49. Technology Counts: New Hampshire
Under the new hampshire Technology in education Program, a group of private organizationsin the state department of education, and other education agencies.
http://www.edweek.org/sreports/tc/policy/states/nh.htm
School funding is largely a local responsibility in New Hampshire, and, for that reason, districts vary widely in what educational technology they offer students. Nearly half the state's 95 districts that responded to a 1995 state education department survey did not expect to have any schools connected to the Internet by the end of this year. And, according to a survey by the research firm Quality Education Data, only 58 percent of New Hampshire's districts had local technology plans in 1996, says Judith Fillion, the director of the state department of education's division of program support. Join our on-line Town Meeting to discuss what role technology should play in education reform.
Funding for technology from the state is almost nonexistent, although some money for wiring is available to schools under construction or renovation. In fact, the New Hampshire legislature pays only 7 percent of all education costs. A big reason: New Hampshire has no broad-based sales or income tax to generate a source of revenue. More than 90 percent of funding for K-12 education comes from local property taxes. Consequently, depending on local priorities and tax bases, "some districts have everything, and some have very little," Fillion says.
