    Mississippi set to change teacher certification

    Senior Staff Writer The State of Mississippi's requirements for attaining a teachers license are changing once again. The change in policy will dramatically affect many students hoping to become a high school teacher.
    For the last seven years, Ole Miss has not offered a secondary education major. Students desiring to be-come a high school teacher have taken an alternative route to obtain a teaching license. However, starting July 1 a new course of action will take place.
    "The requirements have yet to be announced to students and in a couple of months they will be looking for a teaching position," said Tom Bates, certification officer and associate professor of education leadership. "I'm afraid that a lot of people will realize that they have waited too late because they did not know about the new policy. It's going to leave a lot of people high and dry,"
    Bates said even though he told students only a couple months ago about the current requirements, the certification process will continue to change. He is not certain of the new requirements in question.
    When asked about the new proposal, Jennifer Box, a senior from Eupora, said, "I did not know anything about it. I just finished my last test this past weekend and this is new to me."

    Teacher Corps gives new direction to prospective teachers

    Contributing Writer When Kathleen Sullivan graduated from Williams College magna cum laude last June, she wanted to be exposed to something "more real." So she decided to take off from New England and go as far south as possible. She joined the Teacher Corps, a Mississippi version of Peace Corps, to teach in one of the nation's most poverty-stricken areas - the Mississippi Delta. She couldn't find a "more real" world.
    Sullivan, 22, now teaches English at the Yazoo City High School, surrounded by cotton fields, catfish ponds and poverty.
    She stumbled upon this job by accident. While searching a prospective job in the career counseling center at Williams College, she found "a little pamphlet of the Mississippi Teacher Corps [that] was stuck in some ragged-old notebook." Sullivan had never been in Mississippi before. "It looked really intriguing."
    Sullivan is one of 25 bright and highly motivated college graduates recruited by the Teacher Corps last year to ease the critical shortage of qualified teachers in the state's rural areas.
    Since its launch in 1989, the state-funded program, which is mainly organized by Ole Miss, has attracted teaching talent from across the country. Every year, it receives more than 150 applications for 25 to 30 slots.

No teacher holding a certificate of less than an "A" classification shall be eligible to teach in the public schools of this state; in setting such standards, the state board of education may designate certificates of vocational and technical teachers which will be considered as equivalent to Class A or AA certificates for the purpose of the scale as set forth in section , and for the purpose of the experience increases provided for in section . If, however, an emergency situation shall arise which would require the employment of a teacher with less than an "A" certificate, such teacher may be hired with permission in writing from the state board of education and then for only one (1) year at the time. The governing authorities of the school district needing the services of such teacher shall apply in writing to the state board of education for permission and shall state therein the circumstances creating the emergency and other reasons for the request to hire such a teacher.     The state board of education is authorized and directed to require tests such as the common and teaching areas of the National Teacher Examination or an examination of achievement as one of the requirements for the issuance of public school professional certificates issued after January 1, 1972, to any person applying for the first time for a professional certificate.
    Scores on said test or tests shall be made a part of the record of the applicant and maintained in the files of the office of teacher certification division of the state department of education.
    The state board of education is further authorized at its discretion to make determinations of minimum scores required of a person applying for the first time for a professional certificate.
    The state board of education shall, at its discretion, determine conditions that would prevail should a person desire to take said test or tests more than once.

    The Mississippi Private School Association is a service agency for member schools in the four state area of Arkansas, Louisiana, Mississippi and Tennessee. The association offers such services as school accreditation, teacher certification, student activities and athletics, a teachers' organization, testing programs, teacher placement services, and student organizations including student council and honor society.
    To obtain membership in the MPSA, a school must be accredited by the MPSA Accrediting Commission. At present, the MPSA has a membership of 120 schools with approximately 47,000 students and 3,000 teachers and administrators. Of the 120 schools, four are in Arkansas, 22 are in Louisiana, 90 are in Mississippi and four are in Tennessee.

    EXECUTIVE COMMITTEE
    The Executive Committee of the MPSA, which is composed of 12 members, is the governing board of the association. The committee includes one lay director (board member of a school) and one administrator chosen annually by the schools from each of the five geographical districts of the MPSA. Four additional laymen are chosen by the membership to serve as officers of the association.
    The Executive Committee is responsible for such items of business as reviewing and approving applications for membership, dismissal of schools not meeting minimal accrediting standards, hiring personnel to staff the association's central office, setting the annual budget for the association, approval of policies and standards recommended by the commissions and any other business that is of general concern to the membership. This board also renders final decisions on all appeals from any part of the infrastructure of the organization.
