February 1997 Gifted preschool, elementary, and secondary school children have very limited protections under state and federal laws. By contrast, children and adults with disabilities have, under federal statute and in turn under state law accepting federal provisions, comprehensive protections in the following areas not yet applicable to the gifted: identification for screening and program admission or eligibility purposes, educational or other institutional and related services, employment policies and practices, architectural barriers in and about public buildings and transportation facilities, and other civil rights protections. Parents, educators, and other concerned adults involved with gifted children should know the legal framework in which the education and related services are set forth. The Jacob K. Javits Gifted and Talented Students Act of 1994 was not established by Congress to protect the legal rights gifted children, but rather to provide for model programs and projects. In contrast, the Individuals with Disabilities Act of 1990 does give extensive legal rights to persons with disabilities.

Graduate programs are offered in Agricultural and Extension Education leading to the following degrees: Master of Science, Educational Specialist, Doctor of Education and Doctor of Philosophy. Three options are available in the Master of Science Degree program in Agricultural and Extension Education: Research, Leadership, and Teacher Certification. All three options require a minimum of 30 semester hours of graduate courses in a planned program of study beyond the baccalaureate degree. Depending on courses taken at the undergraduate level, students may be required to take 3-6 additional hours of prerequisite course work for the Teacher Certification option. The required courses for the research option are: AIS 8803, AIS 8006, AIS 8403, AIS 8503, and ST 8114 or EPY 6214 or other graduate-level statistics course. The required courses for the leadership option are: AIS 8803, AIS 8703, AIS 8403, AIS 8503, AIS 8523, AIS 8263 and AIS 8203. Students in these masters options are encouraged to take courses outside the Department of Agricultural Information Science and Education in areas such as home economics, educational leadership, horticulture, animal science agriculture economics and agronomy. Requirements for admission to the Teacher Certification option differ from those for admission to the research and leadership options and are similar to those for admission to teacher education at the undergraduate level. The student must qualify for admission to the Graduate School, present an ACT score of 21 (SAT equivalent of 860) with no subscore below 18 or by obtaining at least the following scores:

State of Mississippi Curriculum Frameworks the very latest versions of the frameworks, and other publications of the Mississippi Department of Education, follow this link. The state of Mississippi provides curriculum frameworks for schools to use tosatisfy state requirements with regard to what is taught in classrooms. Gunn Education Materials Center has the curriculum frameworks available for teacher education students at the University of Southern Mississippi to study and use in their lesson and unit plans. The frameworks are available for use only in the library, they do not circulate. Ask for them at the Gunn circulation desk.
The curriculum frameworks are organized by subjects and grade levels. Competencies are printed in bold letters throughout the framework documents, and are required to be taught. Competencies are intentionally broad to allow school districts the flexibility to shape the curriculum to the needs of their students. Competencies may be taught throughout the year in any order and combined with other competencies. The competencies are not intended to be used like a list of discrete skills that are to be taught once and checked off as "mastered."     NORTH CAROLINA TO APPEAL SCHOOL ADEQUACY RULING.
    State officials in North Carolina have asked the State Supreme Court for a "fast-track" appeal of a lower court decision that calls on the state to "step in with an iron hand" to ensure that all students have access to well-trained teachers and the other resources necessary for a sound education. "Philosophically, we are very much attuned to the needs of at-risk youth," state Superintendent of Public Instruction Michael E. Ward said, noting that the state board in recent years has already provided significant help to students who are having academic problems. But by asking the state to step in more forcefully, he added, "there is a potential in this ruling to upend North Carolina's notion of who's in charge of schools." The state is looking for a final decision in the eight-year-old case by the end of 2002.

    MISSISSIPPI'S BOATER EDUCATION PROGRAM Effective July 1, 1997 any person born after June 30, 1980 must complete a Boating Safety Course to operate a boat. Persons under 12 years of age must be accompanied by a person 21 or older on board the boat in order to operate the boat.
    For persons who wish to learn more about Mississippi Boating Basics and the legal and safe practices for boat operators, a six hour instructor taught course is available for groups. The Mississippi Boating Basics home-study course or Internet Course is available for persons who are unable to attend an instructor taught course. Most insurance companies honor these courses by offering reductions in insurance premiums on completion.
    Effective July l, l998 Mississippi will offer the option for titling boats and motors. This is not a mandatory requirement, however, a more complete record will be obtained for boat owners. A ten dollar fee will be charged for original applications, duplicates or transfers.

    The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
    There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

    Mississippi State Park Activities
    Mississippi's Hunter Education Program H unter Education works. Since 1950, when formal hunter safety programs were introduced, the number of hunting and firearms related accidents has declined dramatically nationwide. In Mississippi, we know that our hunter education efforts have reduced firearms accidents and saved lives.
    All persons bornon or after January 1, 1972 are required to complete a hunter education course before purchasing a Mississippi hunting license. Effective July 1, 2000, anyone twelve (12) years of age and under sixteen (16) years of age must have a certificate of satisfactory completion of a hunter education course approved by the department before hunting this state. Anyone under the age of twelve (12) must be in the presence and under the direct supervision of a licensed or exempt hunter at least twenty-one (21) years of age when the child is hunting. The Department of Wildlife, Fisheries and Parks offers the course free of charge at locations across the state.
    The hunter education course includes 10 hours of instruction, including range firing. There are no age requirements for participation. However, students must pass a written exam and complete a firing exercise to be certified as having completed the course.
