What is Northern Lights Library Network (NLLN)?
The Northern Lights Library Network is the largest of the seven multi-county, multi-type library cooperativesystems created through legislation enacted by the 1979 Minnesota Legislature. Its purpose is to encourage and facilitate cooperative activities among all types of libraries within its area which will result in improved services for users of member libraries. The member libraries are of different types: public libraries in 4 regional library systems, K-12 school library media centers, academic libraries from public and private colleges/universitites, and special libraries such as hospital libraries, government agency libraries, museums, county law libraries, and churches. NLLN's organizational structure is set by Minnesota statute. Policy is set by a eleven member citizens' Governing Board composed of representatives from the Kitchigami Regional Library Lake Agassiz Regional Library Northwest Regional Library(1) and Viking Library System (2)and one library worker from each type of library: academic, public, special, and school library/media centers (4). A director hired by the governing board participates in planning and administers and coordinates programs.

School Finance Questions and Answers
1) Who determines the amount of money schools receive?

The state determines how much money a school district will receive. The state sets funding formulas that both allocate money to the schools (state aid) and determine the maximum amount a school district can request from their voters through local property taxes (referendum). The state also decides what portion of funding comes from local property taxes, state aids and student fees.
Think of school funding as a piece of fabric. The state determines the maximum size (amount of funds), threads (property taxes, referendum and state aid) and design guidelines (mandates to pay for certain things) of the fabric. Each school district then determines the pattern (budget) of the educational fabric.
2) Why were so many school districts forced to make large budget cuts this year?
Lower-than-expected state funding (revenue) coupled with higher-than-expected cost increases (expenses) stretched many 2002-03 school budgets. Education costs are simply increasing faster than the money provided to pay for them. Increasingly, schools are expected to do much more with much less.
In an effort to maintain programs and class sizes for students, a record 180 Minnesota school districts offered referendums to their voters in November 2001 asking for additional revenue. Short timelines made it difficult to build public understanding of recently enacted school funding and property tax changes. The backlash from a failing economy and Sept. 11 also affected people's willingness to support increased funding of any sort.

    CORE: California Opportunities for Reference Excellence
    is a statewide correspondence training program developed for the public libraries in California. The San Joaquin Valley Library System headquartered in Fresno, California manages the project on behalf of the California State Library. They will, upon receipt of a supervisor's request on library letterhead, issue a password that permitts access to the answer key. Even if the correspondence aspect of this program is not used, the written materials are very beneficial. The San Joaquin Valley Library System has had a Reference Correspondence Course since its beginning in 1960. The CORE course is based on that work. In 1990, the state of Minnesota adapted the CORE materials for use in Minnesota, as the MORE project. As part of that effort, a committee revised and updated the CORE materials. This current edition of the CORE REFERENCE CORRESPONDENCE COURSE incorporates many of those changes and updates.

Graduates of a teacher education program will find many career opportunities. In northeastern Minnesota, more than 50% of public school teachers will be eligible to retire over the next 7-10 years. Other areas already have severe shortages, especially in math and science.
Program Overview
The College of St. Scholastica teacher education program has a reputation for developing high quality teachers. The Education department prepares students to teach at the elementary/middle (K-8) and middle/secondary levels (grades 5-12). Licensure programs are also available in K-12 library media specialist, music education, and school social work. A program in Ojibwe language and culture prepares individuals to teach American Indian students. Courses to prepare individuals for coaching are also available. Middle/Secondary licensure programs are available in Communication Arts and Literature; Social Studies, Mathematics; Life Science (biology) and Chemistry. The department’s curriculum is designed to correspond to the Minnesota licensure standards, which are based on the Standards of Effective Practice for Beginning Teachers. All CSS licensure programs are approved by the Minnesota Board of Teaching and are designed to provide students with the knowledge, skills and dispositions characteristic of effective teachers.

The Educational Media and Technology Program seeks to meet the needs of licensed teachers working in the rapidly changing K – 12 school library/media and technology settings. Faculty are up-to-date with the emerging technologies to understand the impact of how information is gathered, stored, retrieved, and utilized. St. Scholastica believes students need to be well prepared professionals as libraries and media centers are no longer print storage facilities, but access points to the larger and more complex world of digital resources. Program Description The coursework includes a combination of technology, traditional library science skills, and curriculum design that will prepare teachers to take on the role of information specialist in the school media center. Through increased awareness of current educational research and best practices, students are empowered to assume leadership roles in their educational settings. The program is designed to promote the personal growth and professional development of teachers as leaders. It meets the Minnesota Board of Teaching outcomes for the School Library Media Specialist license. Please note: this program is not an American Library Association accredited master's degree in Library Science Outcomes The Educational Media and Technology graduate program meets the Minnesota Board of Teaching outcomes for School Library Media Specialist licensure.
