Resources Other Resources DEPARTMENT OF MENTAL HEALTH - HOUSING The Department of Mental Health (DMH) Housing Team works with all three of the Department's divisions to identify and coordinate housing resources. The divisions are: Division of Alcohol and Drug Abuse Division of Comprehensive Psychiatric Services , and Division of Mental Retardation and Developmental Disabilities The Housing Team serves some of the largest low-income populations in the state of Missouri. Their mission is "To assist Missourians challenged by mental illnesses, substance abuse/addictions and developmental disabilities in obtaining and maintaining safe, decent and affordable housing options that best meet their individual and family needs". Their goals include increasing the number of persons with disabilities that live in safe, decent, affordable housing of their choice, preventing homelessness for very low income Missourians with disabilities, working within the divisions to provide individualized services and supports that assist consumers in maintaining their housing and to increase rental assistance and homeownership opportunities for persons served by the Department. While most programs operated by Little Dixie are in Choctaw, McCurtain and Pushmataha Counties, there are some efforts that take us well out of southeast Oklahoma. One such program is Little Dixie's Self-Help Assistance Resource Education (SHARE) program. Since 1980, Little Dixie has held a contract with USDA Rural Development to administer training and management assistance to Rural Development and Self-Help Housing grantees in an 11-state region of the country. Little Dixie staff members travel throughout the central part of the country to provide training and monitoring services. The training includes overall program structuring, planning and operational management such as budgeting, staffing, etc. Among the areas monitored are: program compliance reviews; expenditures of program administrative funds; clientele contruction money; and construction quality. Each year, Little Dixie's SHARE staff monitors approximately $4 million in administrative budgets and $20 million in construction budgets of Self-Help Housing Program grantees. States currently being served by the program are: Arkansas, Kansas, Louisiana, Missouri, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Texas and Wyoming.

Family and Community Development Division The Family and Community Development Division is responsible for operating the outreach centers in the nine county service area. These centers serve as a central contact point for low-income clients to find available resources and provide direct emergency services. The division has expanded its operations by developing, constructing, and managing multi-family and single-family housing. Apartments are available in Lincoln, Windsor and El Dorado Springs. There are nine houses available for families in Clinton. All units are rent restricted and available for income eligible individuals and families. Subsidized Housing:
The Affordable Option For Low-Income Senior Adults Finding appropriate housing at affordable prices can be difficult for many senior citizens. The federal government has established several programs to assist seniors with these housing needs. Subsidized housing programs are administered through the Department of Housing and Urban Development, Missouri Rural Development (formerly Farmers Home Administration), and the Missouri Housing Development Commission. Each of the programs have separate eligibility guidelines based on income, family size, employment status, and other factors. Because of the variety of programs and eligibility factors involved, it is recommended that contact be made with management of the public housing in which you are interested for their specific requirements of residency. As a resident of subsidized housing you have certain rights and responsibilities that should be included in your lease, similar to those outlined under the landlord-tenant section. You also have a grievance procedure that may be used to resolve any disputes regarding rent increases, damage charges, eviction, or other unresolved problems. Where can I get more information?

Announce $9 million in New Grants to Build 600 New Self-Help Housing Projects
TROY, Mo., June 20, 2002 – As part of National Homeownership Month, Agriculture Secretary Ann M. Veneman today joined Housing and Urban Development Secretary Mel Martinez to celebrate successful public-private partnerships that are helping Americans realize the dream of homeownership. The two Secretaries also announced $9 million in new grants to help build 600 self-help housing projects, supporting President Bush’s goal of expanding homeownership opportunities across the nation. In Troy, Missouri, the Secretaries visited with families who were able to purchase their first home through grants, loans and assistance from USDA and HUD programs. Richard and Kristina Harris and their two children received a $68,000 loan from the Department of Agriculture, a $23,000 loan from Missouri-based Peoples Bank and assistance from HUD counselors to make homeownership a reality. “President Bush has put forth a bold initiative to expand homeownership opportunities throughout America,” said Veneman.

