    Spencer Grant Awarded for Collaborative Project Dr. Marilyn Cohn, Director of Teacher Education, and Suzanne Kirkpatrick, Teacher Liaison to the Kirkwood-Washington University Partnership, recently received a Practitioner Research Communication and Mentoring Grant from the Spencer Foundation. The grant will support two teacher research projects for the next two academic years. The first project involves study groups of experienced teachers at Kirkwood High School and clinical faculty members in Washington University’s Department of Education who are meeting to discuss how they can increase their understanding of the impact of factors such as race, class, sexual orientation, and interest in learning among students in their classrooms. Teachers in the study groups have committed to developing and implementing some new classroom approaches with their students and to studying and documenting their efforts, using the methods of action research.
    Rebecca Rogers Joins Faculty Dr. Rebecca Rogers has joined the faculty in the Department of Education as Assistant Professor. Rebecca’s research and teaching focus on literacy education. Rebecca was a research associate with the Center for English Learning Achievement for four years where she studied the influence of integrated instruction on student and teaching learning. She came to Washington University from the State University of New York at Albany where she earned her Ph.D. in Reading Education. While at the University at Albany, Rebecca established a school-based reading clinic in an urban elementary school. Rebecca received the Lillian Barlow Scholarship for research related to an empirical and theoretical analysis of family literacy as gendered practice. Prior to university teaching, Rebecca was a reading teacher for both elementary school students as well as students in an urban adult literacy program.

MCDHH Directions The Missouri State Task Force on Education of the Deaf Data Collection Back to Content Based on the collective experiences of the Task Force, several areas of concerns were identified. These were areas deemed by the Task Force members as being problematic. Some were indications of serious program deficiencies. Other presented issues related to interpretation of laws and regulations. Still other areas focused on psychosocial and emotional aspects of deaf education. The Task Force developed these categories to assist in identifying the issues, problems and needs. These categories became the framework of the Task Force's study, however, they were not exhaustive. They are:

    • Child Development Issues
    • Critical Mass Issues
    • Assistive Technology Issues
    • Extracurricular Access

    The Task Force held seven town meetings across the State between February and April 1994. The cities in which the meetings were held were Columbia (in conjunction with the Show-Me Symposium), Cape Girardeau, Brookfield, Kansas City, Rolla, St. Louis, Springfield, and Farmington. A total of 232 people attended all seven town meetings. This allowed the Task Force to hear and 70 oral testimonies from parents, deaf individuals, professionals in the field, advocates, and others to the shortcomings/problems in our deaf education system.

    In the process of preparing the annual budget, the Superintendent/designee shall estimate the amount of actual local tax revenue anticipated to be raised, the rate required to produce the amount, and the rate needed to support the principal, interest and fees payment on bonded indebtedness and general financial obligations of the District. The Superintendent shall recommend the appropriate tax rate to the Board of Education for approval.
    If required, the Board shall submit to the voters a proposition for increase in the tax rate beyond the current approved level if it is deemed necessary to obtain increased revenue to meet projected District expenses. State law and Article X, Section 11C of the Missouri Constitution shall govern tax election procedures.
    State Tax Sources
    All state funds will be accepted for the operation of the District as provided by entitlement by law and through regulations of the Missouri State Board of Education or Missouri Department of Elementary and Secondary Education.
    The Superintendent/designee is responsible for filing all required reports and forms to obtain state funds to which the District is entitled to receive according to developed rules and regulations.

    Fishing in North Dakota
    North Dakota is recognized nationally for its excellent fishing. Anglers travel from all across the country to catch Lake Sakakawea Chinook salmon, Red River catfish, Devils Lake perch, and paddlefish from the confluence of the Missouri and Yellowstone rivers. In addition, other public waters scattered throughout the state offer bass, bluegill, crappie, muskellunge, sauger, trout, and other species. Walleye
    Best walleye fishing is found on the Missouri River system and Devils Lake. On the Missouri River, Lakes Sakakawea and Oahe both produce good catches of walleye, as does the river itself. The Missouri River system offers more than 50 access points. Devils Lake, in north-central part of the state, also yields sizeable walleye. Perch
    Devils Lake is renowned for its perch fishery. Catches of 1 pound-plus fish are not uncommon. The state record, 2 pounds 15 ounces, was taken there in 1982. Paddlefish
    The confluence of the Missouri and Yellowstone Rivers provides the best paddle fishing in the state. Paddlefish anglers must purchase a tag (one per season) available from the game and fish office in Bismarck and most license vendors in Williams and McKenzie counties.

    The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
    There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

    Education Policy Studies The state of Missouri is launching a concerted state effort to promote healthy weight in school-aged youth. Missouri is a participant in the NGA Interdisciplinary Network on School-Health Partnerships, a project which includes the Office of Governor Bob Holden. Missouri's NGA project team, along with the Missouri Coordinated School Health Coalition, has drafted a white paper that describes weight-related issues affecting Missouri students and identifies policy actions to address them.

    Commission Members Meeting Schedule The Mental Health Commission , composed of seven members, appoints the director of the Department of Mental Health with confirmation by the state Senate. Commissioners are appointed to four-year terms by the Governor, again with the confirmation of the Senate. The commissioners serve as principle policy advisers to the department director. The Commission, by law, must include an advocate of community mental health services, a physician who is an expert in the treatment of mental illness, a physician concerned with developmental disabilities, a member with business expertise, an advocate of substance abuse treatment, a citizen who represents the interests of consumers of psychiatric services, and a citizen who represents the interests of consumers of developmental disabilities services.
