California The CA County Superintendents Educational Services Association (CCSESA) is hosting the spring conference March 14-16, 2003 in Monterey. Future meetings include: June 22-24 in San Luis Obispo and October 19-21 in Napa. Call 916-446-3095 for more information. Create a home page for your state's ESA association
If your state association doesn't have a statewide home page, why not create one and join the rest of us on-line. A statewide home page gives more visibility to your ESAs and the valuable role they play in your state's educational system. Then by linking each individual ESA home page to your statewide home page, you get increased visibility for your individual ESA and its programs and services. Workforce and National Health Care Compiled By Congressman Henry Hyde (R-IL) Omnibus Budget Reconciliation Act Subsidized health care payments became available to minors under this Act. They now qualify for Medicaid between ages 11 and 20. Payments may be provided to students through schools, including transportation to health clinics where family planning services and contraception devices can be included without parental consent or notification. Carl D. Perkins Vocational
and Applied Technology Education Act
Public law 101-392 Revised Title One for disadvantaged children. Expanded "At Risk" list for students to qualify for Medicaid services, including both physical and mental examinations and treatment. This makes possible school-based clinics to facilitate national health care. Goals 2000: Educate America Act
Public law 103-227 There are eight vague goals included in Goals 2000. The law also established the National Education Goals Panel to set new goals for schools and the National Education Standards and Improvement Council (NESIC) to develop and certify that standards presented by states meet national standards. The new standards are based on bringing about changes in behavior and attitudes. Parent training centers and school based social services are provided through federal funding. INESIC was removed from the Act in 1996, but the basic requirements of Goals 2000 remained intact.

A brief review of some recent outreach accomplishments...

The first ever "Interactive Forum on Bat Conservation and Abandoned Mine Land Management" was held in St. Louis, Missouri on November 14-16, 2000. This marked the first partnering effort between The Office of Surface Mining and BCI. The Forum was extremely successful with more than 110 representatives from state, federal, and private agencies attending. For a PDF version of the proceedings, please visit the Office of Surface Mining Mid-Continent Region website. The Great Lakes Initiative Celebration
To celebrate the program's success and thank the many partners involved, BCI hosted a reception in August, 2000, at the Quincy Mine. Representatives from the NRCS, the U.S. Congress, federal, state and local agencies, private foundations and landowners visited the area's recently gated mines, including the Mass C Mine (above), and enjoyed wine and cheese during an underground tour of the Quincy Mine (below) to see firsthand where bats spend the winter. For many, it was their first opportunity to see their agency's hard work up close. The event also made it possible to meet other conservationists and plan future actions for bats. The Colorado Bats and Mines Workshop
As part of its ongoing emphasis on education, BCI hosted it's 18th Bats and Mines workshop in Grand Junction, Colorado on July 18-21, 2000. The workshop was well received and well attended with over 45 participants representing 8 federal, state and private organizations.

Las Vegas, Nevada Nevada's tremendous population growth has dramatically changed the state's racial and ethnic picture. The Hispanic population grew 131% between l980 and 1990. Of the 124,000 Hispanics in Nevada in 1990, nearly 70 percent were from Mexico. Additional immigrants came from other Central and South American countries as well as Puerto Rico and Cuba. The booming job market in Nevada offered primarily poverty level or near- poverty level wages to many of these non-English speaking and unskilled workers. Southern Nevada nutrition specialists conducted a needs assessment in 1992. During this process local agencies expressed concern regarding the lack of educational programs for Hispanic families. Coordinators for WIC (a supplemental, nutritional program for Women, Infants and Children) reported that there were 5,223 Hispanic participants (35% of total) in the WIC program in Clark County. Difficulties were identified in meeting the needs of these clients since many did not speak English and needed more intensive nutrition education than WIC was able to provide. Initial screenings indicated a growing number of Hispanics at a high nutritional risk. In a recent study, Eliades and Suitor (1994) document food- related problems that immigrants experience in their new environment. Some of these problems are: a) difficulty in obtaining familiar foods and spices; b) when obtained, the cost of these foods is high; c) inability to locate acceptable substitutes for familiar food items; and d) inability to read labels and information on food packages.
