NSFA (National Fire Sprinkler Association, Inc.) Bulletin New Jersey Senate Approves Dormitory Sprinkler Legislation Wednesday, March 29, 2000, Patterson, New York - This morning's Star-Ledger, a New Jersey daily newspaper, reports the New Jersey State Senate has unanimously approved legislation that will require fire sprinklers to be installed in every building used as a dormitory in a public or private institution of higher education in the State. This bill, which was prompted by the fire in a Seton Hall University dormitory on January 19th that claimed the lives of three students and injured scores of others, provides $90 million in matching funds in the form of low interest loans to finance fire sprinkler system installations. The loans would be made from the state's Higher Education Capital Improvement Fund. To be eligible for funds under the provisions of the law, private colleges and schools will be required to fund one half of the total cost and public institutions would have to supply one third of the total cost of compliance. A companion bill that was also passed makes it mandatory for colleges and boarding schools to submit installation plans to the state within six months after the bill is signed with work to be complete within two years.

What are independent schools?
Independent schools are distinct from other schools in that they are primarily supported by tuitions, charitable contributions, and endowment income rather than by tax or church funds. To be eligible for NAIS membership, schools must be independently governed by a board of trustees, practice nondiscriminatory policies, be accredited by an approved state or regional association, and hold not-for-profit 501(c)(3) status.
What is NAIS? NAIS is a voluntary membership organization for over 1,100 member schools and associations in the United States and abroad, and is the national institutional advocate for independent precollegiate education. NAIS represents 472,967 students, 48,385 teachers and instruction support personnel, and 9,931 administrators in the U.S. The association speaks for member schools to national and regional media, to ten federal agencies, and to thirteen congressional committees. On behalf of independent schools, NAIS tracks and analyzes legislation and regulations in a number of areas including tax, environmental health hazards, and education. NAIS provides essential information to member schools through NAIS Statistics, an extensive statistical survey published each year

Upcoming Conferences Charter Schools: Are They Making a Difference?
Friday, March 14, 2003
  • Charter schools have been assumed by some to provide experimental opportunities by which general public education might be improved. Others worry that they are more likely to be a threat to limited resources. What is the actual experience?
  • Many expect charter schools to be innovative but often that innovation is not readily apparent. What internal or external factors inhibit or constrain innovation?
  • Should the success or failure of charter schools be measured in the same ways as in general public education?
In January 1996, the New Jersey Legislature adopted a law establishing public charter schools. Charter founders were hopeful that these new schools would provide a new approach to urban education and that they could do better than the existing traditional model of education. But, after six years, have charter schools made a difference? How do they stack up against the traditional public schools? How many have gone out of business or been shut down for poor performance? A special Community Town Hall forum sponsored by Mercer County Community College and The Times of Trenton will attempt to answer your questions. Join our panel of experts and champions of both traditional and charter schools. Listen to their assessments, hear their responses to the moderator's questions and put your questions to them.

A non-issue?. By Eli Lehrer, senior editor, The American Enterprise
November 12, 2001 8:35 a.m. mericans don't care about crime anymore. Even after the September 11 attacks muted and refocused campaigns in Virginia, New Jersey, and New York City, ordinary crime never emerged as a major issue. While all major party candidates mouthed the same reassuring platitudes about terrorism, law enforcement, a defining left-right wedge issue in nearly every important election from 1960 to 1996, became little more than a cipher.
While the last decades' 40-percent across-the-board drop in reported crime shows that the trio of better policing, more prisons, and tough penalties has worked to reduce lawlessness, the United States still has a major criminal-justice problem. Low-income neighborhoods, particularly those with large minority populations, remain far too dangerous. While putting thugs behind bars has made the country safer, public policy verges on negligence when it comes to reintegrating convicts But these ideas don't get mentioned more because the mainstream Left has, in effect, become prisoner to the

    Eye on Edison:
A famous inventor, highway links make township the center of attention
    By David W. Shaw
Special to the Star-Ledger Early every weekday morning, the parking lots at Raritan Center, the largest warehouse and distribution complex east of the Mississippi River, teem with activity. Cars and sports utility vehicles, 18-wheelers and delivery vans all crowd the asphalt. Not far away, employees at the Ford Motor Co. and Mobile Oil plants, the John F. Kennedy Medical Center, Middlesex County College and hundreds of other locations throughout Edison repeat a similar ritual. A reverse commuter town, Edison's daytime population during the week is more than 250,000, a conservative estimate, according to George Spadoro, Edison's mayor. "Edison is a major business center drawing labor from all over central New Jersey. Some estimates put the number of people who commute here to work at more than 300,000. Edison is a very vibrant, dynamic place to live and work," Spadoro says. With a population of approximately 100,000, Edison is the sixth largest municipality in New Jersey. It is by no means simply an industrial town. There are tree-lined streets typical of the more densely populated suburban communities, strip malls, multiplexes, 38 parks and a king-size shopping mecca, Menlo Park Mall.

    Improving Mental Health Services
    for ALL NJ Kids
Reprinted with permission by Cynthia Burns,
Kids Magazine , October 11-24, 1999 The New Jersey Parents’ Caucus’ vision statement is one that any parent would embrace… celebrate the potential of ALL children to become loving, responsible, contributing adults. Katherine Wagner, chairperson, says it’s intentional for ALL to be capitalized. The organization’s members have dealt with the anguish of raising emotionally disturbed children. These parents could easily concentrate on issue specific to their children’s needs. They purposely aim for the general good. “Almost all the families had issues in pre-K, nursery school and kindergarten,” notes Wagner. “There were problems on the playground or the teacher reported incidents. The range of behaviors of our members’ children is wide. Most of the children have needed major intervention. We realize we have a stake in the well-being of all children. “We have a unique perspective on what works for the mental health of youth and families,” she says. “We want to influence policy to change the systems in place and to bring about change that works in life.” One of the group’s goals is to increase the integration of children’s services provided by the state’s various departments and divisions for greater effectiveness and cost-effectiveness and to emphasize primary and secondary prevention.
