SPECIALIST SPECIALIST CORPS
The Army has a long and proud history. Overtime it has taken on various roles and responsibilities because of its important place in state and society. For example, the Army operates its own police force, its troops are present at state occasions, they have numerous bands and musicians, they employ their own language specialists and train and look after the many animals that support official functions.
The Army operates these roles internally because the expertise needed simply is not available elsewhere. Specialist jobs in the Army are essential to guarantee its security, at home and abroad. Specialist soldiers and officers also maintain the Army's status and reputation with the public, and they build morale amongst its troops.

UN PEACEKEEPING BUILDS ON LESSONS LEARNED,
PROGRESS ACHIEVED
An assessment by U.S. Ambassador Nancy Soderberg
Alternate U.S. Representative for Special Political Affairs, United Nations
During the past several years, the UN's Department of Peacekeeping Operations (DPKO) has made "significant improvements in operational responsiveness, logistical sustainability, and financial accountability for peacekeeping operations," says U.S. Ambassador Nancy Soderberg. "Now, as the volume of peacekeeping operations levels off, DPKO can capitalize on progress achieved in recent years to meet future peacekeeping challenges with enduring management capabilities." Soderberg is Alternate U.S. Representative for Special Political Affairs at the United Nations. Her primary responsibilities include UN peacekeeping operations. Following are Soderberg's responses to questions posed by "U.S. Foreign Policy Agenda."
Question: Describe the extent of U.S. involvement in UN peacekeeping operations. Soderberg: Q: How does the United Nations determine when and where to organize a peacekeeping operation, and is this an effective process?

The common foreign and security policy: introduction
The CFSP, the legal basis of which was relatively belated, is one of the external relations instruments of the European Union (EU). This delay is closely linked to the sensitive nature of this policy, which is at the heart of a state's powers. Since the failure of two courageous attempts to establish a European defence policy in the 1950s and 1960s, the Pleven plan and the Fouchet plan respectively, the gradual transfer method has proved to be more effective. This took the shape of European Political Cooperation (EPC), launched informally in 1970. Since then, two key milestones have led to significant development of the CFSP: the Treaty on European Union, with the introduction of Title V , the second pillar of the EU, and the Treaty of Amsterdam, with the strengthening of decision-making procedures and instruments. The Amsterdam reform assumed particular urgency following the break-up of the former Yugoslavia, the tragic conditions there highlighting how vital it was for the Union to be capable of acting and preventing, rather than simply reacting. Then, the Union's particularly ambitious goals were maintained thanks to broad support from its citizens, around two thirds of whom gave their backing. The CFSP has taken a practical step forward at each European Council, the driving force behind integration since the Treaty of Amsterdam. The reason behind this development is the desire to increase the Union's influence to a level more in keeping with its role as the largest donor on the international stage.

Rapidly emerging technologies, evolving trade relationships, and growing cultural awareness have accelerated this demand.
Accordingly, policymakers and higher education leaders must forge a new level of partnership to ensure that campuses provide appropriate support for security efforts and continue their work toward greater linkage with the international community. Federal Issues
Immigration and Visa Control of Foreign Students
AASCU's Policy Statements
AASCU will advocate for legislation and regulations that streamline the visa process for students, faculty, and administrators. Similarly, AASCU will work to simplify federal regulations that hinder the successful development of international programs or severely restrict the access of foreign students to American institutions. Internationalization While the events of September 11 have underscored the need for strong homeland security and national defense, they have also powerfully reminded the nation of its inextricable relationships with the world community, as well as the vital importance of better awareness and understanding of its global neighbors. AASCU strongly believes that higher education institutions, as primary agents of intellectual and cultural exchange, must maintain and enhance their international outlook in the world that is emerging.

2002 ARMY BIRTHDAY AND FLAG DAY
June 14, 2002 Today, we celebrate two holidays: The Army's Birthday, and Flag Day. And, to borrow a phrase from President Abraham Lincoln, "it is altogether fitting and proper" that the Army’s Birthday and Flag Day occur on the same day. The American flag is present whenever an American soldier takes the oath of enlistment or re-enlistment, or an officer takes the oath of commissioning and pledges "to support and defend the Constitution of the United States against all enemies, foreign and domestic." Many generations of American soldiers have gone into battle under our national banner, have fought to protect and defend the nation and the values our flag represents, and many have given their lives in that noble calling. When a soldier’s life is over, and he or she travels to a final resting place, it is the American flag that adorns the casket, as a testament to their sacrifice and an affirmation of their service to the nation. America’s Army was born 227 years ago, in 1775, one year before the establishment of our nation and two years before the formal unveiling of our national colors. In concert with America’s small, newly-created Navy and Marines, the Continental Army overcame every hardship and defeated the world’s strongest military power during our nation's extraordinary fight for independence. That spirit of courage under adversity, courage in battle, and will to win, empowers our soldiers, leaders and commanders today.

Who Benefits from Militarized Police?
February 19, 2002 by Jeremiah Bourque Although there are many worthy news items, few of them tend to rise above the specter of partisan warfare. Only one I will mention in passing: the painting of the Canadian figure skating pair as being base politicians grubbing for support and tarnishing the good name of other athletes. The writer of this drivel on foxsports.com is a truly small, nasty man for writing this, if he has, as I have, actually seen the graciousness, sportsmanship, and the total lack of pettiness of that wronged skating pair. This is the sort of Republican trash that confuses a class act with public urination on the true victims, the victors, in the spirit (so he wrote) of Al Gore.

'Willing' coalition includes military, symbolic support
By WILLIAM J. KOLE
Associated Press
SOFIA, Bulgaria President Bush's "coalition of the willing" is a mixed bag of nations some strong enough to provide military help, others limited to offering symbolic support but their leaders are united in standing with the U.S. threat to remove Saddam Hussein by force. Bulgaria's foreign minister, for one, looks at Saddam, sees Adolf Hitler and remembers the indecision that kept the Allies from standing up to Nazi Germany early and perhaps averting World War II. "We all remember the hesitancy of the Allies, who weren't sure whether to attack Hitler. They could have prevented so much," Solomon Pasi said this week. "We're in a situation where we have a moral imperative to act and act now."

Madam/Mr Speaker, On the threshold of a new century, there is reason to feel both confidence in the future and uncertainty about the way the world is developing. Behind us lie two world wars and countless regional conflicts, colonialism, genocide and - the most infamous chapter in history - the Holocaust. The paralysis of the cold war has passed and democracy is advancing in major parts of the world. Free trade creates preconditions for economic development and a fairer distribution of resources. People's everyday interests are woven together across borders. Security is increasingly created through cooperation. Sweden's own security situation has probably never been better. Nevertheless, we cannot close our eyes to the threats and challenges. Lack of respect for human rights exists in our world, along with mass poverty, epidemics and environmental threats. We are plagued by civil wars caused by the oppression of minorities and fear of what is different. Our own societies are fighting against unemployment, organized crime and increasing divisions between people. In this situation it is important to bear in mind the great progress that has been made, and vigorously attend to the tasks that still face us. We must make our own societies safe and sustainable, at the same time as we affirm international cooperation and the necessity for solidarity.
