Born in the deserts of Tucson, Ariz. - an area with a lot of beach, but little waves. Although born in Tucson, CAPT Balk was raised all over the United Sates, but mostly on the beaches of California. While successfully cramming a four-year college degree into six years, CAPT Balk enlisted in the Navy in November 1979, where by luck and a lack of money, he was one of the first under the Civil Engineer Corps Collegiate Program. Just prior to reporting as Executive Officer of the Naval Construction Battalion Center Port Hueneme, CAPT Balk was the last Officer-in-Charge (OIC) of the Seabee Logistic Center - four months after taking charge, and primarily due to regionalization, the Seabee Logistic Center was disestablished and consolidated with the Naval Construction Battalion Center Port Hueneme. Thus, CAPT Balk has the dubious honor of having the shortest Command in Civil Engineer Corps History (without being relieved for cause).

Naval Architecture is one of the most exciting branches of Engineering. A Naval Architect is a professional engineer who can be responsible for the design, construction, operation, maintenance and repair of a wide variety of ships and floating installations, including:
  • Ships for the carriage of cargo - container ships, passenger ferries
  • Offshore mobile installations - drilling rig semisubmersibles, crane barges
  • Warships - frigates, submarines
  • High speed craft - Hovercraft, Hydrofoils, SWATH
  • Yachts and other small vessels - racing and pleasure craft
Ships will continue to provide a vital and necessary service for mankind all over the world. The volume of world trade, marine activities around our coasts and in deep water, and a booming leisure industry all require ships and boats of many different types, sizes and configurations. We need to transport raw materials and manufactured goods, to ferry people, to cruise on ocean liners or simply to 'mess about in boats'. There are naval and strategic defence requirements as well as vessels for scientific exploration of the oceans. Then there is the oil business which requires the service of floating craft able to continue operations safely on the high seas. To give an example, there is impetus to extend the need for floating production plant in place of installations fixed to the sea-bed.

Oceanography - And Your Career
What is oceanography? Oceanography is a multidisciplinary science concerned with knowledge of the oceans and improvements in technology based on such knowledge. It incorporates many scientific fields that can be applied to the marine environmentphysics, geology, chemistry, biology, meteorology, geography, and geodesy. What do oceanographers do? There are two types of oceanographers in the Naval Meteorology and Oceanography Command. The physical oceanographer studies the physical properties of the ocean and the relationship between the sea and the atmosphere. The geological oceanographer studies the topographic features, rocks, sediments, and physical composition of the ocean floor. The Command employs other types of marine scientists, such as geophysicists and physical science technicians who examine other aspects of the ocean environment. Where do oceanographers work? Because oceanography is the study of the ocean, most oceanographers spend a great deal of time at sea. The Naval Meteorology and Oceanography Command operates eight Military Sealift Command ships, conducting oceanographic survey operations worldwide. Some oceanographers work in ocean research at other organizations.
