Purpose of the Program The Master of Science Degree program in Special Education is designed to prepare graduates to accept professional responsibilities at the elementary school and secondary level and to increase their leadership role as community change agents. If we are going to truly change education in our country, we need to start with a child-centered, locally driven approach. Good school buildings, and other basics for education should only be part of a broader effort to revolutionize our country's entire educational thinking process. To get real results, we must give local folks more say in the use of their federal education dollar. This is why I have brought the Educational Opportunities Act to the Senate floor. Billions of dollars have been spent on failed educational programs mandated by a bloated federal education bureaucracy. In 1994, fewer than 50 percent of American public school employees were teachers, much of the balance was composed of administrative staff. This staff was hired to conform with federal education regulations. Even though the federal government provides less than ten percent of education funding, Washington demands 50 percent of all the paperwork. This act will give much more educational decision making power to states, local communities, educators and parents. It will free up federal funds for flexible uses, decided by local people, instead of Washington's professional bureaucrats. Educators will be free of generalized, yet stringent federal dictates which rarely fit individual school needs. Local people need the power, not bureaucrats who've already spent 30 years as educational power brokers, with little results.

RULE 1. CONTINUING LEGAL EDUCATION COMMISSION
a. There is hereby established a Commission on Continuing Legal Education (hereinafter referred to as the Commission) consisting of nine (9) members who are resident members of the Bar of this state. The members shall be appointed by the Mississippi Supreme Court. b. All appointments shall be for a term of three (3) years. Therefore, there shall be three (3) appointments each year, one from each state Supreme Court district. An appointment to fill any vacancy due to the death, resignation or disability of a member shall be for the unexpired term only. c. The Commission shall have the following duties:
  • To exercise general supervisory authority over the administration of these rules. To adopt, repeal and amend regulations consistent with these rules. To make available for inspection by the Mississippi Supreme Court all minutes of the Commission, business records, and financial data.
  • d. Financing:
  • Sponsors of CLE programs to be held within the State of Mississippi shall, as a condition of accreditation, agree to remit a list of Mississippi attendees and to pay a fee of one dollar ($1.00) per credit hour for each State Bar member who attends the program and is subject to mandatory continuing legal education. Such lists and fees shall be submitted to the Commission within thirty (30) days of said program. Individual attorneys who either attend approved CLE programs outside the State of Mississippi, or attend unapproved CLE programs within the State of Mississippi that would have been approved for credit except for failure of the sponsor to pay the fee described in the preceding paragraph, shall pay a fee of one dollar ($1.00) for each credit hour claimed. Such fees shall accompany the attorney's annual report of compliance to the Commission.

    Total Education The term total education has become synonymous with the Cooperative Education Program. Today's Co-op program may best be summarized as being a unique education program by which students obtain an academic education and at the same time obtain a minimum of one year of vitally needed practical experience in their chosen field of study. The practical experience which the program provides is not limited to obtaining a working knowledge of a chosen field of study. Co-op students are a vital part of the work place. Such factors as maturity, professional motivation, reliance, and self-confidence are developed and exhibited by Co-op students. Not to be overlooked is the financial responsibility and assistance a Co-op student may gain through income earned during work semesters. It is this combination of an academic education and a full range of practical work experience that allows the Co-op student to acquire a total education.
    How Do I Qualify?
    Mississippi State University offers a diversified Co-op program. Students are participating from several colleges and schools at the university- Agriculture and Life Sciences, Architecture, Arts and Sciences, Business and Industry, Education, Engineering, and Forestry. Application to the program is open to students in one of the following categories: Category 1: Mississippi State University students who are majoring in a participating academic area and have established a 2.50/4.0 quality point average.

    Employer Responsibilities Employers must complete and return annually to the Co-op Office the "Employer Information Form" prior to the referral of students for employment consideration.
    Job assignments must be related to the students' major field of study. Diversification is encouraged to afford the student a range of training and experience. The technical level and degree of complexity should be increased as the student demonstrates competency and progresses through the program.
    Each co-op student must be evaluated by the employer on the form provided by the University Co-op Office. The completed evaluation form should be discussed with the student and must be returned to the Co-op Office within the specified time period.
    Employers are expected to submit requests for Co-op students well in advance of the projected begin work date. Anticipated needs for Co-op students may be transmitted by the " Employer Information Form " , by phone or by letter. Initial Steps Contact the Cooperative Education Program for specific information. A personal visit to the university has been found very helpful by many employers in developing a new program.
