NEVADA DRINKING WATER EDUCATION AND TRAINING NETWORK
BACKGROUND The Safe Drinking Water Act (SDWA), first passed in 1974, establishes the basic requirements under which the nation's public water supplies are regulated. The US Environmental Protection Agency (EPA) is responsible for setting the national drinking water regulations to carry out the requirements of the Act, and the states are responsible for ensuring that the public water systems under their jurisdiction are complying with the regulation. The Nevada State Health Division (SHD), has been delegated the authority or "primacy," to carry out the federal drinking water program in Nevada. Responsibility under this authority includes: keeping track of sample results, conducting detailed inspections called sanitary surveys, and taking enforcement actions. Public water suppliers are assigned the day-to-day responsibility of meeting the regulations through routine monitoring of their systems and reporting results to the states. In 1986, the SDWA was amended, and greatly increased the scope and stringency of the requirements established under the original Act. The responsibility of the owner or operator of the public water system also increased with this expansion of the SDWA. Training for public water system operators, to improve public water system compliance with the Safe Drinking Water Act, became a necessity.

    What is a Charter School?
By Erica Olsen, Managing Editor Discussions of education reform often include the term "charter schools," but misconceptions and misunderstandings accompany this term. Simply put, a charter school is a publicly-funded entity operating free from many of the regulations under which traditional public schools operate. Specifically, they are legally and fiscally autonomous educational entities operating within the public school system under charters or contracts. The concept is aimed at producing increased responsiveness to the demands of parents, students and teachers, and greater opportunities for innovation in school management and education. Twenty-six states as well as Washington, D.C. have passed varying types of charter school legislation. Nevada Senate Bill 220 reintroduces charter school legislation for our state. The following is a list of how S.B. 220 meets the main components of an ideal charter school model. The actors permitted to organize a charter school. Anyone from a group of teachers to community leaders may start a charter school. The Nevada bill allows teachers, parents, other citizens, non-profit organizations and businesses to be operators, also called the governing body.

Business People: Armchair Critics on Education? by Molly Conklin The Children’s Scholarship Fund, Forstmann’s latest venture into private funding of education reform, was launched in early June. After serving as chairman of the Washington Scholarship Fund, he launched this $200 million campaign that will serve cities nationwide. At least 50,000 children will be awarded privately funded scholarships in time to begin the 1999 school year. Pretty good for an "armchair critic." There is little argument that public education in America needs a makeover. The educational establishment and teacher unions have held a monopoly over low-income families for decades. Educrats have worked overtime to block voucher and school choice programs in communities all over the country. Business people like Forstmann and John Walton, heir to Wal-Mart, have had enough of the gridlock. They are working with other private donors to give families a choice. They are helping schools and students, one voucher at a time. Privately funded school-choice programs number over 30 today. Each works to provide financial assistance to low-income children for education in private or parochial schools. The average annual income of participating families is $18,000. Milwaukee’s PAVE program leads the pack, serving over 4,600 children. Programs in San Antonio, Los Angeles, New York and Indianapolis are slightly smaller, serving one or two thousand students. Many others serve from 30 to several hundred. Forstmann’s Children’s Scholarship Fund is the first to target local partners in cities all over the United States. These "partners" are the business people who have been relegated to "armchair critics," don’t forget.

Compliance A critical component of the overall mission of the University of Nevada Intercollegiate Athletics programs is a strong commitment to rules compliance as established by the National Collegiate Athletic Association (NCAA), the Western Athletic Conference (WAC) and the University of Nevada. Nevada will comply with the rules and regulations of those organizations in the conduct of its intercollegiate athletics programs. Our program educates and monitors staff, coaches, student-athletes and representatives of athletics interests to assure compliance. At Nevada, compliance oversight is accomplished via the Athletic Director, a compliance team, and a designated Coordinator of Compliance. To maintain a system of checks and balances, two members of the compliance team's four-person executive committee have reporting lines directly to the University's President. The Coordinator of Compliance handles the majority of the daily compliance functions, with the compliance team reviewing those functions and focusing on education and strategic planning. The Athletic Director has the responsibility for the conduct of Nevada's Intercollegiate Athletics program. The Compliance Team is made up of eight members, including the Associate Athletic Director/Senior Women Administrator (SWA), Assistant Athletic Director for Student Services, Faculty Athletic Representative (FAR), Coordinator of Compliance, Associate Director of Admissions and Records, Director of Student Financial Services, Manager of Student Accounts in the Controller's Office, and the Chair of the Intercollegiate Athletics Board.
