    NEW HOPE FOR CHARTER SCHOOLS IN NH?

    This year, 2069 charter public schools are open and thriving nationwide. But no charter schools have emerged in New Hampshire since the state enacted legislation in 1995. Our state law is just too complicated, a situation that could change this legislative session under the reforms of HB 298 relative to charter schools.
    What are these charter public schools, supported nationwide by school reform entrepreneurs? They are the new breed of public schools-purposeful, lower cost, independent public schools which must be accountable in order to stay open. Cost control, account-ability, student performance, parent choice, relief from over-regulation, financial efficiency, and true innovation in our public school system are reasons why this new public school model attracts bipartisan support nationwide.
    Several charters have been granted in New Hampshire but no schools have opened since our current statutory process requires ratification and funding by the local community. The procedures are just too complicated, the funding is too difficult, and the need to educate whole communities of voters as to the intricacies of the unfamiliar charter school model is impossible, according to groups that have tried.

    THE STATE OF NEW HAMPSHIRE PUBLIC UTILITIES COMMISSION DE 98-124 ORDER OF NOTICE On May 13, 1998, a hearing was held in Docket No. DE 98-037, EnergyNorth Natural Gas, Inc. and Northern Utilities, Inc., Investigation Into Transportation Rates. At the hearing, the parties and Commission Staff (Staff) indicated that the statement of preliminary positions went beyond the scope of the Order of Notice, which concentrated on the advisability of moving transportation rates closer to costs. Staff, with the concurrence of the parties, indicated that a more comprehensive proceeding was necessary to deal with issues related to unbundling of rates and competition. On May 18, 1998, Staff filed a memorandum urging suspension of the aforementioned proceeding and recommended opening a new proceeding to address unbundling and competition. Consequently, on June 1, 1998, the Commission closed Docket No. DE 98-037 and directed that a new proceeding be opened. This new proceeding raises issues concerning, inter-alia, rate design, upstream capacity and storage, downstream capacity and services, transition/stranded costs, obligation to serve, regulation/qualification/registration of marketers, suppliers of last resort, affiliate transactions, system reliability, recovery of social costs, residential and small Commercial/Industrial transportation, transportation terms and conditions, types of services provided by an LDC, consumer education and protection, legislative/regulatory changes, and other issues relevant to gas restructuring. Based on the foregoing, it is hereby ORDERED, that all interested parties file written recommendations on or before July 31, 1998 on the objectives, procedures and methodology to be employed for developing a record pertinent to gas restructuring and competition; and it is FURTHER ORDERED, that the parties and Staff conduct a technical session on August 18, 1998, the purpose of which would be to review the recommendations, and attempt to adopt a common approach to developing a record; and it is FURTHER ORDERED, that a Prehearing Conference (PHC), pursuant to N.H. Admin. Rules Puc 203.05, be held before the Commission located at 8 Old Suncook Road, Concord, New Hampshire on August 26, 1998 at 10:00 a.m. at which each party will provide a preliminary statement of its position and recommendations on the conduct of the proceeding. In addition, issues set forth in N.H. Admin Rule Puc 203.05(c) shall be considered at the PHC; and it is FURTHER ORDERED, that the Prehearing Conference may be tape recorded unless a party, at least 5 days in advance of the Prehearing Conference, requests a transcript, in which case the Commission shall order a stenographic record, pursuant to N.H. Admin. Rule Puc 203.05(d); and it is FURTHER ORDERED, that pursuant to N.H. Admin. Rules Puc 203.01, ENGI and Northern shall notify all persons desiring to be heard at this hearing by publishing a copy of this Order of Notice no later than July 14, 1998, in a newspaper with statewide circulation or of general circulation in those portions of the state in which operations are conducted, publication to be documented by affidavit filed with the Commission on or before August 26, 1998; and it is FURTHER ORDERED, that pursuant to N.H. Admin. Rules Puc 203.02, any party seeking to intervene in the proceeding shall submit to the Commission an original and eight copies of a Petition to Intervene with copies sent to ENGI, Northern, and the Office of Consumer Advocate on or before August 21, 1998, such Petition stating the facts demonstrating how its rights, duties, privileges, immunities or other substantial interests may be affected by the proceeding, as required by N.H. Admin. Rule Puc 203.02 and RSA 541-A:32,I(b); and it is FURTHER ORDERED, that any party objecting to a Petition to Intervene make said Objection on or before August 26, 1998.     GENERAL PURPOSE
    To support the curriculum of the Education Program and the needs of the Dartmouth students, faculty and administration. This includes works on higher education and college and university administration. Top of Page
    DARTMOUTH COLLEGE PROGRAM
    The Education Program offers two kinds of study to undergraduates: (1) the examination of educational theory, issues, and research as part of a liberal arts education, and (2) a sequence of courses leading to teacher certification on the elementary or secondary level. Although the College does not offer a major in education, students can minor in education. Liberal arts courses in the natural sciences, humanities, social sciences, and the arts contribute to meeting the subject requirements for teacher certification. Top of Page
    GENERAL SUBJECT BOUNDARIES
    Most of the material on education will be found in the social sciences and humanities collection in Baker/Berry Library. The majority of resources are devoted to the education of children and adolescents from early childhood through high school. A smaller body of literature on higher education is also acquired for the general collection, and the professional schools (medicine, business) select material on education in their areas of interest. The College Archives in Rauner Special Collections includes much educational material on Dartmouth College.

    CLEAN AIR AND WATER ARE TOP-TIER CONCERNS FOR NEW ENGLAND VOTERS BOSTON, October 5, 2000 —New England voters are very concerned about the protection of clean air and clean water, according to a poll released by the League of Conservation Voters Education Fund (LCVEF) today.  New England voters ranked these two issues on par with healthcare, crime and drugs, and education.  The poll also found that voters think protecting clean air, water, and open space should be a top priority for elected leaders with nearly 92 percent saying that environmental issues would figure strongly in voting decisions.  Elected Leaders up and down the ballot should take notice –New England voters care about the air they breathe and the water they drink, and will support officials who will safeguard their environment. The Mellman Group polled 926 likely November 2000 voters in Massachusetts, Maine, New Hampshire, Rhode Island and Vermont. The poll was conducted June 12-18, 2000, for the League of Conservation Voters Education Fund.
