Overview
Mississippi is currently working to put schools, hospitals, and libraries online, and state policymakers are providing incentives to this end: counties that promote telecommunications training receive a 50 percent tax credit and a 25 percent funding credit for training programs. State law gives certain telecommunications enterprises tax exemptions and tax credits. Bell South is the sole telecommunications provider in the state. The Mississippi Public Service Commission has ruled against competition, and the state has not passed legislation allowing competition.
Infrastructure development
A Mississippi Telecommunications Task Force comprising representatives from state agencies, institutions, and the private sector is assessing and making recommendations for a statewide network infrastructure. It will present a strategic technology plan to the legislature's Telecommunications Study Committee in 1996.
Legislation
In 1995 the legislature overrode the governor's veto of a bill creating the Mississippi Telecommunications Conference and Training Center Commission, which is to oversee the establishment of a center in Jackson. The center will be used as a conference and training facility for telecommunications companies. The bill also authorized the issue of $17.5 million in general obligation bonds for the center's construction. Also in 1995, the legislature established a Council for Education Technology and authorized the issue of telecommunications network bonds to fund K-12 schools, community colleges, libraries, and universities to develop telecommunications plans and begin implementation. Another bill passed in 1995 changed the name of the State Central Data Processing Authority to the Mississippi Department of Information Technology Services (MDITS) and authorized MDITS to use state funds to evaluate emerging technologies.

Boone Resigns as Ole Miss Athletic Director March 9, 1998 OXFORD, Miss. Pete Boone, who has served as athletic director at the University of Mississippi since January 1, 1995, has resigned his position, effective the middle of April. "The past three years have been exciting times for Ole Miss athletics, and our family has enjoyed being a part of this experience," Boone said. "The dedication of the coaches, the students, the fans, and our staff have enabled Ole Miss athletics to receive extremely positive national publicity" A native of Grenada, Miss., and a 1972 graduate of the University in Mississippi, Boone returned to Ole Miss after more than 20 years in the banking business, a career which saw him rise to become the Chairman and CEO of Sunburst Bank. "During his tenure as Director of Athletics, Pete Boone has provided aggressive, dedicated leadership," said Ole Miss Chancellor Robert Khayat. "He has devoted all of his energy, experience, and deep love for Ole Miss to his work. The University has been significantly strengthened by his efforts. NWP's long-time champion on Capitol Hill, Senator Thad Cochran (R-MS), reiterated his commitment to both NWP and to teachers and students nationwide at this year's spring meeting.
Representative James Leach (R-IA), a proponent of both NWP and the Iowa Writing Project, spoke about the importance of writing and other forms of communication at this year’s meeting.

    Click to see larger image. ( K) From the 1880s into the 1960s, a majority of American states enforced segregation through "Jim Crow" laws (so called after a black character in minstrel shows). From Delaware to California, and from North Dakota to Texas, many states (and cities, too) could impose legal punishments on people for consorting with members of another race. The most common types of laws forbade intermarriage and ordered business owners and public institutions to keep their black and white clientele separated. Here is a sampling of laws from various states.     How To Recognize And Handle A Suspicious Package or Envelope Monthly Archived News Initiative ... Ayers Settlement
    April 9, 2003 According to complaints received by the Consumer Protection Division of the Attorney General’s Office, the company contracts with an individual to grow worms, and the company contracts to buy back the worms at a guaranteed contract price. Mississippi farmers have invested between $3,000 and $30,000 for these contracts, and now the company is refusing to honor the contracts and to pay them. Also, in soliciting individuals to become worm farmers, the company has misrepresented the earnings potential for the worm growing business and has claimed sponsorships, affiliations, and connections that it does not have. The action taken today by Attorney General Moore prevents the company from, among other things, soliciting new worm farmers and conducting any other unfair business practices in Mississippi. Attorney General Moore said, "This is the first step in protecting Mississippians from this company’s deceptive trade practices. The next step will be to ascertain whether the company has the resources to refund the investment money to the farmers who have already been victimized."

    YOUTH CRIME WATCH OF MISSISSIPPI Youth Crime Watch of Mississippi was the first statewide program of YCW of America. This youth-led, crime prevention program was successfully begun in over 50 schools last year. The Attorney General’s Office is working to reach our goal of 60 new sites this year. In addition to the establishment of new sites, technical assistance is provided through on campus visits and training sessions. An end of the year rally was held to celebrate the success of the program. We also partner with Crime Stoppers and the State Department of Education.

    History
    Natchez, Mississippi, perched 200 feet above the Mississippi River on the highest promontory north of the Gulf of Mexico, is the oldest civilized settlement on the river - older by two years than New Orleans. Inhabited for centuries by prehistoric Indians and later by the Natchez Indians, Natchez was settled first by the French in 1716, later by the British in 1763, the Spanish in 1779, and finally by the Americans in 1798. In 1798, Natchez became the first capital of the Mississippi Territory, and in 1817, became the first capital of the new state of Mississippi. The city boomed in the first half of the 19th century with the exportation of tons of cotton by steamboat - cotton grown on plantations in Mississippi and across the river in the rich Louisiana lowlands. Enormous fortunes were made from the area's natural resources: the land and the river. Cotton was king, money was plentiful and men spent it - particularly on dazzling mansions filled with the finest furnishings money could buy. Today with its tourism, industry and enormous wealth of natural resources - hospitality - Natchez is one of the most desirable small cities in the United States. Residents are proud to have the city included in Hugh Bayless' book, "The 100 Best Towns in America."

    Because 65% of the oil consumed annually in the United States is used for transportation, vehicle emissions have become the leading source of air pollution in the U.S. today. However, recent advances in fuels and vehicle design are helping increase fuel efficiency and reduce toxic substances discharged into the air.
    Alternative Fuel Vehicle Program
    The Energy Division provides information on the guidelines for meeting the requirements of the Alternative Fuel Vehicles Program [10 CFR Part 490] ENERGY POLICY ACT OF 1992 (EPACT). Staff members meet with or correspond with other state agency representatives or the public and private entities concerning the alternative fuel transportation utilization requirements.
