug offenders in Jeddah in 1994. The torture he suffered included insertion of a metal stick or rod into his anus and electric shocks, which apparently left him bleeding and unable to walk.
So who has supplied the electro-shock batons to the torturers in Saudi Arabia? Secrecy prevents a comprehensive answer, but it is known that in 1993 the UK government granted two licences for the transfer of electro-shock weapons to Saudi Arabia and that since 1984 the US Department of Commerce has authorized at least a dozen such shipments.

his earlier article in this area in an issue of American Diplomacy of five years ago. A member of the governing board of this journal, Dr. Melbourne brings thirty-five years of diplomatic experience to bear in his analysis. Initially during my career in the Foreign Service, I was surprised to note what, for us, are odd reactions by nationals of other cultures. A Japanese chief steward of a foreigners' club suffered the loss of his toddler son by drowning in the club pool.. His response to condolences from club members was to laugh nervously. This reaction, strange to a foreigner, was explained as defensive towards a person not directly affected by the family tragedy. The steward simply could not reveal his true feelings. I learned as I gained experience abroad. A native culture can be such a determining factor in international relations that some in our Foreign Service think it outweighs other elements, such as the political and economic, in importance. We tend to lose sight of this in our Western zeal for our concepts of international law, of ethics and other basic conduct. The Japanese military regime instilled in its soldiers the ignominy of personal surrender. Death was preferable to this disgrace, for their families considered them dead. Not alone among states in thinking their cultural behavior was understandable to others, the Japanese treated Allied prisoners callously, believing that their families deemed them already dead.

Another of the alleged hijackers may have been trained in strategy and tactics at the Air War College in Montgomery, Ala., said another high-ranking Pentagon official. The fifth man may have received language instruction at Lackland Air Force Base in San Antonio, Tex. Both were former Saudi Air Force pilots who had come to the United States, according to the Pentagon source.

The three foreign nationals training in Pensacola appear to be Saeed Alghamdi and Ahmad Alnami, who were among the four men who allegedly commandeered United Airlines Flight 93. That flight crashed into rural Pennsylvania. The third man who may have trained in Pensacola, Ahmed Alghamdi, allegedly helped highjack United Airlines Flight 75, which hit the south tower of the World Trade Center.
Military records show that the three used as their address 10 Radford Boulevard, a base roadway on which residences for foreign-military flight trainees are located. In March 1997, Saeed Alghamdi listed the address to register a 1998 Oldsmobile; five months later he used it again to register a second vehicle, a late model Buick. Drivers licenses thought to have been issued to the other two suspects in 1996 and 1998 list the barracks as their residences.

The equipment among the most vital to our success in Africa and Europe were the bulldozer, the jeep, the 2 1/2 ton truck, and the C-47 airplane. Curiously enough, none of these is designed for combat.
