Superintendent Sandra M. Alberti said the district has had to absorb special-ed costs and keep costs for existing programs down. Decreases in state aid since 1998 have forced nearly half of South Jersey's school districts to depend on taxpayers to shoulder a heftier burden. In two out of three local districts, the state is funding a smaller slice of the budget than it did, according to state data released yesterday. For some districts, especially the larger ones, the result was higher local taxes. Still others, including many smaller districts, absorbed the shortfall, keeping tax rates steady or increases modest while cutting back on services or programs. No matter what they did to control spending, district officials said, they had to make tough choices. It is a painful cycle for districts and taxpayers alike.
