The National Indian Child Welfare Association and Casey Family Programs have released a new document, Improving Access to Independent Living Services for Tribes and American Indian Youth. Author, Nicole Clemens, compares the differences in service requirements under the previous independent living legislation to those mandated under the Chafee Foster Care Independence Program. Most importantly, there is a section addressing how service needs can be provided to Native Youth in a culturally appropriate way. The author acknowledges Robin Nixon of the National Foster Care Awareness Project, Pam Johnson of the Children's Bureau, and Rebecca Copeland of the National Resource Center for Youth Services, for assistance and support.

Programs Men's Ministry
  • Christian Recovery Program
    The Christian Recovery Program helps men in their spiritual, emotional and social growth. Spiritually, they are shown the way of salvation and that the greatest defense against the enemy is a love relationship with Jesus Christ. Emotionally, they are counseled on a one-on-one basis and are referred, when necessary, to a professional to help stabilize their future. Socially, they are encouraged to finish their high school GED and are able to get tutoring if needed.
    Overnight Shelter
    Our overnight shelter is for men who are homeless and need a place to stay. We have a 50 bed dormitory. Victory Mission also provides information for outside help such as clinics, eye glasses, job services and many other things. There is also a ninety day program in which the men are encouraged to find a job.
    Night Chapel Victory Mission has chapel and supper every night with different churches coming in to lead the service. Clothing Clothing vouchers are written for the men who need clothes, who then use the voucher to shop at the Victory Mission Thrift Store.

FUNDS AVAILABLE FOR HOUSING ASSISTANCE PROGRAMS [Kansas City] The Missouri Housing Development Commission has announced the availability of funds for agencies and organizations providing housing assistance for low-income families in Missouri.
An estimated $4.5 million in funding will be made available through the Missouri Housing Trust Fund (MHTF) for the 2002 fiscal year. MHTF funds must be used to financially assist the development of housing and provide housing assistance to very low-income individuals and families. All persons assisted by MHDC funds must have income at, or below, 50 percent of the median family income for the geographic area. Half of the funds must be used to assist individuals or families with income at or below 25 percent of the median family income for the geographic area. The Commission approved more than $4 million in MHTF funding for 55 projects from the 95 proposals submitted for funding in December 2000 for the 2001 fiscal year. The Housing Trust Fund MHTF is designed to increase affordable housing opportunities for low-income families. Eligible MHTF activities range from homeless programs to homeownership assistance, including homeless shelters, rental assistance programs, and development of new or rehabilitated rental and single family housing that are funded through grants or loans.

    YMCA parent-child programs have a long history of providing children, ages 4 and up, and their parents with opportunities for good times, learning and mutual understanding. One such program is called Y-Guides. It is based upon a respect for strong family and community ties in American traditions. The program brings together parents and children in small groups.     As an extension of building affordable housing with services, Beyond Housing now focuses on the broader goal of building communities. In the past, Beyond Housing built single-family homes on scattered sites with the goal of achieving a more rapid assimilation into each neighborhood. In 1997, the Monsanto Fund challenged Beyond Housing to expand its involvement from affecting individual homes to encompass entire neighborhoods. Since then, Beyond Housing has incorporated its understanding of how surrounding environment affects family progress to develop a series of community programs. Today, we are constructing a greater number of homes in a single neighborhood with the hope of strengthening the community as a whole. Seventeen of our homes were built in the north St. Louis county neighborhood of Castle Point. Castle Point is a community of approximately 5,000 residents living in 1,200 homes. Over the last twenty years, it has experienced a number of negative trends including physical deterioration of the community, crime, substance abuse, and high unemployment.
