Most boating accidents can be avoided if a boater knows the rules of the road and basic boating skills. Boating is not a natural skill, and just about any boater can improve his or her boating skills by taking a boating education course. Education Requirements In an effort to reduce boating accidents and fatalities, Nevada has recently passed new regulations mandating boater education for some Nevadans. Boaters born on or after January 1, 1983 must complete a boater education course, approved by the National Association of State Boating Law Administrators to operate a boat with more than a 15-horsepower motor on Nevada's interstate waters, including Lake Tahoe, Lake Mead, Lake Mohave and Topaz Lake. The online course offered through this web site meets this requirement. Similarly, boaters may request the Boat Nevada correspondence course through any Division of Wildlife office, and the addresses can be found on the

On July 10th the governor of Missouri signed the new law in Missouri, making it the 35th jurisdiction (34 states plus DC) to pass a statute regulating acupuncture and Oriental medicine. Due to local political philosophies and needs, the laws vary considerably from state to state. This creates a number of myths about what is happening across the US. This article looks at the facts, the myths and possible future legislative directions. Independent Board or ...? There is a myth that most states have an independent board of acupuncture or Oriental medicine. In fact, only eleven states have independent boards. In twelve others, acupuncturists are under the board of medical examiners. In the last third, acupuncturists are regulated by the Department of Commerce, Regulatory Agencies, Health, Professional Regulation or Occupational Licensing or by a board such as the Board of Regents or Board of Chiropractic.

Examining Issues Facing Nevada August 20, 1997 Too Cool for School By D. Dowd Muska A Why Home School? Parents who choose to educate their children at home do so for a variety of reasons. The majority continues to home school due to religious motivations, but more and more parents choose to teach their own children to avoid the bureaucratic, union-dominated public education system. Other parents have removed their children from private schools that did not have the means or ability to teach students with special needs. "There are many motives for opting out of traditional public or private education," writes mother Susan Olasky, who home schools her children in Austin, Texas. "But there is one result: a trend toward schooling that is decentralized, personal and entrepreneurial." Student Achievement Spending Home schooling has produced even more evidence that education spending has no correlation whatsoever with student performance. An average of $546 is spent on each home-school child. By comparison, public schools spend an average of $5,325 per student. Thus, home-school students score significantly higher on standardized tests than public school students, at 10 percent of the cost. Laws and Regulations recently reported that Nevada home schoolers must "fill out a request to be exempted from the state’s compulsory attendance law. That form must include the methods parents plan to use to teach their children, a curriculum, list of materials, goals for each child in each subject and the days of each month they plan to hold school." Yet the NHERI study found that excessive regulations do not produce a better education for students taught at home—scores remained the same in all states, regardless of the level of regulation. "Legitimate questions may be asked," writes Ray, "concerning the purpose of such regulations since there is no apparent effect of student learning." Mark Brandly of the Ludwig von Mises Institute goes even further: "The only real function of regulations is to deter and hamstring parents."

Administration of the Regulations Each institution of the University and Community College System of Nevada shall designate an appropriate office to implement and administer these regulations. The designated office shall make any initial decisions on the resident or nonresident student status of persons enrolling in the institution. The president of each System institution shall establish an appeal procedure under which a person may appeal decisions of the designated office concerning tuition or status as a resident or nonresident student to an appellate board. A person may appeal a decision of the designated office to the appellate board within thirty (30) days from the date of the decision of the office. If an appeal is not taken within that time, the decision of the designated office shall be final.

Education Improving Education Results for Children With Disabilities Improving Education Results for Children with Disabilities Act (H.R. 1350) by voice vote on Wednesday, April 2 with no recorded opposition from committee Democrats or Republicans. H.R. 1350 legislation would reform and reauthorize the Individuals with Disabilities Education Act (IDEA) of 1997. At the markup, Chairman Castle introduced an amendment in the nature of a substitute which provides several changes to the original bill, including:
  • Restoring the current formula under Part B for IDEA state-level activities, yet limiting the amount to 1997 funding levels (which averages between 8 and 11 percent). The flexibility to determine how those are funds are used is also restored. Restoring short-term accountability benchmarks under current IDEA law until 2005-2006 until report-card requirements under NCLB take effect and IDEA accountability measures can be more easily aligned with those reporting requirements. Establishing a National Center of Special Education Research to be housed at the Institute of Education Sciences.
