Mending the mandate

October 23, 2002 The main federal law requiring equal educational access to disabled children is up for renewal, and big changes in the special education regulations are possible. Congress will soon begin work to reauthorize the Individuals with Disabilities Education Act (IDEA), which was signed into law by President Ford in 1975. Despite a major rewrite in 1997, some people are now calling for another overhaul of special education. Others say a few tweaks and more money are all that's needed for a mostly successful mandate. Robbinsdale assistant coach Steve Onsum watches the adapted soccer team he played for as a student at Armstrong High School. Onsum says the Individuals with Disabilities Education Act has helped adapted sports.

Three-State Exotic Species Boater Survey:
What do boaters know and do they care?

by Jeff Gunderson A survey of boaters in Minnesota, Wisconsin, and Ohio was conducted to:
  • evaluate the effectiveness of aquatic nuisance exotic species boater education programs
  • determine how best to reach boaters and change their behavior to reduce the risk of spreading exotics
  • help define the risks boaters pose for spreading exotic species, and
  • find out what boaters know about exotics. The survey was conducted by the Minnesota Center for Survey Research in cooperation with the Minnesota Sea Grant College Program, the Great Lakes Sea Grant Network, and the Minnesota Department of Natural Resources. Mail surveys were sent to 2400 randomly selected boaters (800 in each state). Survey response rate averaged 56 percent and was highest in Minnesota (64%) and lowest in Ohio (44%). A telephone survey of 279 non respondents was conducted to determine if non-respondents differed from respondents. Because the mail survey response rate from Ohio was significantly lower than for the other states, more telephone surveys were conducted there (170) than in Wisconsin (53) or Minnesota (56). Bythotrephes (the spiny water flea), and the rusty crayfish. Efforts to restrict the spread of exotics in Ohio and Wisconsin have been focused primarily on zebra mussels and have relied mainly on the media, information presented at conferences/workshops and boat/sport shows, and distribution of brochures and fact sheets. Throughout this paper, "exotic species" refers to nuisance aquatic exotic species and does not include intentionally introduced exotics like steelhead, chinook salmon, coho salmon, etc.

    The Application Process As a member of the American Association of Medical Colleges (AAMC) the University of Minnesota Medical School follows the Association admissions procedures and policies. These regulations are delineated in the Official Guide to Medical School Admissions Requirements and the University of Minnesota Medical School-Twin Cities Catalog . Initiated through the American Medical College Application Service (AMCAS) , two types of applications are considered for admissions to the University of Minnesota Medical School. This site provides resources in five major areas: This site marks the culmination of a three year grant the University of Minnesota received from the Fund for the Improvement of Post-secondary Education (FIPSE), US Department of Education. The grant, funded from 1997 - 2000, was a collaborative project between Disability Services and the Global Campus at the University of Minnesota, Pennsylvania State University, and the Institute for the International Education of Students (IES) in Chicago. A number of overseas sites and other US institutions also participated in the project.

    Frequently Asked Questions Links to Animal Sites Care of Classroom Pets Animals are used in science for many purposes. We study animals to learn about the animals themselves, and to learn about ourselves. The results of these studies are better health and well-being for both humans and animals. We may study animals by observation, or through experimentation, using the Scientific Method . Animals are used as models of a disease to find out which drugs are safe and effective against a disease. They are also used as a model of normal reactions to substances that may be harmful if ingested or contacted, so that we can use consumer products safely. Finally, animals are used to teach budding scientists and doctors how the body works. Animals used for these purposes are treated humanely. Several Federal agencies have established guidelines for humane care and use, and institutions using animals have their own set of rules and regulations, all geared toward minimizing discomfort to the animals, and ensuring that alternatives to animals are used whenever possible.
