Intercolonial Railway

Canadian Government Railways, 1895 One of the resolutions adopted by the Québec Conference leading to Confederation, was that the Intercolonial Railway be constructed to complete the railroad connection between Halifax and Québec City. Linking the Province of Canada (now Ontario and Quebec) to the Maritimes was seen as essential for the success of the union, and would give Nova Scotia and New Brunswick their desired access to the United States. The idea appealed to politicians and capitalists alike. The construction of the completely government-owned and operated line proved to be the country's biggest public works project of the century. The project was popular locally because of the employment it provided, but it created resentment in Upper Canadians who were footing most of the bill yet receiving little benefit. After completion of the original line under Sandford Fleming , acquisitions were made to extend the line to Montréal. In 1897, the Intercolonial and three other government-owned lines were grouped under the umbrella of the Canadian Government Railways, later to form part of the

Winter lumbering in New Brunswick (early 19th century) involved hauling logs through the woods to the riverbank by oxen.
In the 1860s, New Brunswick had a population of approximately 270 000, concentrated mostly along the north shore and throughout the Saint John River Valley. Those of English descent made up the majority of the population. There were also large minorities of Acadians , Irish and Scots. As well, many inhabitants traced their roots to the Loyalists who had come north during the American Revolution, including a small community of Black Loyalists Confederation Medal (reverse), 1867.
The colonial economy was strong, based primarily on timber and spin-off industries such as shipbuilding. (The importance of timber was symbolized on the Confederation Medal, struck in 1867, on which the female figure representing New Brunswick holds a lumberman's axe.) The province had close trading ties with the United States, and benefited from the Reciprocity Treaty
Government and Politics
The colony achieved responsible government in 1854. While men enjoyed nearly universal suffrage and a secret ballot, women did not have the right to vote. The terms "Liberal" and "Conservative" were used to distinguish parties, but official affiliations mattered little, and voting in the legislature frequently departed from party lines. Temperance was an explosive issue in the 1850s, leading to new, unofficial political classifications: "Smashers" generally Liberals supported abstinence; whereas "Rummies" generally Conservatives were against the prohibition of alcohol. $10 MILLION TO HIGHWAY IMPROVEMENT PROJECT
OTTAWA -Minister of Labour and MP (Moncton-Riverview-Dieppe) Claudette Bradshaw, and MP (Fredericton) Andy Scott, on behalf of Transport Minister David Collenette, together with New Brunswick Transportation Minister Percy Mockler, New Brunswick Justice Minister Brad Green, and MLA (Fredericton-Fort Nashwaak) Eric MacKenzie today announced a cost sharing agreement for a $10 million highway construction project on Fredericton’s Vanier Highway. “I am pleased that $5 million of federal funds from the Highway Improvement Program is being used for this highway construction project,” said Mr. Collenette. “This project, which will enhance safety and improve the flow of traffic and goods, is an excellent example of cooperation between the Government of Canada and the Province of New Brunswick.”

1. PURPOSE
· To protect pupils in the public school system from abusive behaviour by adults to which they may be exposed by virtue of being pupils including physical, sexual and emotional abuse and discrimination. · To eliminate abusive behaviours through prevention and effective intervention. · To define acceptable standards of behaviour for adults who have responsibility for pupils in the public school system.
2. PRINCIPLES
The Department of Education is committed to providing learning environments which are safe, orderly, inviting and conducive to the pursuit of excellence. All individuals are intrinsically valuable and must be treated as such.
3. APPLICATION
3.1 To whom does this policy apply?
This policy is meant to protect all pupils who are registered in public schools in New Brunswick regardless of their age. This policy applies to all adults whose job or role places them in contact with pupils. They are thereby deemed to have conferred upon them a position of trust in relation to all pupils. This includes all employees in the school system, contract employees and casuals, as well as student teachers and volunteers.

SUBJECT: Community Use of Schools
EFFECTIVE: July 1, 1986
REVISED: September 8, 1998
AUTHORITY:
PURPOSE
The intent of this policy is to promote the use of school facilities by the community during times when these facilities are not in use for educational purposes.
The use of school facilities which are no longer required by the public education system falls under the Effective Use of School Facilities Policy (Policy 409).
This policy replaces the Liability Waiver/Rental of Schools/Outside Groups Policy (Policy 408).
PRINCIPLES Public schools are taxpayer funded facilities. Their primary use is for the delivery of public education programs. A secondary use is to meet community needs. Any benefits accrued from school use agreements will serve to enhance the learning environment of all pupils. School use agreements shall avoid competition with private sector interests. POLICY I. When not required by the public education system, public school facilities within the province are available for educational, social, cultural, recreational and appropriate commercial activities. II. School facilities will be made available to the general community with priority to non-profit community activities for youth. The language of the learning environment will be considered when planning, promoting and conducting activities in schools.

Information about New Brunswick Homeschooling Information about educational choices in NB The victory of homeschooled 13-year-old Rebecca Sealfon in the 1997 National Spelling Bee brought new attention to the growing phenomenon of homeschooling. Dissatisfied with the performance of government-run schools, more and more American families have begun teaching their children at home. Estimates of the number of homeschooled children vary widely; the best estimate is 500,000 to 750,000, but some estimates range up to 1.23 million. All observers agree that the number has grown rapidly over the past 15 years. There are two historical strains of homeschooling, a religious-right thread inspired by author Raymond Moore and a countercultural-left thread inspired by John Holt. Their differences illustrate the various concerns that cause people to choose homeschooling: some want religious values in education, some worry about the crime and lack of discipline in the government schools, some object to the conformity and bureaucracy in the schools, others are concerned with the declining quality of education, and still others just feel that children are best educated by their parents.
