Feedlots in Minnesota
The MPCA is the principal agency for regulating feedlots in Minnesota. In addition, 55 counties (as of February 2003) administer the program for feedlots under 1,000 animal units. A revised feedlot rule went into effect in October 2000. Livestock producers joined with environmental and government interests on the Feedlot Manure Management Advisory Committee to assist in the development of the new rule. It provides a framework for consistency and fairness in working to achieve environmental goals in balance with economic needs in Minnesota's animal agriculture. The MPCA has many fact sheets and technical guidance documents about manure management and storage, and can provide assistance over the phone. Sec. 4. Minnesota Statutes 1999 Supplement, section 119B.011, subdivision 20, is amended to read: Subd. 20. Every two years at the League of Women Voters of Minnesota State Convention, the delegation adopts a study to be conducted over the next two years. A study committee is appointed of League members from throughout the state of Minnesota. The committee researches the topic, organizes informational meetings and public forums, writes a report, and produces study guides. Agriculture Policies and Their Impact on Sustainability
The state study for 1999-2001, "a study on the impact of agricultural policies, regulations and practices on the sustainability of agriculture," was approved at convention.
Scope
The study will examine:
  • state government policies, practices, regulations, subsidies and research dollars involving agriculture. and the following topics of concern:
    • social concerns such as:
      • the sustainability of communities the accountability of farms to the communities they affect stresses placed on communities as the size of farm operations increases impacts on agricultural workers changing demographics.
      health concerns such as:
      • the effects of pesticides, herbicides, hormones, antibiotics and other additives on human health, especially children's health the transmission of disease from various animal waste products and through the ingestion of contaminated food and water how the increased confinement and density of domestic livestock impacts not only animal health but also human health.

    December 12, 2001 NEWSMAX - In 1991, our 41st president, George H.W. Bush, signed the World Conference of Education for All treaty. What that particular bit of international do-goodism did was to subject education in the U.S. to monitoring by an international body. This treaty fits in well with international central planning, which seeks to equalize all societies and systems, from education to work. It is a prime example of central planning through data collection and manipulation. It is also an egalitarian or communitarian attempt at secularizing social justice, or making everyone equal through central planning. Year after year, but more particularly from the late '60s, America got stuck with dumb and dumber ideas about education and how educating children should be done. As international test scores indicate, America's children are the recipients of an increasingly rotten education. Meanwhile, the focus of their education becomes a football between elite establishment groups. America's families and children are becoming pawns and worker bees to be manipulated through social engineering. The goal is to manufacture peaceful, docile citizens of a world corporate state. The individual is to be subsumed into the collective.

    Pioneer Press The state has approved eight new charter high schools, including two scheduled to open next year in St. Paul. The slate of newly approved schools is the largest expansion of charter high schools in the 10 years since the first-in-the-nation charter school opened in St. Paul. They include a military school designed to keep young people away from gangs, a school for Hmong students and a performing arts school championed by St. Paul Mayor Randy Kelly. Four of the high schools approved by the state education department plan to open next year in Minneapolis or St. Paul. In St. Paul, the schools are Minnesota North Star Academy, which will focus on deaf and hard-of-hearing students, and the General John Vessey Jr. Leadership Academy, which is billing itself as the state's only public military school. In Minneapolis, the schools scheduled to open next year are the Hmong Academy and the Minnesota Internship Center. Schools also have been approved in Grand Marais and Bemidji.

    Minnesota's Legislation
    City Academy came into existence as a result of Minnesota's historic 1991 Charter School legislation, the first in the nation. The pioneering charter law called for up to eight teacher-created and -operated, outcome-based Charter Schools across the state that would be free of most state laws and state and local education rules. Renewable Minnesota charters would be granted for three years. In 1993, new Minnesota charter legislation authorized existing public schools to become charters if 90 percent of a school's teachers supported the action. A 1993 amendment now allows the state board to approve Charter Schools without local board approval in some situations.
    Choice Context
    The idea of Charter Schools arose, in part, out of the statewide debate over school choice. Between 1985 and 1988, Minnesota began to enhance its reputation as an educational innovator when it became the first state to pass statewide public school choice legislation. Minnesota legislators hoped that Charter Schools would expand the number of real educational choices available to students and their parents. Charter Schools were intended to complement Minnesota's parental choice system to create a choice option not dependent on vouchers. In spring 1993, Minnesota Governor Carlson sent legislators a letter urging them to "take the cap off" charter schools and authorize an unrestricted number. The legislature expanded the number of available statewide charters from 8 to 20. With this limit, the choice options still will not directly affect the vast majority of Minnesota students, but the legislation has opened the way for a school board on its own initiative to convert an existing school from administered to charter status.
