What are the Regional Resource Centers?
The six Regional Resource Centers (RRCs) are specifically funded to assist state education agencies in the systemic improvement of education programs, practices, and policies that affect children and youth with disabilities. The RRCs help states and U.S. jurisdictions find integrated solutions for systemic reform, offering consultation, information services, technical assistance, training, and product development. The beneficiaries of the RRCs' work are children and youth with disabilities, and the families and professionals associated with them.

In this issue: New Jersey Education Association Stands Up for Comprehensive Sexuality Education The New Jersey Education Association (NJEA) has canceled three sexuality education workshops that were scheduled for its annual convention in Atlantic City in November after learning that the leaders of the sessions support abstinence-only-until-marriage programs. "When we realized their views were contrary to our policy, we felt we had to un-invite them," said Karen Joseph, NJEA spokesperson. "We have an obligation to provide our members with a wide array of information and as many tools as we can. We have replaced the abstinence-only presentations with seminars that we believe will give our members more tools that they can use in their classrooms. This is the more educationally sound approach." The union supports comprehensive sexuality education, which includes information about contraceptives as well as abstinence. The canceled sessions will be replaced by two workshops led by staff members of the Network for Family Life Education at Rutgers University. The group trains teachers in comprehensive sexuality education.

Overview
New Jersey's Office of Telecommunications and Information Systems was founded by executive order in 1984 to improve the effectiveness and efficiency of the telecommunications and information technology used in state government. The state's telecommunications connections are provided by the Garden State Network, a leased system. New Jersey is relying on private industry to build its hub on the information highway. Although New Jersey has long-standing ties with the telecommunications industry, its infrastructure and use of telecommunications applications for government and education providers appear minimal at this time. A request for proposal was issued in August 1995 for distance learning, video teleconferencing equipment, and support services.

Microsoft Helps New Jersey Web Site Recruit Volunteers for Community Service New Brunswick, N.J. - June 19, 2000 Rutgers professor Dr. Michael Shafer calculates that if every person in New Jersey over the age of 13 were to pledge just one hour of volunteer time per year, nonprofit organizations statewide would benefit from 5 million hours of community service annually. That was the theory behind Shafer's "Give an Hour" campaign, which last spring helped launch njserves.org, a Web-based clearinghouse for nonprofit organizations in New Jersey that Shafer and his students developed under the auspices of Rutgers University's Citizenship and Service Education (CASE) program. This unique Web portal contains a database of 40,000 civic-sector organizations and, thanks to the "Give an Hour" campaign, the names of 10,000 individuals who are interested in community service. "Our idea is to provide an essential community service at no cost to the users, and at no cost to the taxpayers and citizens of New Jersey," Shafer said. "Assistance comes from corporations like Microsoft that want to support the community."

The state of New Jersey offers rebates for alternative fuel vehicles, as well as rebates for renewable energy systems. The latter is administered by Clean Energy New Jersey, which funds a number of other programs geared toward energy efficiency and conservation.
Alternative Fuel Vehicle Rebate Program
The AFV rebate program is available to municipalities, counties, boards of education, state colleges and universities, governmental authorities, and other local government agencies. The rebate program covers incremental costs of purchasing an AFV in amounts ranging from up to $4,000 for light duty vehicles to up to $12,000 for heavy duty vehicles. The Division of Energy was awarded $500,000 in Congestion Mitigation and Air Quality Improvement Program funds by the New Jersey Department of Transportation to establish the AFV rebate program.
