He has long since passed the point where there was any doubt of his success, and his well organized force may now move on to accomplish the very best of results. We take great pleasure in making a place in our columns for part of an article which the Commissioner recently prepared for The National Republican. "Nowhere else in the entire service was there a more urgent necessity for improving the personnel than in the corps of school employees. Ignoring all considerations except those of fitness for the work, the Commissioner has steadily aimed, during the two years, to improve the personnel by the dismissal of the unworthy, incompetent or inefficient, and the selection of the best available persons to take their places; and it is the universal testimony of all who are at all acquainted with the Indian schools that there has been, in the character of those engaged in the service, a vast improvement, and that in this particular the schools to-day rank very high, and compare most favorably with schools anywhere in the country.

Background note: During the early years of the 20th century, the efforts of the federal government to "civilize" Native Americans was pursued with particular vigor. If the soul of the "civilizing" program was the instruction of Native Americans in the English language and European notions of work and sedentary agriculture, the heart of the program was the development of a comprehensive system of government-run Indian schools, designed to eradicate all traces of "savage" culture and behavior. Thomas Downs was among the dozens of men employed as an agent by the Bureau of Indian Affairs during the first decade of the 20th century, helping to establish and maintain these Indian schools a man, in his own mind trying to benefit his "charges," while representing a harsh, occasionally brutal federal policy. A native Indianan, Downs was born in Lawrenceburg on March 31, 1845. At only 16, he left home to enlist as a private in Co. K, 54th Indiana Infantry, later serving in the Vicksburg Campaign and in the Department of the Mississippi with the 16th Indiana Infantry and 13th Indiana Cavalry. Upon mustering out of the army, he returned to his parents' home in Connersville, Ind., and in November, 1866, married his seventeen year-old sweetheart, Mary Jane Eisman, the daughter of a German immigrant. Downs' military experience and civic authority were called upon during the Spanish-American War, and for the remainder of his life he remained in service to the government. His administrative skills earned him a captain's commission and an appointment as Assistant Quartermaster at the Jefferson Barracks in Saint Louis and, after the war, with the youngest of his children already in college, he elected to remain in the military. From 1901-1903, he helped to construct the barracks at Fort Stevens, Ore., earning additional income on the side through investments in a variety of extractive enterprises, including the White Pine Lumber Co., the Muir Glacier Packing Co., and the Wisconsin Central Gold Mining Co. His love for the military, however, seems to have waned in Oregon, and in February, 1903, he resigned from the military to accept a commission as Special Indian Agent.

School Profile/Mission: Mount Michael Benedictine High School is a college preparatory, five-day residential school for young men, owned and operated by the Benedictine monks of Mount Michael Abbey. Mount Michael is Nebraska's premier college prep high school as all of the graduates attend college, and 70 percent of them receive scholarships. The school is located on 400 acres of wooded rolling hills, 10 miles west of Omaha. A majority of the 150 students in grades 9-12 come from a 100-mile radius of the campus. Early Reservation Life
The treaties, agreements, and federal laws in the late nineteenth and early twentieth centuries provided reservations for the Northern Plains Tribes. This land base represented only a small part of what was once their homeland. Confinement to specific geographic areas initially was very frustrating for the early residents of the reservation. Compounding their frustration, the federal government did not always provide the supplies and care that had been promised and numerous policies and experiments were attempted in an effort to assimilate the Native people into the white man's culture. The most notably heinous of these policies was the practice of sending young Indian children to boarding schools where they were forbidden to speak their language or wear their traditional clothing. Over the years, this victimization reached traumatic proportions particularly in terms of cultural identity and perceptions of self worth, the effects of which are felt even today in Native American communities. Saint Katharine Drexel History Of St. Augustine Indian Mission In the early 1900's, the Winnebago Tribe in the State of Nebraska heard about the work that Mother Katharine Drexel (foundress of the Blessed Sacrament Sisters) was doing with many of the tribes in the United States. With a group of lawyers from Walthill, Nebraska, working on their behalf, she was contacted about the possibility of educating the young Native Americans in Northeast Nebraska. Since Native Americans were not considered American citizens until 1924, they didn't have to be educated. The young men were sent away to boarding schools at young ages; in this manner any "warrior" mentality would not be instilled into their mind set. They returned to their tribes educated, but ignorant of their culture. The young women were unable to speak English or interact with greater society. Mother Drexel came to Winnebago, Nebraska, in the year 1908; her order founded the St. Augustine Indian Mission. On March 3, 1955, Mother Katharine Drexel, the sister who began our school, was called home to God. A holy woman who gave constantly
