Welcome to Fort Leonard Wood. America's military has a new vision today, and it means a multi-million dollar boon to Missouri's economy. Along Interstate 44 between St.Louis and Springfield, you can enjoy views of gently rolling Ozark hills, pristine streams, and national forest land, interrupted only by the occasional town and the roar of diesel trucks. In Pulaski County near Fort Leonard Wood, some of those trucks take on the distinctive pattern of camouflage. You're going to be seeing a lot more of those trucks. An estimated 10,000 new residents more than the combined populations of the neighboring towns of St. Robert and Waynesville will be coming to the Fort Leonard Wood area later this year. The influx is a result of the military's moving two military schools chemical and military police to the fort to join the engineering school that moved in the 1980s. Currently, more than $130 million is being spent on commercial and residential construction in the base region, in addition to the $220 million the U.S. Army is spending to build new facilities on the base. In 1995, Fort Leonard Wood came out of the federal government's Base Realignment and Closure (BRAC) Com-mission's process victorious. BRAC considered only two options for the fort: either the military police and chemical schools would be moved to Fort Wood, or it would be closed forever.

Bob Holden today officially awarded honorary high school diplomas to three central Missouri veterans who quit school to enter the military during World War II. "As we celebrate this Veterans Day, it is a privilege for me to launch Operation Recognition and salute the first group of Missouri veterans to receive an honorary high school diploma," Holden said. "This is a small but significant way for the people of Missouri to honor the sacrifices these veterans made on our behalf and to say thank you for their service to our state and nation."
  • Lawrence R. Barry, 76, of California, Mo. Barry was in the Army from 1943-45, serving in North Africa and Italy. He was attending school in California when he joined the military. Kenneth N. Proctor of Russellville (deceased). Proctor served in the Navy during 1945 and 1946. His widow, Norma Jean Proctor, accepted the diploma from Holden. Proctor, who died early this year, had expressed hope that he would be able to receive an honorary diploma.

Commentary Dear School Administrator: Enclosed is a copy of Tom Davis’s letter summarizing the September meeting of the State Board of Education. His letter covers several timely issues, and I encourage you to review it carefully. MILITARY RECRUITERS’ ACCESS TO SCHOOLS AND STUDENTS One of the lesser-known provisions of No Child Left Behind requires high schools to provide "directory information" about students to military recruiters and to grant recruiters the same level of access to schools that they give to postsecondary institutions and prospective employers. Under the Family Educational Rights and Privacy Act (FERPA), you are required to notify parents about the privacy of educational records and the uses of students’ directory information (name, address and phone number). Under the new law, such information must be made available to recruiters unless parents specifically "opt out" and refuse to allow the release of such information. I do not expect this will be an issue for most schools because the education community has worked at developing a positive relationship between educators and the different military recruiting commands. Nevertheless, it may be advisable for you to review your practices and make sure everyone understands how students’ directory information may or may not be used.

Home School Laws and Legislation Home Schooling H ome Schooling Information The current statutory provisions for home schooling can be summarized as follows: 1. Any parent may educate a child at home. The parent does not have to have a teaching certificate or meet any education requirements. 2. According to recent legislation signed into law by Governor Carnahan, effective August 28, 1993, a parent or guardian of a child, between seven and sixteen years of age, shall cause the child to attend regularly some public, private, parochial, parish, home school or a combination of such schools 3. If a parent decides to home school, he or she shall offer 1,000 hours of instruction during the school year, with at least 600 hours in the basics, which will be in reading, language arts, mathematics, social studies, and science. At least 400 of the 600 hours shall occur in the home location. 4. The school year is defined as beginning July 1 and ending the next June 30. 5. A parent who is home schooling a child must maintain the following records:

In March 1827, the Adjutant General's Office in Washington, D.C. ordered Colonel Henry Leavenworth to set up a permanent camp near the junction of the Missouri and Little Platte Rivers. Colonel Leavenworth moved up the Missouri River with four companies of infantry and, on 8 May 1827, found a suitable area for a permanent camp. While waiting for official site confirmation, he started a tent camp. Small log and bark huts soon followed, built along what is now Scott Avenue, south of the Post Chapel. Permanent construction began around the Main Parade Area the following year. In September 1827, the site was approved and called Cantonment Leavenworth. Records show the strength of the camp as 14 officers and 174 enlisted men. Thus began one of the most important Army posts west of the Mississippi River. From here a branch of the Oregon Trail led up the steep hills away from the Missouri River. The huge corrals and supply yards for a branch of the Santa Fe Trail sprang up in this area. From here, traders and wagon trains began their long journeys to the West. When the Indian migration began in the 1830s, the post became the center of activities for Indian agents and found itself keeping peace among the tribes. The name of the post was changed to Fort Leavenworth in 1832. When the Mexican War broke out, the fort was used to outfit troops moving to the south. The post, under the command of General Philip Kearny, was the headquarters for the Army of the West. The 1850s were times of turmoil and bitter animosities in the United States. States' rights and slavery were the issues of the day when the territory around Fort Leavenworth opened for settlement in 1854. The town of Leavenworth was established in that year. At the beginning of the Civil War, the Army set up Camp Lincoln at Fort Leavenworth to muster men into the service, train them, and assign them to units for combat duty.
