Financial Assistance for Low-Income Parents
Child Care and Development Fund
The Department of Health and Human Services' Administration for Children and Families implemented the Child Care and Development Fund (CCDF) program (authorized by the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, PL 104-193) to assist low-income families, families receiving temporary public assistance, and those transitioning from public assistance in obtaining child care so they can work or further their education. The Child Care and Development Fund program has changed Federally subsidized child care programs in States allowing them to serve families through a single, integrated child care system. All child care funding is now combined under the Child Care and Development Block Grant (CCDBG) Act. Revised final regulations which apply to the combined Child Care and Development Fund program were issued on July 24, 1998. Subsidized child care services are available to eligible families through certificates or contracts with providers. Parents may select any legally operating child care provider. Child care providers serving children funded by CCDF must meet basic health and safety requirements set by the States and Tribes. Requirements must cover prevention and control of infectious diseases, including immunizations; building and physical premises safety; and minimum health and safety training.

    PROGRAM A Ph.D. in Business Administration with a concentration in Finance prepares the student for careers in academia, business, or government. The successful student will demonstrate a depth and breadth of understanding of all the major areas of finance, will demonstrate research competency, and will develop teaching skills. Small class size provides a supportive environment conducive to the exchange of ideas and the development of new insights by both faculty and students. Admission to the Ph.D. program is open to applicants who show evidence of strong intellectual abilities, a commitment to research, and a desire to teach. An applicant’s academic record must indicate the intellectual capacity and motivation for success as a professional person. DEADLINES Application forms for admission can be obtained from the Graduate Applications page. Applications, transcripts of all collegiate work, GMAT test scores, three letters of reference, a sample of writing skills such as a term paper, and a statement of career goals are required for admission evaluation. Admission is on a competitive basis. All application materials must be received by the department by February 1 to be considered for admission. PEERS The Ph.D. program in Finance at OSU is relatively small, with 5-10 students enrolled at any given time. This allows for extensive personal interaction with faculty and frequent faculty-student research. By limiting the number of students and by maintaining the quality of the program, our graduates have an assortment of attractive employment opportunities from which to choose.

What is the Midwest Student Exchange Program?
The Midwest Student Exchange Program (MSEP) was established by the Midwestern Higher Education Commission to increase interstate educational opportunities for students in its member states. The program enables residents of Kansas, Michigan, Minnesota, Missouri, Nebraska , and North Dakota to enroll in participating institutions and their selected programs (see below for list of programs at MU) at reduced tuition levels. Students gain a more affordable opportunity to attend an out-of-state institution, while participating institutions gain increased enrollment efficiency in programs with excess capacity.
Tuition Costs
Actual savings through MSEP vary from institution to institution. An MSEP student at MU pays 150 percent of the institution's regular resident tuition plus any required fees. For example, University of Missouri resident tuition and fees for school year '02-'03 are $173.65 per credit hour. Non-resident tuition and fees for '02-'03 are $478.75 per credit hour. MSEP tuition and fees are $260.48 per credit hour a sizable savings over non-resident tuition. (Tuition and fees may be revised in future years.)
Students retain their MSEP status as long as they remain enrolled in a participating degree program, maintain residency in a participating state, and make satisfactory progress toward program completion. MSEP status is revoked if a student changes to a non-participating degree program.

    The Administration for Native Americans (ANA) promotes the goal of social and economic self-sufficiency of American Indians, Alaska Natives, Native Hawaiians, and other Native American Pacific Islanders, including Native Samoans.
