At the beginning of the historic period, the tribe was found in Mississippi and Alabama. Their language was the trade medium throughout the southern region after the coming of the Europeans. Choctaws are well proportioned and medium in height, tending to be heavy in maturity. Their tribal characteristics were patience, diplomacy, artistic in nature and great strength in defensive warfare. MORA provides donor programs and information for schools, including visits with transplant recipeints and donor family members. The Mississippi Organ Recovery Agency is the federally designated organ procurement organization (OPO) for the majority of the state of Mississippi. MORA is one of 62 organ procurement organizations nationally. The federal government requires hospitals to have policies and proceedures in place to insure that each family is given the opportunity to donate organs and tissue upon the death of a loved one. MORA works with the local hospitals in a designated service area to ensure that families receive the option of organ and tissue donation. It is only after the death of a loved one that MORA becomes involved. After a physician has determined that a patient is brain dead, MORA is called in to talk to the family, offer the option of donation and answer any questions. If the family consents to donation, MORA then coordinates the recovery of the human organs for transplantation. A MORA staff member stays at the hospital, managing the donor and making phone calls to transplant centers to place the organs with matching recipients. MORA staff members are on call 24-hours a day in order to respond to the needs of hospitals at any time. MORA is also is the source of organ and tissue donor information for the state. At least in theory. The list is preliminary and subject to change. Such transfers are dubious in much of Mississippi because there aren't schools nearby to transfer to. And some parents discount the validity of the list, which is based on results of standardized tests. "African-American students don't score as well on standardized tests. One hundred and twenty-two failing schools in Mississippi seems like a lot," said Melodie Upkins, whose son attends Jim Hill High in Jackson, one of the schools on the list. Mississippi Department of Education officials say they won't know how many of the 122 schools will remain on that list until they receive the state's latest test scores from standardized exams given in the spring. Educators will analyze the scores to determine whether any of the schools improved enough to be removed from the list, said Lynn House, director of the office of innovative support in the state Department of Education.

The challenge was first presented to state educators in 1999.
