Brief Overview:
New Jersey's charter school law was originally passed in 1996, and was amended in 2002. As of October 2002, there are 52 approved charter schools; 50 are currently in operation and two are schedule to open in September 2003. New Jersey's 50 charter schools serve nearly 13,000 students. Charters are granted by the Commissioner of Education and are independent of the district board of education.

FIFTEEN STATES AWARDED GRANTS FOR STRENGTHENING EDUCATION LEADERSHIP Washington, D.C., May 14, 2001Fifteen states have been selected by a new National Consortium representing key state education policymakers to receive $50,000 design grants to help state policy leaders develop and enact innovative policies and practices to strengthen school leadership. The 15 recipients are Connecticut, Delaware, Georgia, Illinois, Indiana, Iowa, Kentucky, Massachusetts, Missouri, Montana, New Jersey, Oregon, Rhode Island, Vermont, and Virginia. Design-grant states will use the $50,000 awards to develop comprehensive implementation plans. Once the plans are complete, the states can apply for implementation grants of up to $250,000 next fall. Awards will be made based on whether the plans demonstrate a comprehensive approach to improving school leadership. "The representatives of the National Consortium are delighted to be making these important grants to 15 states," said Gordon M. Ambach, chair of the State Action for Education Leadership Project (SAELP) National Consortium. "We commend all 37 states for their applications for these awards. The overwhelming response to this program indicates the importance state policy leaders are placing on the necessity for strengthening the practice of principals and superintendents. Although we are limited in direct funding to 15 states, our Consortium will be providing technical assistance to all states in the design and implementation of new policy. This is truly a nationwide effort to strengthen education leadership."

Whereas, since 1990, scientists around the world have conducted a wide range of studies that have shown that global warming is melting polar ice, raising sea levels and causing droughts and extreme weather events; and Whereas, the current scientific consensus is that the primary cause of change in global climate during the last century is the human-caused input of greenhouse gases (GHGs) to the atmosphere; and Whereas, the New Jersey Department of Environmental Protection's (NJDEP) Administrative order 1998-09 on climate change (3/17/98) has established the quantitative target of a 3.5% reduction in New Jersey's GHG emissions below our 1990 baseline by 2005; and Whereas, one of the most significant environmental impacts to New Jersey attributable at least in part to global warming is sea level rise; and Whereas, more than 80% of New Jersey's GHGs are from CO2, which is the result of the combustion of fossil fuels for heating, electrical generation and use, and transportation; and Whereas, the

    ELIZABETH ROBERTSON / Inquirer Gibbsboro School students walk to trailers for their art classes. Superintendent Sandra M. Alberti said the district has had to absorb special-ed costs and keep costs for existing programs down.
    Decreases in state aid since 1998 have forced nearly half of South Jersey's school districts to depend on taxpayers to shoulder a heftier burden. In two out of three local districts, the state is funding a smaller slice of the budget than it did, according to state data released yesterday. For some districts, especially the larger ones, the result was higher local taxes. Still others, including many smaller districts, absorbed the shortfall, keeping tax rates steady or increases modest while cutting back on services or programs. No matter what they did to control spending, district officials said, they had to make tough choices. It is a painful cycle for districts and taxpayers alike.
