New Jersey SAELP Consortium Meeting
School Governance Task Force Recommendations March 4, 2003
The New Jersey SAELP Consortium met on March 4, 2003 to consider recommendations related to school governance in New Jersey. As a result of this meeting, the Consortium voted to make the following recommendations: Recommendation #1 A. Change the current 3-5 year contract for superintendents to a 5-year contract. B. Permit sitting boards of education to fill superintendent vacancies as they learn of them. Note: As a result of current statutes, a board cannot vote to fill a vacancy occurring on July 1 until after the board reorganization of that same year. The proposal would extend the amount of time for a board to appoint a superintendent for up to one year - upon receiving notice of the superintendent's resignation, or upon giving notice of non-renewal. The purpose is to permit continuity of leadership so the new superintendent can join the district sooner and assure a smoother transition. Recommendation #2: A. That all hiring and personnel decisions for school-level positions be made by school principals.

Children and adolescents with HIV/AIDS may need special assistance in order to achieve their educational needs. These needs can range from minimal assistance such as a resource room to home tutoring. It is important for caregivers to know their rights and their child/adolescent's rights when working with the educational system. This section will focus on the basic rights of children/adolescents specific to HIV as well as those rights of all children/adolescents in New Jersey.
  • Rights of the Child/Adolescent with HIV in New Jersey
The rights of the child/adolescent with HIV in New Jersey are clearly delineated in State Law. Click here for the State Board of Education's HIV Policy and Practice Code
  • Special Education
The following laws advocate for children and adolescents by helping to meet the complete educational needs for the child/adolescent in the least restrictive setting. Children/adolescents may only need some assistance, as would any chronically ill child. This can include transportation to and from school or a classroom on the ground floor. It can also include meeting special educational needs through the use of a Child Study Team evaluation and an Individualized Education Plan. New Jersey’s new state tests for third and fourth graders are known as the New Jersey Assessment of Skills and Knowledge, or NJ ASK3 and NJ ASK4.
Commissioner Librera said the new tests respond to a need on both the state and federal levels to assess knowledge and skills of elementary and middle school students. Through the Early Literacy Initiative, the state has set a goal to have every child reading at grade level by the end of the third grade. The dates for testing in Montclair Public Schools are as follows: NJ ASK3 (3rd Grade) - 5/20, 21 and 22

Upcoming Conferences Charter Schools: Are They Making a Difference?
    Friday, March 14, 2003
    • Charter schools have been assumed by some to provide experimental opportunities by which general public education might be improved. Others worry that they are more likely to be a threat to limited resources. What is the actual experience?
    • Many expect charter schools to be innovative but often that innovation is not readily apparent. What internal or external factors inhibit or constrain innovation?
    • Should the success or failure of charter schools be measured in the same ways as in general public education?
In January 1996, the New Jersey Legislature adopted a law establishing public charter schools. Charter founders were hopeful that these new schools would provide a new approach to urban education and that they could do better than the existing traditional model of education. But, after six years, have charter schools made a difference? How do they stack up against the traditional public schools? How many have gone out of business or been shut down for poor performance? A special Community Town Hall forum sponsored by Mercer County Community College and The Times of Trenton will attempt to answer your questions. Join our panel of experts and champions of both traditional and charter schools. Listen to their assessments, hear their responses to the moderator's questions and put your questions to them.

    Strengthening School Leaders Through SAELP
There is a new acronym in the New Jersey education landscape, SAELP! It stands for the State Action for Education Leadership Project. The focus of SAELP is on improving schools by strengthening school leaders. SAELP is a project administered by the Council of Chief State School Officers and funded by the Wallace-Readers' Digest Fund through their Leaders Count initiative. SAELP is overseen by a national consortium whose members include the Council Chief State School Officers, the National Governors Association, the National Conference of State Legislatures and the National Association of State Boards of Education. The mission of the national consortium is to support the creation of state policies and legislation that will strengthen school leaders (principals and superintendents) and focus them on the improvement of teaching and learning. Last Spring New Jersey was one of fifteen states selected from among thirty-seven applicants for a $50,000 design grant that would enable states to draft implementation plans to address their particular policy needs relative to six SAELP strategies. The strategies span the range of school administrators' experiences from recruitment and preparation through licensure, and induction, conditions of practice and professional growth. The strategies also address the systemic issues surrounding the governance structures that support or compromise school leaders' authority for practice. The six SAELP strategies are:
