General Legislative Provisions
This first part of the review examines statutory provisions that have implications for, but do not necessarily address directly, students with disabilities or special education. Various provisions in state statutes grant charter schools varying levels of authority to govern themselves and to make decisions regarding the operation of the schools, including decisions related to personnel, curriculum, and expenditures. The extent of a charter school's operational autonomy will have an impact on how special education programs are implemented in these schools. As described in the following paragraphs, statutory provisions that give higher levels of autonomy include ones that allow or require charter schools to (1) operate independent from local school districts, (2) make their own personnel decisions, (3) be exempt from state and district education laws and regulations, (4) assume liability for their actions, and (5) receive their funding directly from the state. Building Fund for the Arts Grants Guidelines
Introduction House Bill No. 1637, Laws of 2001 , created a special fund in the state treasury to be administered by the Mississippi Arts Commission. This act authorized the issuance of general obligation bonds of the State of Mississippi in the amount of $7,000,000 for the implementation of the Building Fund for the Arts In 2002, the Mississippi Legislature, through House Bill No. 1745, increased the amount of the Building Fund for the Arts by $4,000,000. Thirty-six facility renovations are now taking place across Mississippi as a result of this special program. The Arts Commission hopes to see an additional 20-25 projects funded this year as result of the new bond funds. Whereas the Arts Commission’s annual Operating and Project grants cannot be used for capital improvements, this unique fund allows for the repair, renovation and expansion of existing cultural facilities in Mississippi.

Energy use in our country affects everyone. Educating the public, including students and consumers, about the economic and environmental benefits of wise energy use is important, and is one of the best ways of curbing energy waste. The Energy Division has several programs designed to inform and educate Mississippians about wise energy use.
Financial Assistance Energy Efficiency Lease Program
Energy efficiency is a resource that should be developed as a part of sound fiscal management. Saving energy means saving money. Most public buildings in Mississippi were built during a time when little concern or regard was given to energy operating costs. Taking advantage of opportunities in energy efficiency improvements in your building can bring about cost control through improved building operations, maintenance, and energy efficient equipment. The Energy Division has a financing program that utilizes existing funding resources to implement identified energy conservation measures. Section 31-7-14 of the Mississippi Code, allows universities, community colleges, public hospitals, private "nonprofit" hospitals, state agencies, local governing authorities and school districts to lease-purchase energy efficiency services and/or equipment for up to ten (10) years. The Energy Division can also select a third party financier to fund energy projects such as lighting, boilers, cooling systems, energy management systems, and windows. Through the Energy Efficiency Lease Program, public entities have access to pre-arranged, tax-exempt lease purchase financing. A public entity can reduce high origination fees, and streamline the otherwise lengthy funding process by participating in this program. Program participation also provides access to a team of technical, legal, and financial professionals.

A joint venture with The University of Mississippi School of Education, the Mississippi Department of Education, and the state's seven other public university schools of education, the institute is designed to dramatically improve the reading skills of children through a systematic and direct implementation of a research-based reading reform model.
"We've been blessed, and it's time to give back to society. We chose Mississippi schools to begin this reform because it is our home state, and we want it to serve as an example of what can happen when the private and public sectors work together to attack society's greatest issues," said Barksdale. James Barksdale visits with students at Richland (Mississippi) Elementary School in Rankin County. Barksdale and his wife, Sally, created the Barksdale Reading Institute to dramatically improve the reading skills of children.

A: The district may adjust her level of experience prospectively, but there is no authority that would allow the district to award retroactive pay for work that has already been performed and for which an agreed upon compensation has already been provided. The 2000 Lady Eagle soccer team, under first-year head coach Matt Clark, began fall workouts with a pair of 90-minute sessions Friday at the Southern Miss Soccer and Track complex. With 16 returners and eight newcomers, Clark put the team through a controlled scrimmage in the afternoon session to determine possible individual roles on the team. "The scrimmage went well," said Clark. "I really like the work ethic of the team. Their togetherness and esprit de corps is great. The players are real motivated to get better and move forward. Their willingness to work hard and coachability are tremendous." In the scrimmage, sophomore Khara Maddix (Valrico, Fla.) was the only player to find the net thanks to a nice pass from junior Clodagh Dunworth (Northern Ireland). Most importantly, there were no injuries. The Lady Eagles will play two exhibition games on Sunday, August 20, to open the season. The first regular season game is scheduled for Sunday, August 27, at Alabama.

    FOR IMMEDIATE RELEASE
    (SACRAMENTO) – Attorney General Bill Lockyer announced today that five of the largest U.S. distributors of music CDs and three national chain stores have agreed to pay $67.4 million for consumer refunds and provide some seven million free music CDs valued at $75.7 million for schools, libraries and charities to settle a multi-state price-fixing complaint.
    The free music CDs are going to public schools and libraries. Partial refund payments will be mailed to consumers who submit valid claims to a court-appointed claims administrator. Details of the refund program will be announced later, once the court approves the settlement. Contrary to some news media reports appearing on this settlement, there are no free CDs being given to consumers at the retail stores.
    "Our antitrust investigation found illegal sales agreements being used to stifle competition and fix the prices of music CDs," Lockyer said. "Instead of benefitting from a competitive marketplace, consumers looking for music entertainment had their pocketbooks squeezed by these secret deals to artificially inflate prices."

    School field trips to the Supreme Court Schools Justice Waller has visited JUSTICE WILLIAM L. WALLER, JR.
    Justice William L. (Bill) Waller, Jr., a seventh generation Mississippian, was born on February 9, 1952, in Jackson. He is the eldest son of former Governor Bill Waller, Sr., and Carroll Overton Waller. After graduation from Murrah High School in 1970, he attended Mississippi State University and Delta State University, receiving his undergraduate degree in General Business with emphasis in Finance, Tax and Insurance in 1974 from Mississippi State. He received his Juris Doctor from the University of Mississippi Law School in 1977. While in law school, Justice Waller was a member of Phi Alpha Delta Legal Fraternity and the Lamar Society of International Law, and served as Chairman of the Faculty Evaluation Committee.
    Justice Waller is a Brigadier General in the Mississippi Army National Guard, presently serving as Commander, 66th Troop Command. Previous commands include Commander, 2-198th Armor Battalion, 1/108th Armored Cavalry Squadron, and Troop B, 1/108th Armored Cavalry. He is a graduate of the Command and General Staff College and of the U. S. Army War College. He has served as Secretary, Legislative Committee Chairman and Board Member for the Mississippi National Guard Association and is a member of the American Legion. In the fall of 1999, Justice Waller received the ROTC Distinguished Alumnus Award from Mississippi State University.
    He is an active member of the First Baptist Church in Jackson where he is a Sunday school teacher and deacon, and is active as a coach in youth basketball, baseball and soccer. Justice Waller is married to the former Charlotte Brawner of Biggersville, Mississippi, who is the immediate past president of the statewide judges' spouses' association, "JEMS." They have three children: William, Jeannie and Clayton. Both Justice Waller and his son William are Eagle Scouts.
