UNIVERSITY OF NEW HAMPSHIRE BOARD OF TRUSTEES TRANSFERABILITY OF CREDITS COMMITTEE Action Report It is important that any qualified student should be able to move through a comprehensive system of public higher education with ease. It is also critical that we create a system, which allows students access in a variety of different ways and through a variety of different entry points with a minimum of hurdles to leap. However, at the same time, standards of admission must be preserved, and the public four-year institutions should not be required to accept courses unrelated to their mission. It is important to note that quality, as well as accessibility, can and should be complementary goals in any comprehensive system of public higher education. Because of the growing concern among students, parents, legislators and the general public, a sub-committee was formed in October, 1999 at the request of USNH Chairman Bruce Keough, to study the issue of transferability of credits between institutions of the University System of New Hampshire and the Community Technical College System . The sixteen person ad hoc committee was charged with investigating continuing concerns involving the transferability of credits between the two entities of public higher education. The committee, chaired by Trustee Walter Peterson, held a series of four public hearings at locations around the state: the Nashua Community Technical College; the College for Lifelong Learning at the Pease International Tradeport; the New Hampshire Technical Institute in Concord; and at Plymouth State College. The committee then held two additional meetings to analyze the information gathered at the public hearings.

SMART
is a three and one-half week University of New Hampshire summer residential program for 10th and 11th grade students. Using the educational resources of the university, it challenges talented students to conduct actual research while introducing them to issues in environmental science, marine science, and biotechnology. On July 1-26, 2002, thirty-six talented high school students were exposed to technology and research designed to excite them about careers in science and mathematics. The competitive selection of students was based on the expressed interest of the participants and crossed all three disciplines. Modules in biotechnology, and marine and environmental sciences were presented. Students participated in math and computer classes focused on the skills needed to conduct hands-on research, along with a combination of discussion, field work and hands-on experiments.

BACKOFEN THE first published act for assessing New Hampshire towns in proportion to their valuation, to meet a specific fiscal need shared by all of them, is dated 5 August 1693. l A town's standing on one of these listsor its share of the 1,000 pounds/dollars unit of public-tax obligationreflected the monetary value of its annual inventory of polls and ratable estates. Taking any town's sum total of that inventory to be v , with the whole state's as V the town's proportion of public taxes, p (to assign it a symbol it never had) would be p v/V v/V or the numerical equivalent of ten times the town's percentage share of the state's total valuation. To set the full tax, which gave the state its operating budget, required a rate- like multiplier on p . Early in the nineteenth century, for example, the statutes show the state's annual need as $26,666.67, which meant (without its being noted explicitly by the statute writers) a multiplier of ~26.67$/$ for each town; by mid-century that had grown to an even 70. In 1862, the pressure of the Civil War jumped it from 80 to 270, and on to a peak of 750 in 1865. From there it turned down, leveled out by the mid-1870s and ended the century at 425. After a decade or so it started growing again and reached its all-time published high of 2200 in 1919, with considerable help from World War I. That all of this translated into a commonly-shared tax rate is perhaps made more apparent by also identifying the multiplier symbolically, e.g. as

FAA/Nashua School District Partnership
The FAA worked with the Nashua School District in seeking a partnership agreement between FAA, New England Region and the School District- 12 Elementary schools, 3 middle schools and 1 high school. The fruits of these labors culminated in an official partnership signing ceremony on May 21, 1998 on the campus grounds of the Nashua High School.

Overview
New Hampshire government agencies are not interconnected, and there appears to be no formal plan to connect them or to establish a unified state network presence on the Internet. Several agencies provide dial-up access to information or have linked information to the state's website, which is run by the state library without state financial support. An ad hoc group composed of state agency officials and employees meets regularly to discuss the goal of making government information available to the general public. The group's members say that telecommunications development in New Hampshire happens on an as-needed basis. Local call access to the Internet is a big problem in certain parts of the state, and there are large rural areas without toll-free access. The Public Utilities Commission has a docket that may expand local calling areas to address this problem.
Legislation
SB 106 was passed in 1995, opening the market for local phone service to local competition. The Public Utilities Commission will adopt rules by the end of 1996 regarding the provision of telecommunications services by more than one provider. No provisions have been made to ensure universal service.

General Legislative Provisions
This first part of the review examines statutory provisions that have implications for, but do not necessarily address directly, students with disabilities or special education. Various provisions in state statutes grant charter schools varying levels of authority to govern themselves and to make decisions regarding the operation of the schools, including decisions related to personnel, curriculum, and expenditures. As described in the following paragraphs, statutory provisions that give higher levels of autonomy include ones that allow or require charter schools to (1) operate independent from local school districts, (2) make their own personnel decisions, (3) be exempt from state and district education laws and regulations, (4) assume liability for their actions, and (5) receive their funding directly from the state.
