Pollution Prevention Program
Pollution Prevention in Schools The issue of mercury and hazardous materials in schools is receiving national attention. Many schools do not have procedures to ensure proper storage or budgets to ensure proper disposal of unwanted, unused, and out-of-date chemicals. Some schools may not be in compliance with environmental regulations and are improperly managing mercury-containing products and hazardous chemical waste. The New Hampshire Pollution Prevention Program (NHPPP) is helping schools address their hazardous materials management responsibilities. For more information, assistance, or to schedule a site visit, contact NHPPP at (800) 273-9469 or e-mail nhppp@des.state.nh.us . To learn more about DES environmental education programs and publications for teachers, please visit www.des.state.nh.us/teachers/ New Hampshire Pollution Prevention in Schools Project
Many schools contain a large variety of materials that are known to be toxic, carcinogenic, flammable, reactive, and even explosive. If these chemicals are being handled, stored, or disposed of improperly, these practices can place students and staff at risk. To address hazardous materials issues facing schools, NHPPP received a Pollution Prevention Incentives for States (PPIS) grant in 2001 and 2002 from the U.S. Environmental Protection Agency (EPA). The grant helps to provide

What is the K-12 Science Curriculum Framework? The K-12 Science Curriculum Framework was developed to positively impact science education in New Hampshire. It is a thoughtful response to the variety of reform efforts currently occurring nationwide. New Hampshire educators can use these standards to help make the decisions necessary for the development of effective science programs. Although this is not a mandated curriculum, it sets forth high science education standards, essential for New Hampshire students. The Science Curriculum Framework incorporates current theory on effective and essential science teaching. It should be used, evaluated, and revised regularly to keep New Hampshire students on a progressive track towards an optimum understanding of science. The evaluation process should involve a variety of assessment tools, which reflect a variety of teaching methods. The periodic revision of this document should involve educators, parents, business and industry representatives, and state and community leaders. This is not the end of New Hampshire science education reform, it is a beginning! To this end, the framework will serve as the foundation for the development of new assessment systems which incorporate both local and statewide components. At the state level, science proficiency will be assessed at the end of grades six and ten, providing information which can be used to promote educational accountability and to improve curriculum and the quality of instruction. Local assessment programs should build upon and complement the state effort.

New Hampshire:
An Uphill Struggle by Bridget K. Curran Mary Ann Zehr Vital Statistics Public school districts Public schools K-12 enrollment Minority students Children in poverty Students with disabilities $1.3 billion Annual K-12 expenditures
(all revenue sources) fficials in New Hampshire are struggling to revise how public schools are financed and to make schools more accountable for results. But so far, they've had limited success on either front. In December 1997, the state supreme court ruled that it is the state's responsibility to ensure an adequate public education for students as well as an adequate level of resources. The court also found that the property tax that local districts use to pay for schools is really a state tax and, as such, is disproportionate and unreasonable. New Hampshire has had limited success in revising its finance system or making schools more accountable. The court's decision puts state lawmakers in a difficult position. The ruling all but requires the imposition of a broad-based taxsuch as an income or sales taxto finance the schools. But New Hampshire leaders regularly pledge to oppose such taxes in their bids to get elected. Following the court's ruling, Gov. Jeanne Shaheen, a Democrat, introduced her Advancing Better Classrooms plan, which sought to address the finance issue and to promote several other education reforms, including greater accountability for performance.

As a result of their partnership with The Boys and Girls Club, students helped develop a tutoring program called "Power Hour" which specifically addresses the America Reads and America Counts challenges. Students staff "Power Hour" and have provided over 1,264 hours of tutoring to children in grades K-6. Students also assist with other programs at The Boys and Girls Club, including arts and crafts, story hour, athletics, celebrations, and educational programs such as dental care and prevention, sustainable energy vehicles, and internet surfing. This partnership has helped increase New Hampshire Technical Institute student enrollment, retention, and awareness, and has ensured that the students develop the values and skills of citizenship through involvement in public service.
