Reading, Writing, and Revenues Post Claremont: A Moderator's Summation
By J. Mark Lennon On October 14, I was fortunate to attend The Josiah Bartlett Center for Public Policy's daylong forum on the status and direction of public education and its funding in New Hampshire. The event brought together educators, economists, and policymakers to address the three major issues surrounding New Hampshire's education funding dilemma: (1) What have been the impacts so far of implementing the statewide property tax? (2) What can we actually do to improve the quality of the public school education we provide to our children? and, (3) What are the economic impacts of alternative school financing systems, and where should we go from here? The Center's forum not only made sense of the issues, it pointed the way to solutions. At the end of the day, if you took all of the speakers and viewpoints expressed, stirred them together, and poured out the result, you'd have a solution to New Hampshire's education "crisis." What was shocking was not the diversity of viewpoints and diverse they were, coming from speakers who span New Hampshire's political and ideological spectrum. No, what was shocking was the tremendous common ground, and the fact that solutions are genuinely within reach a fact which has taken on even more importance with the Supreme Court's October 15 decision effectively undoing the current property tax-based funding compromise.

Formal Evidence of Local Support Required Teachers in school (majority, or two-thirds of teachers in a district that has only one school), school principal, and superintendent. In addition, local voters have two opportunities to approve or deny charter schools: 1) voters decide whether they will allow charter schools in their district; (2) after a specific charter school contract is approved by both the local school board and the state board of education, it is put on ballot for voter ratification; additionally, since charter school budget is shown as a separate line item in district’s budget, voters could in theory limit or eliminate funding for the school.
