Charter schools are surging ahead as a reform movement. More than half the states now have legislation allowing charter schools and the number opening has tripled in the last two years. The enthusiasm could wane in the next few years and the number of charter schools dwindle or never amount to a sizeable movement. But the more pressing questions are how much autonomy they have and how accountable and effective they are. Charter schools first emerged when the state legislature in Minnesota passed a law allowing them in 1991. Charter schools are public and nonsectarian. They cannot ban any child from attending and they cannot charge tuition. For some charter schools in states with older laws, a reckoning is looming since five years is the most common deadline for renewal. One of the biggest issues that states will have to examine is the accountability required in exchange for the autonomy granted to charter schools. States with expansive laws, like Michigan and Arizona, cut the red tape and allow charter schools a lot of leeway. States with restrictive laws, like Hawaii and Rhode Island, discourage applicants because of all the hoops they must jump through to get a permit. In such states, charter schools have to apply for waivers from regulations and they must abide by collective bargaining agreements and are considered legally dependent on school districts. A study commissioned by the U.S. Department of Education shows that states with restrictive laws have fewer charter schools than states with more expansive ones. Hawaii had only two schools, compared to the 103 listed for Arizona in the federal report, although both passed laws in 1994. The ratio of half expansive and half restrictive laws has remained consistent since charter schools first emerged, says longtime charter school advocate Ted Kolderie.

The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

URL: http://www.state.il.us/Gov/press/charter.htm Major Components of the Illinois Charter School Law (Article 27A of the School Code) Illinois's 1996 charter law allows 45 charter schools: 15 in Chicago, 15 in the counties surrounding Chicago, and 15 elsewhere. While this cap on the number of charter schools in Illinois is fairly restrictive for such a large state, it is not unusual. Many states limit the number of charter schools initially. A local school board must approve the charter school, although the board's decision can be appealed to the state board. The state does not provide funding for start-up costs. However, the Illinois State Board of Education received a federal grant of $788,000 per year (for potentially three years) to stimulate and support the establishment of charter schools.

From canoeing to dog sledding, adventure and learning are always mixed. Fields, forests and wetlands on the center's 610 acres provide for ecological studies. A virgin pine stand missed by the
Hinckley fire is the center's highlight. The mixed hardwood stand provides opportunity for studies as well as maple sugar collecting. Rehabilitated birds of prey live in the old barn, some becoming part of education programs. The Schwyzer Lodge is on the historic register. A stream, lake shoreline, marshes, and ponds provide for aquatic studies. Area resources such as the Northwest Fur Post are part of the learning opportunities for all ages. The staff includes biologists, writers, an anthropologist, and international teachers. Deep Portage Conservation Reserve
Hackensack, Minnesota
Occupies 6,100 acres of northern Minnesota lakes, streams, bogs and mixed transitional forest. It is a community-based program involving 200 volunteers, foreign students and urban and rural schools in its educational outreach. What began as a memorial forest managed by Cass County, continues today as a multiple-use demonstration forest providing both environmental education and responsible resource management techniques for government, industry, and environmental interests. The school program functions as a field school for courses geared to teaching comprehension, interpretation and evaluation of forest and wildlife management, aquatic studies, and orienteering for three and five day school visits.

M any people enjoy hunting on the Refuge. The information below is from the Minnesota Valley National Wildlife Refuge Regulations. A copy of this brochure is available at the Visitor Center. Call 952.854.5900 or stop by to obtain a copy. GENERAL INFORMATION A ll Minnesota State regulations pertaining to hunting, fishing, and trapping will be enforced. You may only hunt, fish, or trap in the areas and during the times specified in this brochure. Each activity is subject to the special Refuge regulations listed with that activity. M ake sure to observe posted Refuge boundary signs closely since some Refuge areas are adjacent to private property.
    Also note:
    • The possession of alcohol while hunting is prohibited.
    • Gas or electric boat motors are prohibited on the Refuge.
    • Check with Minnesota DNR for further explanation of State Regulations.
    SHOTGUN AND MUZZLELOADER DEER HUNTING T he Rapids Lake Unit is open to shotgun and muzzleloader deer hunting consistent with state regulations.

E very year during Kid's Fishing Day, hundreds of children and dozens of volunteers head to the Bass Ponds. Many of the youngsters catch their first fish there. Enthusiasm and smiles reward the volunteers. For the U.S. Fish and Wildlife Service and Minnesota Valley National Wildlife Refuge, fishing builds connections to the natural world. GENERAL INFORMATION W e recommend you practice catch-and-release fishing on the Refuge because every lake, marsh, and creek is impacted by storm sewers and agricultural runoff. Please consult Minnesota State Health Department guidelines before eating any species. Call 651.215.0950 for a copy of their fish consumption advisory booklet. U nless posted with an 'Area Closed' sign, bank fishing is permitted throughout the Refuge in accordance with Minnesota State Regulations. Boats are not allowed on Refuge waters except for waterfowl hunting and trapping. No motorized boats. F ishing on the Refuge is allowed daylight hours only, except bank fishing on the Minnesota River is permitted 24 hours daily. Boat launches and direct access points to the Minnesota River are also open for fishing and boating access 24 hours a day.

Chapter 1: Introduction Educational improvement is an ongoing process. Since the mid-1980s, Minnesota has instituted a number of educational reforms, including open enrollment, charter schools, post-secondary enrollment options, statewide testing, and, most recently, the Graduation Standards. Each educational reform began as a response to some circumstance or problem within the State’s education system; they were all implemented with the goal of improving education in Minnesota. Improvement of any process or program should include analysis, planning, implementation, and evaluation. Furthermore, the cycle should be continuous: we should never expect to arrive at "perfection." In the case of our education system, we need to keep evaluating what we do, making adjustments and changes as necessary in order to take advantage of new information, and avoid stagnation. The world does not stand still; neither should our knowledge about education.

    What regulations determine the class size of special education classrooms? What is the ratio of special education students to teachers? The teacher-pupil ratio in special education is determined by each state, and this FAQ contains information on the policies of various states concerning class size for special education. However, it is important to note that the Individuals with Disabilities Education Act (IDEA) Amendments of 1997 place increased emphasis upon the participation of children and youth with disabilities in the general education classroom and in the general curriculum, with appropriate aids and services.
