The Helsinki European Council (December 10-11, 1999) marked a very important step forward for the fledgling European security and defense policy. The Heads of State and Government decided to proceed toward the practical implementation of the ambitions of the Amsterdam Treaty and the Cologne European Council Declaration. In the words of the Rt. Hon. Chris Patten CH, EU Commissioner for External Relations: "They (Heads of State and Government) decided to establish a European military capacity to undertake the full range of so-called Petersberg tasks (scroll down to "Petersberg Declaration"). And this was not just a general intention for some distant future. No. They have decided exactly how many troops they want to be able to deploy by 2003. And they have asked, too, that mechanisms should be set in place for handling civilian aspects of crisis management.

Government agencies are reluctant to reveal the number of crimes committed by U.S. servicemen stationed in Japan under the military alliance with Washington, the Mainichi has learned. The number of crimes peaked in 1995, the year when the nation was angry over the rape of a girl by American servicemen in Okinawa, with 140 crimes recorded, including inflicting injury and violation of weapons and drug control laws. The number dropped to 67 in 1996 but has since been on the increase, reaching 164 in 2001. These figures were not officially published in the media apparently because Japanese government crime busters and diplomats feared a public backlash. "We don't have nationwide numbers (of U.S. servicemen's crimes). We can determine the nationwide trend by looking at data collected by Okinawa Prefectural Police where 60 percent of U.S. soldiers are based," a Foreign Ministry official said when the Mainichi probed the issue in mid-January.

September 28, 2002 Passengers are released at Fukuoka airport in 1970 before the hijacked plane, Yodo, continued on to North Korea. Japan's police are all set to investigate suspected involvement of leftist hijackers who defected to North Korea in the abductions of Japanese people, but how Pyongyang will respond is still unknown. Since North Korean officials revealed during Prime Minister Junichiro Koizumi's visit to Pyongyang on Sept. 17 that eight abducted people have died and several others are still living in the country, police have been carefully watching negotiations between the two countries' diplomats. This is because the police want to investigate whether members of the Japanese Red Arm Faction members helped North Korean agents abduct Japanese nationals and take them to the reclusive country in the 1980s.

The yearbook commemorates the atomic bomb security forces from the inception of the Military Police Detachment in 1943 until the time in 1947 when security was turned over to civilian security guards under the Atomic Energy Commission. This yearbook is an important part of our archives and was provided to us by Robert Fortenberry, a former military policeman and one of the men depicted in this yearbook. In the next several weeks, we will begin adding these names to our veteran tables so that families may search for a particular name. Montenegro fears coup

Montenegro is threatening to take action against Yugoslav troops stationed in the republic amid fears of a coup. Montenegro and Serbia are the two remaining republics in federal Yugoslavia but the Montenegrin Government has refused to recognise Belgrade's declaration of a state of war. The Montenegrin Information Ministry says the Yugoslav military is now trying to draw Montenegro into the conflict with Nato. On its Web site the Ministry says: "Suspicions are growing that the (Yugoslav) 2nd Army strategy is to involve neutral Montenegro in the conflict with Nato." Justice Minister Dragan Soc said on Thursday that the Yugoslav army was trying to destabilise Montenegro's government by challenging the civil authorities' powers. "Their goal is to destabilise Montenegro politically and create an environment which will enable the government to be toppled," he added. Intimidation and arrests The Yugoslav army and military police have been engaged in intimidation of foreign and local journalists and, in recent days, have started arresting local people who have not acknowledged call-up papers.

Foreign Report presents an alternative view Israel’s military intelligence service, Aman, suspects that Iraq is the state that sponsored the suicide attacks on the New York Trade Center and the Pentagon in Washington. Directing the mission, Aman officers believe, were two of the world’s foremost terrorist masterminds: the Lebanese Imad Mughniyeh, head of the special overseas operations for Hizbullah, and the Egyptian Dr Ayman Al Zawahiri, senior member of Al-Qaeda and possible successor of the ailing Osama Bin Laden. The two men have not been seen for some time. Mughniyeh is probably the world’s most wanted outlaw. Unconfirmed reports in Beirut say he has undergone plastic surgery and is unrecognisable. Zawahiri is thought to be based in Egypt. He could be Bin Laden’s chief representative outside Afghanistan. The Iraqis, who for several years paid smaller groups to do their dirty work, were quick to discover the advantages of Al-Qaeda. The Israeli sources claim that for the past two years Iraqi intelligence officers were shuttling between Baghdad and Afghanistan, meeting with Ayman Al Zawahiri. According to the sources, one of the Iraqi intelligence officers, Salah Suleiman, was captured last October by the Pakistanis near the border with Afghanistan. The Iraqis are also reported to have established strong ties with Imad Mughniyeh.