The situation in the inner cities of America is not hopeless. The creation of decent and affordable housing is an essential platform for residents of low-income communities who are trying to improve their lives. It is a first step toward transforming the deteriorated and violent conditions scarring our cities. Decent, affordable housing gives families dignity, self-respect, and the ability to improve their circumstances. Housing is not the solution to poverty in and of itself, but without a safe and healthy place to live, a family cannot begin to deal with its complex, interlocking problems.
Why nonprofits? Over the past decade the nonprofit housing industry has significantly expanded both in production capacity and in sophistication. Nonprofit housing groups can now be found in all 50 states, in urban and rural areas from Portland, Oregon, to Portland, Maine. There are between 3,000 and 5,000 nonprofit organizations that have collectively developed hundreds of thousands of homes for low-income Americans. Community-based nonprofits are sensitive to the unique needs of their local neighborhoods. Their sustained commitment to the community makes them especially suited to undertake community development activities. Nonprofits work in areas largely neglected or abandoned by the for-profit sector for various reasons, such as the need to link social services to housing, the small scale of the housing development, or declining real estate values. Nonprofits have a different set of incentives and thus can do the work that no one else wants to take on.

Education and Training Community Education is offered in the project area using curricula developed by community members working in cooperation with local health care providers. Community Development Coordinators use the curricula to educate primarily women of reproductive age and those who interact with them. Presentation topics include: Smoking and Pregnancy; The Importance of Breastfeeding; The Importance of Folic Acid; Alcohol, Drugs and Pregnancy; Safe Sleeping for Baby; The Importance of Prenatal Care; and Teen Pregnancy: It's Everybody's Baby. Presentations can be scheduled by contacting your local Community Development Coordinator. Professional Education is offered through MBHS-sponsored conferences and workshops. National speakers present at conferences held in and near the Bootheel. Topics addressed in past conferences include Fetal Alcohol Syndrome, Teratogens, Breastfeeding, Substance Abuse during Pregnancy, Low Birthweight Issues and Teen Pregnancy. Workshops are offered for area physicians, nurses, health educators, police and paramedics/EMTs, child care providers and parent educators on SIDS research, risk reduction recommendations, emergency response and bereavement. Presentations can be scheduled or information can be requested on upcoming conferences and workshops by contacting the Education and Training Manager, located in the Sikeston office.

United States Department of Labor 167 Program
UMOS provides a variety of employment and training services statewide under the National Farmworker Jobs Program, section 167, to strengthen the ability of eligible migrant and seasonal farmworkers and their dependents to achieve economic self-sufficiency by obtaining or retaining employment or stabilizing their agricultural employment.
These services were made available through an extensive delivery network consisting of local partnerships and cooperative agreements. Some of these partnerships and agreements include workforce investment boards (PIC), the Wisconsin Technical College System, State of Wisconsin Department of Workforce Development, Job Service, numerous employers and community-based organizations who pro-vided work experience sites and employment opportunities. This was often facilitated through education and training, providing skills that enhance employability and increase the possibilities of gainful employment. In the year 2000 our program consisted of the following services:

Charles Hess, Director of Engineering and Technical Services in Ohio River Division, transferred to HQUSACE to be the Chief of Operations and Readiness Division in the Directorate of Civil Works, effective Jan. 5. Governor's award
James Johnson, a maintenance leader at the Corps' Kinzua Dam in Pennsylvania, received a Governor's Award for Environmental Excellence on Oct. 28. Johnson received an Outstanding Achievement Award. In 1982 he launched the Environmental Youth Program to educate youth about conservation. In the past 14 years, about 10,000 young adults have learned about soil and water conservation, fish and wildlife management, nature, forestry and recycling in programs like the Kinzua Bridge Historic Trail, the World Conservation Camporee, Elk Bar 50-Mile Adventure Conservation Trail, and Agriculture Field Days. Johnson has volunteered more than 40,000 hours, and similar programs have been established across Pennsylvania, New York and Pennsylvania.
