Next Generation Policy Framework The welfare system has been transformed over the past decade, notably through the introduction of stricter work requirements and time limits on cash assistance. At the same time, government at both the federal and state levels has invested in offering financial work supports of unprecedented scope to low-income parents. A top priority on the national agenda is to understand how these changes in the safety net — and sharp rises in employment, particularly among single parents — are affecting children.
Long before the federal welfare reforms of 1996 drew attention to this question, MDRC — in collaboration with the U.S. Department of Health and Human Services and other government, foundation, and research partners — was systematically gathering data about children in its studies of pioneering efforts to promote employment among low-income parents. These studies laid the groundwork for the Next Generation project — a collaboration among MDRC, several other leading research institutions, and the project’s foundation funding partners that began in 1999. Drawing on 10 studies by MDRC of welfare, antipoverty, and employment policies piloted as early as the 1980s and widely adopted since then, Next Generation is synthesizing and reanalyzing data to learn how programs targeted at parents affect their children’s school performance, behavior, and health as well as families’ well-being.

The college's family education program is one of the premier programs of its kind nationally. The program's high quality is due, in part, to the excellent college and University resources available to students, including internationally known faculty in the Institute of Child Development, the social sciences, and family education. The program also places a strong emphasis on working with mentor educators in the field. If you are planning to teach at the high school level, this field of study equips you to meet an increasing demand for teachers in family and consumer science education. It also can provide preparation for licensure to teach parent education at the adult community school level. In addition, family educators can find career opportunities in a variety of settings including social service agencies, religious institutions, and local government programs. FAQ Other Services Family Assistance Division: FAD Resource Room MFIP (Minnesota Family Investment Plan) Employment Provider List Miscellaneous Services for Families Child Care Funding Programs Available in Hennepin County Family Assistance Division: FAD Resource Room The FAD resource room is a drop-in center that offers clients a variety of employment-related resource information. It is conveniently located in the Century Plaza Building in the intake area. The room opened in 1993 as part of the Families Division cultural change project intent on preparing both staff and clients for pending welfare reform. It has continued to date as a functioning piece of those reforms by its presence and resource offerings that give and reinforce the message of employment. Information is provided by a variety of means including full time staff, use-in and take-out job listings, handout materials, computerized job printouts, and reference materials. Job opportunities include daily listings via computer, a variety of newspaper want ad sections, on-site employers, and listing of employers in specialty areas. Handouts are available on topics that include daycare, English as a Second Language and Adult Basic Education classes, other employment search helpers like the new State Workforce Centers, neighborhood support services, practice job applications, and resume guides. On request, staff can offer more personal and focused job search, interpret the impact of employment on benefits, and share an array of other resource referrals.

Statewide Minnesota Family Investment Program (MFIP-S)
Statewide MFIP is Minnesota's welfare reform program. Statewide MFIP helps families work their way out of poverty by providing a monthly cash grant to supplement family income, help with child care costs , medical assistance, and employment services. In general, males and females between the ages of 10 and 17 are eligible for placement with Homme. Each referral is reviewed prior to scheduling a pre-placement interview. Homme is committed to quality care and wish to be certain that the individual is matched to the appropriate program. Placement Options
Homme has offered treatment-specific programming since 1985 when it opened its first sex offender program. Programs are now available for, sexually acting out youth, abuse victims, fire-starters and substance abusing youth. Assessment
Homme will do 30-day placements and trials to determine treatment needs, stabilize behaviors and assess risk as well as appropriate intervention. Short-term
Homme will collaborate with other agencies to provide short-term care to youth that are placed. We have 60-day and 90-day programming to be used in conjunction with intensive aftercare. Graduation
Homme continues to serve youth long-term. These youths complete a multi-tiered level system which takes them from assessment to relapse prevention through an objective-based program.

    Pillsbury Neighborhood Services is an umbrella organization with seven community centers in the Twin Cities, including the Pillsbury House/Center for Cultural Arts and Heritage , and the Oak Park Neighborhood Center . The mission of Pillsbury Neighborhood Services is to help individuals and families from Twin Cities neighborhoods strengthen their abilities, expand their opportunities, and change the conditions that limit their choices for the future. Since 1991, the Walker and Pillsbury Neighborhood Services have been involved in numerous collaborations, including the annual Juneteenth Film Festival. One recent cooperative residence project was Across Color Lines, a discussion and film series focusing on the "Blaxploitation" era of filmmaking and its effects on cultures. Pillsbury Neighborhood Services is an institutional member of the Walker's Explore program, which distributes free Walker memberships and passes to Walker programs to community members. The organization was involved in Wendy Clarke's Remembrance video installation that was part of the Walker's 1996 observance of World AIDS Day. They also cohosted the event's opening reception.
