Why Mongolia: Incentives and Investment protection Foreign investors enjoy a legal protection guaranteed and regulated by the laws of Mongolia as well as by international treaties to which Mongolia is a signatory. Mongolia has joined the Washington Convention on the Settlement of Investment disputes between the State and nationals of another State (1965, join 1996) and the "Seoul Convention on Investment Insurance"(1985, join 1999). Also, Mongolia is a full member of the Multilateral Investment Guarantee Agency (MIGA) of the World Bank Group, since January 1999 and investors will thus be eligible for risk insurance through MIGA. As of 1998, Mongolia has signed trade agreements with 78 countries around the world and became a member of the World Trade Organization in 1997. Mongolia has negotiated "Encouraging and Mutual Protection of Investment Agreement" with 31 countries; "Exemption on Double Taxation Agreements" have been negotiated with 19 countries of the world.

HOME INFORMATION SIGHTSEEING EVENTS ... Government Mongolia's Flag The National Flag of Mongolia is red with a vertical blue stripe down the middle. On the left hand red stripe of the flag is a yellow Soyombo (see below). The colours are symbolic. Red is the colour of fire symbolizing progress and prosperity while the blue represents the colour of the sky, meaning peace and eternity. The Economy Mongolia has a severe climate, dispersed population and wide expanses of unproductive land. Economic activities primarily focus on agriculture, breeding of livestock and mineral products. Until 1990, Mongolian economic development had been directed by a series of Soviet-style central plans, and in the 1970's, mineral resource development had been conducted with the assistance of the Soviet Union, Czechoslovakia and Bulgaria. Since 1990, Mongolia's economy has suffered substantially due to the withdrawal of Soviet Aid for development. However, liberalisation seems to have put its positive effect on the economy at last, starting from boosting small scale agricultural output; both agricultural and industrial growth has been positive since 1994. The decline in GNP, the devaluation of the togrog and continued rapid population growth contributed to a decline in real incomes after 1990. By 1996, the average monthly earnings of an urban family of four were MNT40,000 and of a rural family MNT30,000. An estimated 36% of the population lives in poverty.

Government: Under the new constitution, which took effect in February 1992, Mongolia has a unicameral legislature, the 76-member Great Hural, which is elected for a four-year term and appoints ministers who hold executive power. The President, who is also elected for a four-year term, is head of state. Since May 1994, Mongolia has been divided into 21 provinces and one municipality (Ulaan Baatar), with appointed Governors and elected local assemblies.

Since 1990, The Asia Foundation has promoted representative government, judicial education, legal reform, and the development of civil society by providing critical technical assistance and direct assistance, and investing in countless leaders in Mongolian government and civil society. Through its urban and rural programs nationwide, the Foundation has significantly increased citizens' understanding of the concepts of accountability and transparency in government, and civic rights and responsibilities in Mongolia. The Foundation also supports Mongolia's economic integration in the Asia-Pacific region. PROGRAM HIGHLIGHTS Local Development
PECC/APEC Initiative Beginning in 1997, the Foundation has supported in-country seminars on Asia-Pacific engagement and Mongolia's participation in a series of regional meetings that led directly to the establishment of the Mongolian National Committee for Pacific Economic Cooperation (MONCPEC) in December 1998. MONCPEC's initial activities include preparation of Mongolia's first mid-term economic forecast and a seminar for the business community on benefits of Asia-Pacific linkages for private sector development. Human rights activists and non-governmental organization representatives in Mongolia are worried that the government, which is dominated by former Communists, strives to curtail individual liberties. They cite authorities’ harsh reaction to a protest in the capital Ulanbaatar against land privatization legislation. Up to 200 police officers were deployed in the early hours of November 13 to break up the privatization protest outside Parliament, located at Sukhbaatar Square in the center of the capital. Dozens of protesters – some of them farmers, who had driven to the capital on their tractors – were taken into custody. Police also cordoned off the nearby offices of the opposition Democratic Party, which provided logistical support to the demonstrators. A group called the Fair Land Privatization Movement organized the protest. All those either detained or contained against their will were released after up to eight hours in custody. Political observers say the government’s decision to forcibly terminate the protest is an unprecedented development in Mongolia’s post-Communist era. Oyungerel Tsedevdamba, a volunteer for the Liberty Center, an Ulanbaatar NGO, noted that over the past dozen years, the country’s leaders had never before resorted to force to silence demonstrators, even during the pro-democracy protests that led to the end of one-party rule in 1990.
