Lisa Graham Keegan
ELC Chief Executive Officer
Lisa Graham Keegan was named Chief Executive Officer of Education Leaders Council (ELC) in May 2001. Ms. Keegan is one of the nation's most prominent and outspoken education reform advocates, gaining national attention for her focus on student-centered funding and academic improvement, brought by a passionate belief that every child can learn. Keegan's policy expertise, combined with her history of successfully implementing state-level education reforms, has gained her national accolades, frequent media attention, and has made her a sought after education reform expert who frequently addresses Congress, state legislative bodies and education organizations.
Keegan was a founding member of ELC in 1995 and a key architect of the organization's growth from a small group for reform-minded state school chiefs to an organization of national prominence. Under her leadership, ELC's membership has grown significantly, both in numbers and diversity. ELC today stands as the nation's only "action" tank for education reform, with members from more than 30 states, representing the nation's most active and forward-thinking state-level education reformers. ELC is on the front lines of education reform at the federal, state, and local levels, with a membership that includes governors, state school chiefs, state boards of education, individual state and local school board members, business leaders, charter operators, district superintendents, principals, teachers and parents.

Priorities for Advancing Mississippi Through Higher Education
Unveiled at Leadership Summit Facilitated by AGB Center
Jackson, Miss., January 7, 2002 Governor Ronnie Musgrove and the steering committee for the Mississippi Leadership Summit on Higher Education today unveiled Building Opportunity in Mississippi Through Higher Education, a report of priorities for advancing Mississippi through its colleges and universities. As the first state selected by the Washington, D.C.-based Association of Governing Boards of Universities and Colleges' Center for Public Higher Education Trusteeship and Governance (AGB) to host a summit on higher education, Mississippi is bringing together government, business, and education leaders to provide a cooperative framework for education, economic and social progress. The steering committee's report introduces a shared vision for Mississippi's future and outlines six major priorities that will help advance the state's competitiveness and its citizens' quality of life. The priorities include initiatives that Mississippi education - its public and private two-year and four-year colleges and universities, and in several places, its public school system - can undertake collaboratively with the state and the private sector to achieve this shared vision.

SERVE's Policy Program Informs School Reform Process
"I make better judgments about policy and better recommendations to state policymakers when I know what other states are doing," says Diane Monrad, director of South Carolina's Educational Policy Center. SERVE Regional Problems and Strategies
Problem: Failure of low-performing schools to use promising strategies for closing the achievement gap.
Rationale: Researchers are identifying promising and unsuccessful strategies for closing the achievement gap, but low-performing schools do not have that knowledge.
Strategies for Addressing Problem(s): Work intensively with a low-performing Mississippi district to implement state-approved corrective action plan. Use CSRD schools as models in developing online courses for other schools implementing improvement plans. Problem: Increasing challenge to recruit, develop, and retain quality teachers and principals.
Rationale: Research confirms the importance of teacher and principal effectiveness to student achievement.
